HUMAN RESOURCES DIRECTOR DEFINITION Performs complex professional, administrative, technical, and supervisory work in planning, coordinating, organizing, developing, and implementing the activities of the Human Resource Department for all departments, including the School Department. Ensures compliance with the state, federal, and local laws and policies. Maintains a town-wide system of personnel administration to insure that managers and employees have a consistent and equitable base of personnel related policies and procedures. ESSENTIAL FUNCTIONS The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Administer employee insurance programs (including health, life, disability, and employee assistance program), including the distribution of information to employees regarding insurance benefits costs, policies, and procedures. Enrolls and terminates employees in accordance with the insurance plans Administers workers compensation program and injured on duty programs, including the review and approval of injury reports and workers compensation calculations, monitoring of medical treatment, interaction with state Department of Industrial Accidents, assists in development of internal policies and procedures to reduce employee accidents and absences. Prepares and defends at Town Meeting municipal articles necessary to uphold personnel policy requirements. Prepares and administers HR Department budget. Implements the human resource requirements for the Town; administers or provides for the administration of appropriate recruitment, training, and other human resource development programs and activities conforming to Federal, State, and Local requirements such as ADA, EEO, Civil Service, HIPAA, Workers Compensation Statutes, MCAD, and Town Personnel Policies, Regulations. Directs recruitment and hiring activities, including posting of vacancies, preparation of advertisements, screening of applications, administering written examinations and other tests, assisting department heads in selecting and interviewing candidates, arranging for pre-employment physicals, and conducting new employee orientation sessions. Convenes interview panels. Maintains integrity of employment process according to Town policy and Department of Labor standards. Maintains and implements personnel policies and procedures, ensuring consistent interpretation and application. Recommends to the Town Administrator and Superintendent of Schools changes to personnel policies as needed. Provides 1

personnel policy information to employees and advises on interpretation. Manages employee benefit programs, including health, life, dental, and employee assistance programs. Responsible for communication of benefit plan features to employees and retirees, and for resolving related problems. Actively participates in collective bargaining negotiations; manages agreements; attends grievance hearings as necessary; acts as liaison for the Town as needed. Maintains knowledge of all collective bargaining agreements. Attends department head meetings; advises department heads on a variety of personnel matters including Benefits, FMLA, Sexual Harassment, Workplace Violence, and Employee Education and Training. Functions as the Town's designated agent in such matters as workers ' compensation, civil service, affirmative action/eeo, ADA, HIPAA, and FALSA. Oversees compliance with Federal and State employment law as well as Town policies and collective bargaining agreements. Serves as the Town's AA/EEO Officer and Safety Coordinator. Administers the compensation and classification policies in accordance with Town policies, collective bargaining agreements, and Federal and State statutes. Evaluates and makes recommendations to the Town Administrator regarding compensation and classification actions. Monitors and reviews job classifications and salary structures and recommends changes as required; revises and maintains job descriptions. Works with department heads to draft job descriptions. Implements and oversees related salary and classification studies. Manages a central computerized personnel system; handles the maintenance of its records, data, and information. Maintains official personnel records, ensuring individual employee files are current and complete. Monitors and approves all changes of status. Prepares periodic reports on personnel data. Coordinates civil service matters with the Massachusetts Human Resources Division (HRD); monitors eligible lists; interprets rules, regulations and disciplinary procedures. Oversees the implementation of vacation, sick, and other forms of leave by municipal/school employees, consistent with municipal policies and union agreements. Identifies organizational training needs and develops training plans and programs for appropriate employee development. Prepares and submits employment-related reports as required by the State and Federal law. Plans and conducts new employee orientations to foster positive attitude toward organization goals. Ensures that appropriate physiological, pre-employment and CORI and SORI checks are performed on employees as required by local or state law. Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations. Conducts special projects and other assignments as needed. Performs similar or related work as required. 2

SUPERVISION RECEIVED Under administrative direction, the incumbent works from policies, goals, and objectives; establishes short-range plans and objectives, departmental performance standards and assumes direct accountability for department results; consults with the supervisor only where clarification, interpretation, or exception to policy may be required or as requested by the supervisor. The incumbent exercises control in the development of departmental policies, goals, objectives and budgets and is expected to resolve all conflicts which arise and coordinate with others as needed. SUPERVISION EXERCISED Incumbent manager is accountable for the direction and success of programs accomplished through others. Responsible for analyzing program objectives, determining the various departmental work operations needed to achieve them, estimating the financial and staff resources required, allocating the available funds and staff, reporting periodically on the achievement and status of the program objective; and recommending new goals. The incumbent typically formulates or recommends program goals and develops plans for achieving short and long-range objectives; determines organizational structure, operating guidelines and work operations; formulates, prepares and defends budget; coordinates program efforts with other departments; approves standards establishing quality and quantity of work; and assists or oversees the personnel function, including or effectively recommending hiring, training, and disciplining of employees. ACCOUNTABILITY Duties include department level responsibility for technical processes, service delivery, and contribution to plans and objectives and fiscal responsibility for the department, equipment and staffing utilization. Consequences of errors, missed deadlines or poor judgment could jeopardize department operations or have financial and legal repercussions, missed deadlines and adverse public relations for the Town. JUDGMENT Guidelines, which may be in the form of administrative or organizational policies, general principles, legislation or directives that pertain to a specific department or functional area, only provide limited guidance for performing the work. Extensive judgment and ingenuity are required to develop new or adapt existing methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies. The incumbent is recognized as the department or functional area's authority in interpreting the guidelines, in determining how they should be applied, and in developing operating policies. COMPLEXITY The work consists of employing many different concepts, theories, principles, techniques and practices relating to an administrative field. Assignments typically concern such matters as studying trends in the field for application to the work; assessing services and recommending improvements. 3

NATURE AND PURPOSE OF CONTACTS Relationships are constantly with co-workers, the public, elected and appointed officials, groups and/or individuals such as peers from other organizations, and representatives of professional organizations. The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable importance, including departmental practices, procedures, regulations or guidelines. May be required to discuss controversial matters where tact is required to avoid friction and obtain cooperation. Works closely with the School Department. CONFIDENTIALITY Incumbent has access to a variety of departmental and town-wide confidential and sensitive information, including personnel records, medical and psychological records, collective bargaining, grievance and investigations, law suits and criminal records. EDUCATION AND EXPERIENCE Bachelor s degree in human resources, public administration, business administration, or a related field required, and five to seven years experience in personnel administration, preferably in a school or municipal setting; or any equivalent combination of education or experience. Master s Degree in Public Administration or Human Resources desirable. Certified Human Resources Professional preferred. KNOWLEDGE ABILITIES AND SKILLS Knowledge; Knowledge of the principles, practices, regulations and applicable laws relating to personnel administration in the public sector. Knowledge of position classification, compensation and benefits, recruitment, selection, training, civil service, risk management, safety practices and labor relations. Knowledge and understanding of FMLA, ADA, FLSA, COBRA, Affirmative Action, Equal Opportunity and HIPAA. Ability: Ability to interact in a positive and effective manner with personnel at all levels. Ability to serve as a strategic partner with all department heads on matters related to human resources. Ability to demonstrate objectivity, sensitivity and a balanced perspective regarding employee concerns and organizational expectations. Ability to prepare and analyze comprehensive reports. Skill: Excellent public relations skills. Skill in operating computer equipment. Ability to interact effectively with a wide-range of individuals, in coordinating the facilitating, development, and implementation of projects and programs. Ability to communicate clearly and concisely, in writing and orally. WORK ENVIRONMENT The work environment involves everyday discomforts typical of offices, Noise or physical surroundings may be distracting. Incumbent may be required to work beyond normal business hours to attend evening meetings. 4

PHYSICAL, MOTOR, AND VISUAL SKILLS Physical Skills Minimal physical demands are required to perform most of the work. The work principally involves sitting, with intermittent periods of stooping, walking, and standing. May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds. Motor Skills Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment. Visual Skills Visual demands require routinely reading documents for general understanding and analytical purposes. 5
