Building & Construction Professional s Risk Mitigation Workshop Series 2014 Workshop No 2 Risk Management in Construction Health & Safety (CHS) Implications and Application of the new Construction Health & Safety Regulations for Consultants This Workshop has been organised to provide Professionals in the Building and Construction Industry with a detailed understanding of the application for Consultants, of the new Construction Health and Safety (CHS) Regulations that came into effect in February 2014. Emphasis will be placed on the importance and availability of written CHS Documentation including the PROCSA Client / Construction Health & Safety Consultant Agreement. The Workshop will also provide invaluable knowledge about roles and responsibilities of the Developer and members of the Project Team relative to Health & Safety. Including: Obtaining this permits and the requirement for SACPCMP (Pr. CHSA) registration of Construction Health and Safety Agents. Also featured will be the e-safety Document Access Service that provides easy on-line access and completion of the recommended CHS Documents. The use of which, increases Project productivity and efficiency and reduces risk. One important aspect not to be missed are the consequences and penalties of noncompliance to the new Regulations. Most construction incidents stem from professional and management failures in the planning stages of a Project. The new regulations now put responsibility and accountability with the professionals and ultimately with the Client. It is the responsibility of the professionals to advise their Clients of their Health & Safety responsibilities and potential risks.

THE SPEAKERS is an SACPCMP registered Pr. CHSA and RPL Assessor, and is Managing Director of HSE Risk Consultancy Services, a Pr. CHSA practice established in 2003. He contributes time towards the development of the Construction Health and Safety Industry, and to the general awareness of Construction Industry Stakeholders. This includes talks at symposiums and conventions, as well as targeted presentations to construction project clients, designers and teams. His primary focus is Construction Health and Safety Risk Management and Control, and he has been involved in the development of: A Construction Project Health and Safety Document Pack for Clients and Construction Project Teams as part of the e-safety Service within e-cloud Construction. Insurance Cover for Occupational Health and Safety Risks for Property Owners and Managers (during and post-construction) Measurement tools for CHS Risk Quantification in financial terms - providing clarity and direction in terms of the reasonably practicable decision making process, and in aid of claims and charges defensibility. The first and second draft proposals of an ACHASM recommended fee scale for the Pr. CHSA Scope of Work, and an associated schedule for Pr. CHSA RFQ Purposes. His role as Pr. CHSA has focused on Construction Projects of high CHS Complexity or Risk Profile, where he has delivered Pr. CHSA services across all project stages. He is also appointed as Principal Agent / Clients Representative on projects which require CHS defensibility for the construction, maintenance and operation of the final structure, with an emphasis on early or remedial works. Cliff Hayim Clifford Hayim is a registered and practicing QS, MSc Bldg, MRICS, Internal examiner and lecturer to final year and MSc students at the School of Construction Economics and Management at University of Witwatersrand. He is a Director of Contracts on Demand, MD of Ferrer Hayim Quantity Surveyors (Pty) Ltd, involved with JBCC since 1998 in development of JBCC Payment Certificates - Series 2000 (e-jbcc Project Cost Control Application). Developer of KWIKfeas Financial Feasibility Software. He is also a developer of the e-cloud Construction suite of electronic productivity services, including the e-procsa Electronic Service. Adrian Michie Adrian Michie is a Director of Contracts on Demand (Pty) Ltd. (COD) The company develops and provides electronic services for JBCC and PROCSA and other organisations. These Services being part of the e-cloud Construction Suite of electronic productivity Services. COD also develops and runs Open and Corporate training Workshops on Contract Law and related topics. Adrian is a qualified Mechanical Engineer and a Member of: Chartered Institute of Building Services Engineers (UK), British Institute of Management (UK) and the Institute of Project Managers SA. He has experience in Building Engineering Consulting and Contracting and has worked at the CSIR and other organisations developing systems and procedures utilising Information Communication Technology (ICT).
