Responsibility for Classification Classification of dangerous goods is the responsibility of the shipper / consignor or the appropriate Competent Authority Packing Groups Always written as roman numerals Used to differentiate the relative degree of danger within a hazard class Packing Group I = Greatest danger Packing Group II = Moderate danger Packing Group III Least danger Classes 1, 2, 6.2 and 7 do not use packing groups to differentiate danger Class 1 - Explosives Restricted class Transport of unlisted (new) explosives required approval of Competent Authority Six unique divisions within this class 1.1 Mass explosion hazard 1.2 Projection hazard, no mass explosion 1.3 Fire hazard, minor blast or projection 1.4 No significant hazard 1.5 Very insensitive articles, mass explosion 1.6 Extremely insensitive, no mass explosion 8

Class 1 Compatibility Groups Compatible explosives can be stowed and transported together safely Letters A-L, N and S (excluding I) A = primary explosive G = pyrotechnic substance H = explosive substance and white phosphorous K = explosive substance and toxic chemical N = contains only extremely insensitive explosive S = hazardous effect confined to the package Class 2 - Gases Substances that have a vapor pressure greater than 300 kpa (43.5 psi) or which are completely gaseous at 20 o C (68 o F) and 101.3 kpa (14.7 psi) Transport Condition of a Gas Compressed Liquefied Refrigerated Dissolved Adsorbed 9

Divisions of Class 2 Gases Div. 2.1 Flammable gases Div. 2.2 Non-flammable, non-toxic gases Div 2.3 Toxic gases Class 3 Flammable Liquids Liquids, or mixtures of liquids, or liquids containing solids in solution or suspension which have a flash point (give off flammable vapors) at or below 60 C (c.c.) This class also includes liquid desensitized explosives Definition of Flash Point The lowest temperature of a liquid at which its vapor forms an ignitable mixture with air Rev. 2010 10

Packing Groups for Class 3 Packing Group Flash Point Boiling Point I -------- < 35 o C II < 23 o C > 35 o C III > 23 o C but < 60 o C > 35 o C In the US, liquids with a flash point up to 93.3 C are regulated as combustible liquids when in bulk packages Division 4.1 Flammable Solids Readily combustible solids and solids that can cause fire through friction Includes powdered, fibrous or granular substances that can ignite from an ignition source Includes also self-reactive substances 4.2 Spontaneously Combustible Pyrophoric substances which can ignite within 5 minutes of coming into contact with air Self-heating substances which become hot when in contact with air for a long period of time 11

4.3 Dangerous when Wet Substances that give off flammable gases when in contact with water Other substances that ignite spontaneously during the test Division 5.1 - Oxidizers Materials that can give off oxygen Oxygen increases the risk and intensity of fires Oxidizers may react violently with liquid acids to give off toxic vapors Burn rate and cellulose tests are done to assign substances to this division Division 5.2 Organic Peroxides Decompose if heated, in contact with impurities, friction or impact Flammable gases can be emitted when these decompose Further classified into 7 types 12

Substances listed under N.O.S. descriptions then the shipper must decide whether allocation to a segregation group is appropriate. Mixtures and solutions or preparations containing substances listed in a segregation group and shipped under an N.O.S. description are also considered to fall under that group. Shippers may voluntarily assign a segregation group even to a non-regulated substance. 64

Special Segregation Provisions and Exemptions Substances of the same class may be stowed together without regard to segregation based on subsidiary hazards provided the substances do not react dangerously together and cause: Combustion and/or evolution of considerable heat; Evolution of flammable, toxic or asphyxiant gases; The formation of corrosive substances; or The formation of unstable substances Special Segregation Provisions and Exemptions NO segregation need be applied: Dangerous goods of different hazard classes which are the same substance but vary in water content Dangerous goods of different classes for which scientific evidence exists that they DO NOT react dangerously when in contact with each other (see Table 1 & Table 2) Special Segregation Provisions and Exemptions Class 8, PG II and III requiring segregation can be packed together provided: they comply with 7.2.6.1 (no evolution of heat, fumes, etc.) not more than 30 l or 30 kg entry on the transport document (5.4.1.5.11.3) copy of the test report provided if requested by CA 65

7.2.8 Segregation codes Packing and Use of CTUs Empty Cargo Transport Units After unpacking or unloading ( Stripping ) the container precautions shall be taken to ensure that no residue of any dangerous goods contaminates the container. The person stripping the container is responsible for making sure that the container is cleaned. Residue of corrosive substances may collect in cracks or seams and could damage the metal structural components of the container. 66

The GUIDELINES FOR PACKING OF CARGO TRANSPORT UNITS (CTUs) are based on the IMO/ILO Guidelines for Packing Cargo in Freight Containers or Vehicles and are included in the SUPPLEMENT to the IMDG Code. Advice and detailed illustrations are included and may be helpful in providing function specific training for those who pack containers. Physical forces normally experienced at sea include Extremes of temperature Heavy seas Physical Forces Normally Experienced at Sea Heave Yaw Sway Pitch Surge Roll A ship at sea may move in the six different directions simultaneously. Heavy weather will increase the degree of each force! 67

General Provisions for CTUs Adequate strength and adequately maintained Meet provisions of International Convention for Safe Containers (CSC) Container must be maintained and inspected and display CSC plate on door. Any leaking or sifting of the contents of the CTU means the container should NOT be accepted for transport on board the ship. Significant corrosion, broken welds, and severely damaged or rusted structural components would render the CTU unfit for loading aboard the vessel. 68

Inspection of the container should include: cross member floor supports sills, side rails corner posts doors, gaskets and hinges floor ceiling walls roof residue of previous contents corner castings Authorities will inspect and place the CTU out of service if serious deviations are found! The importance of inspecting the corner castings for cracks, broken welds, or breaks of the holes for locking/lifting the container 69

Dunnage & Blocking/Bracing Dangerous goods tightly packed and adequately blocked and braced to prevent damage. Blocking and bracing should be made to the structural components such as corner posts, sills, and securing devices permanently installed to structural members. DG near doors for mixed loads Dangerous goods should be loaded nearest the door for accessibility. Marked on door and/or on the CFC plate Weight of the cargo should never exceed the maximum authorized weight marked on the container 71

Container Packing Certificate The responsible INDIVIDUAL WHO PACKED the dangerous goods into the cargo transport unit SHALL provide (sign) the CPC Segregation Provisions within CTUs Dangerous goods which have to be segregated from each other shall NOT be transported in the same cargo transport unit. WITH THE EXCEPTION OF Away from (1 in the Segregation Table) which may be in the same CTU with CA approval for equivalent level of safety. Exemptions, Approvals and Certificates 7.9.1 - Exemptions does NOT apply to exemptions authorized elsewhere (e.g. segregation of corrosives in 7.2.1.13.2 ) or approvals (permits, authorizations agreements) and certificates per 7.9.2 (NO Class 7) 7.9.1.1 Exemptions issued by CA of port State of departure, arrival, or flag State at least as effective and safe as the Code and accepted at discretion of other States. Prior to shipment recipient of exemption SHALL notify all CA s concerned. 72
