Directorate-General for Health & Consumers Traceability: what to do in the context of mollusc production requirements under Directive 2006/88/EC Sigrid Cabot, DG SANCO, D1 sigrid.cabot@ec.europa.eu Annual Meeting NRLs for mollusc diseases Nantes, March 2010

What means traceability? OIE terrestrial Code OIE: ability to follow an animal or group of animals during all stages of its life ISO (8402): ability to trace the history, ( ) of an entity by means of recorded identifications

Why traceability? Animal health Disease surveillance and control Public health Surveillance and control zoonotic diseases and food safety Ensure safe trade

Steps towards animal traceability under Directive 2006/88/EC Authorisation/registration of aquaculture production businesses Movement records: Farms/mollusc farming areas Transporters Animal health certification Traces notification of movements between MS

Prerequisite: Authorisation and registration (Art. 4-6) Aquaculture production businesses (APB) must be authorised and registered Compliance with the recording obligations an authorisation requirement MS register of all APBs including e.g. information on disease status as regards the listed diseases of all farms/mollusc farming areas

Farm/mollusc farming area record keeping Article 8(1) and (4) Aquaculture production business shall keep a record of: All movements into and out of the farm Mortalities Results of the risk-based animal health surveillance Done in such a way that tracing of the place of origin and destination can be guaranteed. MS may require recording in national register and kept in a computerised form.

Aquaculture Animal Transporters record keeping (Article 8(3) Farms and mollusc farming areas visited Any water exchange during transport, including the sources of new water and the site of the release of water Mortality during transport, as practicable for the type of transport and the species transported

Animal health certification Article 14(1) and (2) When moving aquaculture animals (susceptible species or vectors) Into a MS, zone or compartment declared disease free or subject to surveillance or eradication programme Out of an area subject to control measures Exceptions: Non-viable molluscs Intended for further processing without temporary storage at the place of processing COUNTRY Veterinary certificate to EU I.1. TRACES notification - Article 14(3) Obligatory for movements between Member States of: Aquaculture animals intended for farming and relaying Consignments subjected to animal health certification TRACES may be used to trace movements within a Member State

What level of traceability does this give us? Individual traceability? Batch traceability? Traceability of contact farms

Conclusions Directive 2006/88/EC requires the establishment of a system to trace movements between farms/mollusc farming areas No requirement to be able to trace a mollusc or batch of molluscs during all stages of its life Is more detailed traceability feasible/desirable in the mollusc production?

Thank you for your attention!
