Highway Construction Program Monthly Delivery Progress Report Watch List April 2017 This report focuses on Capital Highway Program projects, which have, or may have significant changes in scope, schedule, or budget. These projects are reported monthly by CPDM to identify when and how these delivery issues are resolved. The Monthly Delivery Progress Report Watch List replaces the quarterly delivery progress report previously known as The Gray Notebook Watch List. A monthly report allows for timely reporting and improves transparency on delivery progress. This report sorts projects into three categories: new projects being reported on, changes from last month, and projects previously reported that have no changes and are not yet resolved. o New projects this month. These projects have been added to the watch list due to potential changes or issues in scope, schedule, or budget. This category also includes projects with changes that occurred and were resolved within the current month. o Changes from Prior Month. Changes discussed in this section were on the previous month s watch list and have other issues that have happened; or they may have been resolved. o No Changes from Prior Month. New in April 2017 I-90/N Fork Issaquah Creek - Fish Passage (King) 109058B Issue: The total cost estimate for the project has increased. This project is being reported and removed from this list. This project will realign North Fork Issaquah Creek near East Lake Sammamish Parkway. The creek crosses Front Street on and off ramps from I-90 twice but will be re-routed north to flow underneath East Lake Sammamish Parkway. A box culvert will be installed at the new creek location. A second culvert will be built underneath the highway to give the local migratory trout and salmon additional access to a nearby offshoot of North Fork Issaquah Creek. When complete, this project will open up almost a mile of additional fish habitat. The current total cost estimate increased by $2.4 million, from $5.2 million to $7.6 million. Initially, the project estimate was increased by $655,000 to install a new culvert for the tributary culverts that were identified within the project limits. WSDOT also received high bids, which further increased the project by $1,750,000. The construction contract was awarded on March 17, 2017. Construction is scheduled to begin summer 2017, and be completed fall 2017. SR 524/Great Dane Creek - Fish Passage (Snohomish) 152412D Issue: The schedule has been delayed and the total cost estimate has increased. This project is being reported and removed from this list. This project will replace a small box culvert on Great Dane Creek with a larger culvert and rebuild the nearby streambed to provide a clearer passage for salmon and steelhead. The creek passes under State Route 524/Maltby Road just west of SR 9/Woodinville-Snohomish Road. When complete, this project will open up an additional 4.5 miles of fish habitat and help restore historical fish migration patterns. Originally, the construction phase was planned to be advertised in early 2017 and completed in fall 2017. Delays with attaining the Corps of Engineers permit delayed the right of way acquisition. Subsequently, advertisement was delayed eight months from early 2017 to fall 2017, and the operational completion was delayed by one year to fall 2018. The current cost estimate has increased by $308,000, from $1.1 million to $1.4 million. This project required more extensive coordination with the Muckleshoot Tribe and Corps than was originally anticipated. In addition, the culvert span length changed from 16 feet 5 April 2017

to 19 feet in an effort to address stakeholder's concerns with the dimensions of the new culvert. SR 529/NB Union Slough Bridge - Scour Repair (Snohomish) 152905B Issue: The schedule has been delayed. This project is being reported and removed from this list. This project will repair the water's scour action that has removed soils from under the pile cap at Pier 9. Large boulders will be placed at Piers 5, 6, 8, 9, 10 and 11 on the northbound State Route 529 Steamboat Slough Bridge between Everett and Marysville. Originally, the construction phase was planned to be advertised in winter 2018 and completed in fall 2018. WSDOT will now combine this work with SR 529/SB Union Slough Bridge - Rehabilitation (152906E) and SR 529/NB Union Slough Bridge - Substructure Repair (152906F) to reduce traveler impacts and gain construction efficiencies. Combining the work will delay the advertisement by eight months to fall 2018, which will extend the construction duration from one season to two. This will delay the project completion by two years, to fall 2020. US 2/West of Leavenworth - Slope Stabilization (Chelan) 200207N Issue: The project footprint has changed, which has delayed the schedule one year and may increase the total project cost estimate. This project is being reported and removed from this list. This project will stabilize the rock slopes by placing cable net, rock bolts, and rock doweling, and removing loose rock from the slope. The project is located on the eastside of US 2, near Fall Creek, five miles west of Leavenworth. Originally, the construction phase was planned to be advertised in fall 2016 and completed in fall 2017. The construction was delayed by two years, which has delayed the advertisement to fall 2018 and completion to fall 2019. WSDOT's use of drones during the geotechnical investigation identified additional potentially unstable rocks just outside the project limits and above where the cable nets and rock bolts are to be installed. The agency determined removing these potentially unstable rocks should be included in this project before the cable nets are installed. The project has been delayed because more time is needed to perform additional analysis to better understand project impacts and determine the appropriate course of action. WSDOT will provide more information as it becomes available. US 2/Stevens Pass - Avalanche Deflection Berm (King) 200207Y 6 April 2017

Issue: The project has been delayed. This project is being reported and removed from this list. This project will construct a berm to redirect avalanches and debris from reaching the highway. The project is located just east of Tunnel Creek on the eastside of the Stevens Pass Highway (U.S. Highway 2). When complete, this project will mitigate delays to the traveling public and protect the highway. Originally, the construction phase was planned to be advertised in winter of 2018 and completed in the fall 2018. The advertisement was delayed 10 months to fall 2018 and will be constructed during 2019. The project was delayed to align with the availability of Western Federal Lands grant funding. SR 20/Loup Loup Pass - Emergency Repair 2017 (Okanagan) 202002J Issue: Due to excessive rain, a mudslide covered the State Route 20 roadway. This project is being reported and removed from this list. A substantial rain event occurred on Friday, April 7, over an area that remains unstable after it was badly burned in the Carlton Complex Fire of 2014. Mud, water, and debris blocked the roadway at a location approximately four miles east of Twisp. The rain caused flash flooding that washed out and plugged culverts and drainage structures, undermined the highway shoulder, removed a large section of driving lane, and caused a rockslide that covered both lanes of State Route 20. The project will repair the damaged roadway and drainage features to restore safe operation of the highway. The estimated cost for the repair work is $675,000. US 97/Swauk Creek Campground - Fish Passage Retrofit (Kittitas) 209702M Issue: The construction duration has changed, which has delayed the project completion. This project is being reported and removed from this list. This project will build new structures that are fish passable to replace the two existing culverts on Swauk Creek that cross under the highway. This project is located on U.S. 97, approximately 3 miles north of the Mineral Springs Resort. Originally, the construction was planned to be advertised in fall 2017 and completed in fall 2018, within one construction season. The construction duration has increased from one to two seasons, which has delayed the project completion to fall 2019. The delay will provide additional time to perform hydraulic design and obtain concurrence from the U.S. Forest Service and environmental permitting agencies. The 7 April 2017

delay also aligns with funding provided by Mid-Columbia for stream restoration on the portion of Swauk Creek between the new structures. US 12/Unnamed Tributary to Wynoochee River Remove Fish Barrier (Grays Harbor) Issue: The total cost estimate on this project has increased. This project is being reported and removed from this list. The existing drainage structure at this location has been identified as a fish passage barrier. By replacing the existing structure with a fish passable structure, the restriction to fish passage will be eliminated. The total project cost has increased by $2.3 million, from $3.6 million to $5.9 million. With design underway, a more refined estimate indicates a need for additional funds for design, right of way, and construction. The current design cost estimate is consistent with WSDOT s other recently designed fish passage projects. The right of way increase is due to a need that was not identified during the scoping phase. The construction cost increase is due to increasing the size of the culvert from 125 feet long to 218 feet long. US 101/Elwha River Bridge - Bridge Replacement (Clallam) 310135F Issue: The total cost estimate on this project has increased. This project is being reported and removed from this list. The existing bridge built in 1926 is structurally deficient. This project replaces the existing bridge with a new structure designed to meet current standards. The new structure will reduce the potential for catastrophic failure and preserve the functional integrity of the roadway. Since the Elwha Dam was removed, the Elwha River has been reestablishing its natural grade and position in the valley. The river has eroded 14 feet of depth from the river bottom exposing and partially undermining pier foundations. The bridge sufficiency rating has dropped and the rating is structurally deficient. A Preliminary Engineering (PE) phase of $500,000 has initially been set up to begin alternatives analysis, environmental process, and to support community engagement. The PE phase is being increased by $2.3 million for the design of the replacement bridge. The Right of Way and Construction phases will also be established after further design. SR 112/Olsen Creek in Vicinity of Vista Dr Remove Fish Barrier (Clallam) 311247A Issue: The total cost estimate on this project has increased. This project is being reported and removed from this list. 8 April 2017

The existing drainage structure at this location has been identified as a fish passage barrier. By replacing the existing structure with a fish passable structure, the restriction to fish passage will be eliminated. The project total has increased by $1.3 million, to $4.1 million. With design underway, a more refined estimate indicates a need for additional funds for design, right of way, and construction. The current design cost estimate is consistent with WSDOT s other recently designed fish passage projects. The right of way increase is due to needs that were not identified during the scoping phase. The construction cost increase is due to a change in the bridge type. I-5/Woodland Vicinity at Horseshoe Lake - Upgrade Pump System (Clark, Cowlitz) 400517W Issue: The total cost estimate on this project has increased. This project is being reported and removed from this list. This project will enable a consistent flow from the Lewis River into Horseshoe Lake to continue. WSDOT currently maintains and operates a pump from the Lewis River near Woodland under I-5 to Horseshoe Lake to prevent the lake from becoming stagnant. The pump intake screens do not meet current standards. The Washington Department of Fish & Wildlife requested that WSDOT bring the screens up to current standards before issuing a new Hydraulic Project Approval permit, which expired in summer 2016. WSDOT will work with a consultant to design and install the system upgrade. The consultant team completed their analysis and presented a final alternatives analysis report to WSDOT in January. After evaluating a wide spectrum of possible pump options and configurations, WSDOT endorsed moving forward with an inclined pump, the most cost effective option. The inclined pump will be constructed adjacent to the existing pump and will extend from the edge of the riverbank into the river. It has an attached fish screen suspended above the riverbed. The cost of the preferred alternative is $2.7 million, which is $2.2 million more than originally budgeted. I-5/NB Interstate Bridge - South Tower Trunnion Replacement (Clark) 400518T Issue: The total cost estimate on this project has increased. This project is being reported and removed from this list. This project will extend the Interstate Bridge service life by replacing the lift span trunnion shaft on the south tower. The Oregon Department of Transportation is the lead on this project and shares costs equally with WSDOT. 9 April 2017

Previous budget estimates were based on the 1997 north tower trunnion replacement. A recently updated estimate paid special attention to change orders and claims on the previous project, as well as increased labor rates and changes in traffic conditions. As a result, the WSDOT portion of the project cost has increased by $3.4 million, to $8.2 million. US 12/Indian Creek Vic to Wildcat Creek Bridge Vic Paving (Yakima) 501214T Issue: The total cost estimate on this project has increased. This project is being reported and removed from the list. This project will rehabilitate the existing deteriorating pavement on U.S. 12 east of White Pass along Rimrock Lake. The estimated cost has increased by $686,000, from $2.3 million to $3 million. The increase is mainly due to higher than expected bids. In addition, the Wildcat Bridge deck has experienced significant deterioration due to the recent winter conditions. WSDOT will remove the bumps and repair the pavement as an interim fix to extend the bridge deck life until the bridge is replaced; construction will start in 2019. SR 167/SR 509 Puget Sound Gateway (King, Pierce) M00600R Issue: Switching the order of staging on the project. This project is being reported and removed from this list. The overall Gateway Project constructs a new four-lane alignment on SR 167 between I-5 in Tacoma and SR 161 in Puyallup and will connect SR 509 south from SeaTac to I- 5. Through WSDOT s practical design process and in meetings with stakeholders, the strategic implementation plan identified staging the project in the following order along SR 167: I-5 to SR 509 before I-5 to SR 161. This accelerates the SR 167/I-5 to SR 509 portion of the project by four years, and delays the 167/I-5 to SR 161 portion of the project by five years. Roadway improvements on this project will address traffic congestion, safety and the need for pedestrian facilities from SR 106 to NE Belfair Street. Improvements include the continuation of the existing two-way left turn lane from the vicinity of the intersection of SR 3 and Romance Hill Road to the intersection of SR 3 and SR 106. Other improvements are pedestrian and bicycle facilities, storm sewer improvements, and mitigation requirements. When complete, this project will relieve congestion and enhance motorist safety. This intersection is the primary access route for the Cherry Point Refinery, which has a high percentage of left-turning truck traffic. The larger diameter (110-foot) is required for the truck movements. This change increased the project footprint and triggered a need for additional right of way, which delayed the construction from 2016 to 2017 and increased the total project cost to $1.4 million. No Changes from Prior Month I-5/SR 510 Interchange - Reconstruct Interchange (Thurston) 300502C Status: No Change Previously reported: WSDOT is requesting a scope change to remove the specific interchange type 'Single Point Urban Interchange' (SPUI) from the project description. The available funding for the project is not sufficient to construct an SPUI. Additionally, traffic modeling indicates that a Diverging Diamond Interchange (DDI) performs better and at a significantly reduced project cost. The lead project proponent, the City of Lacey, was part of the Value Engineering workshop that recommended the proposed change. The City Council is in full support of constructing a Diverging Diamond Interchange. SR 14/West Camas Slough Bridge-Bridge Widening (Clark) 401419A Status: No Change Previously reported: WSDOT is requesting a scope change on this project that will defer the improvements and shift funding. Originally, this project was to widen and retrofit the bridge to increase capacity and reduce travel time to accommodate expected residential, commercial, and industrial growth on SR 14. The agency request is to defer the SR 14 West Camas Slough Bridge and shift the funding to another project on the SR 14 Corridor. Funding will go towards addressing congestion on SR 14 from the SR 14/I-205 Interchange to SE 164th Avenue. Initial concepts for the project include constructing auxiliary lanes in both directions between the interchanges and modifying the ramp configuration from I-205 to eastbound SR 14. Community engagement and practical solution implementation will further refine the scope and operational elements of the project. The cities of Vancouver, Camas, and Washougal as well as the Port of Camas/Washougal support this proposed change and are committed to working with WSDOT to identify the best application of these funds to reduce traffic delays along SR 14. SR 99/S King St Vic to Roy St - Viaduct Replacement (King) 809936E Status: No Change. 15 April 2017

Previously reported: The original tunnel contract opening date was November 2016. The Seattle Tunnel Partners (STP), the design build contractor, first delayed the opening to spring of 2018. According to their new schedule, the estimated completion date for the tunnel is November 2018. After STP hands over the tunnel to the state, work must be done to connect the new tunnel to SR 99 in the south and Aurora Avenue North in the north. Based on STP s schedule, WSDOT estimates the tunnel would be open to traffic in early 2019. The state cannot verify STP s schedule. Based on a preliminary review of the budget, the program anticipates a cash-flow need of up to $60 million in the 2017-19 biennium, to ensure continued progress. Looking toward completion of the viaduct replacement program, the program estimates a total provisional budget need of $223 million. Funds from litigation, insurance claims, and savings from unpaid early completion incentives may offset some of the costs. Due to litigation, funding sources may not be resolved until after the tunnel is open to traffic. Update to the November 2016 report: The Program completed a Cost Risk Evaluation that included statistical modeling to update the total program budget. The program total budget need was reduced to $167 million (from $223 million). Of this amount, $18 million will be covered by local funding.
