The City is concerned that the center area (Roof area C ) of the Gallaher Manor House Mansion is currently just barely meeting the existing building codes. Therefore, the City has decided to strengthen that area (Roof area C ). Since it has been deemed extremely difficult to strengthen this area from within the attic area, the City is revising the scope of work for this project to include: Removal of the existing roofing, including all of the existing roof sheathing materials. Sister all of the existing rafters (within Roof area C only) with new 2x10s. Repair existing cement parging at the eaves, and install new sheathing and roofing per the drawings and specifications. Include this additional scope of work, which shall apply to Roof area C only, in your base bid figure.
RESPONSE TO QUESTIONS 1. Question: We cannot identify the location of application for details 7 & 8/A-3 on the plan. Please clarify? Response: Details 7 and 8 pertain to the sides of the dormers. 2. Question: There seems to be some discrepancy as to the type of metal to be used for flashing work. Specification Section 07310 indicates the sole use of Titanium Zinc, while Section 07600 calls for the use of both Titanium Zinc and 20 oz. Copper. The Roof Plan does not indicate whether there are specific locations where either or both are to be used. Please clarify the intended metal to used and associated locations as applicable? Response: All flashing and gutters and leaders should be titanium zinc. 3. Question: Please confirm the deadline date for the submission of bids for this project. Response: The current deadline for the submission of bids for this solicitation is 2:00pm, Tuesday, January 13, 2015. At this time, the City does not intend to extend this deadline. RESPONSE TO QUESTIONS 1. Question: Was the pre-bid conference mandatory? Response: No. The pre-bid conference was not mandatory.
2. Question: Can you provide us with the cost of the local building permit? Response: The commercial building permit fee is $16.26 per thousand plus a $50.00 Certificate of Occupancy (CO) fee. Therefore as an example, based on a $500,000.00 budget the local permit fee for this project would be $8,180.00. 3. Question: Concerning Specification 07310 Natural Slate Shingles, 2.1 Manufacturers, Item A & B. Would Evergreen Slate Company of Granville, New York be an acceptable substitution for North Country Slate of Toronto, Canada? Response: Yes. Evergreen Slate Company of Granville, New York would be an acceptable substitution for the specified manufacturer (North Country Slate of Toronto, Canada). Refer also to section 07310, part 2 Products, 2.1, B. concerning product substitutions. substitutions of North American origin (New York and Vermont only) who are members of the National Slate Association. 4. Question: Would the City consider a synthetic slate product? Response: No. 5. Question: Will the City be reading the bids out loud at the bid opening? Response: Yes, the bids received will be publicly opened and the pricing information shall be read out load. 6. Question: Will the City accept an electronic bid submission? Response: No, since a bid bond is required for this bid solicitation the electronic submission of a bid will not be permitted or accepted. 7. Question: The existing gutters and leaders being replaced or repaired? Response: The existing gutters and leaders are being replaced. Question: Will the City be awarding this project based on a low bid or are (contractor) qualifications to be considered? Response: The project shall be awarded to the lowest qualified bidder. LIGHTNING PROTECTION SYSTEM SECTION 16670-1 PART 1 GENERAL 1.01 SUMMARY A. To provide safety for the building and occupants by preventing damage to the building structure caused by lightning. 1.02 STANDARDS A. Standards: The following specifications and standards of the latest issue form a part of this specification: 1. Underwriters Laboratories, Inc., (UL) - Installation Requirements For Lightning Protection Systems, UL 96A 2. Underwriters Laboratories, Inc., (UL) - Lightning Protection Components, UL 96 3. Lightning Protection Institute (LPI) - Standard of Practice for the Design, Installation, Inspection of Lightning Protection Systems, LPI 175 4. National Fire Protection Association, (NFPA) - Standard of the Installation of Lightning Protection, NFPA 780 1.03 SYSTEM DESIGN A. System Design: The work covered by this section of the specifications consists of furnishing all labor, materials and items of service required for the completion of a functional and unobtrusive lightning protection system approved by a Lightning Protection Institute (LPI) Certified Master Designer and in strict accordance with this specification and applicable Contract Drawings. B. The lightning protection system shall be designed by a Lightning Protection Institute Certified Master Designer and the drawing shall bear the seal. The seal shall be current at the time of submission and shall be signed by the Certified Master Designer. This shall be accepted in lieu of a state certified engineers stamp on the lightning protection drawings. C. The Installation of the lightning protection system shall be by LPI Certified Master Installers and certification shall be part of the submittal package. The card shall be carried onsite at all times. 1.04 SUBMITTALS A. Submittals: Complete design drawings showing the type, size, and locations of all grounding, down conductors, through-roof / through-wall assemblies, roof conductors, and air terminals shall be submitted to the Architect/Owner s Representative for approval. 1.05 QUALITY ASSURANCE A. The lightning protection system shall conform to the requirements and standards for lightning protection systems of UL, LPI and NFPA. and issuance of the system certification.. LIGHTNING PROTECTION SYSTEM SECTION 16670-2 PART 2 PRODUCTS 2.01 MANUFACTURERS A. Standard: The system to be furnished under this specification shall be the standard product of a manufacturer regularly engaged in the production of lightning protection equipment and shall be the manufacturer s latest approved design. The equipment shall be UL listed and properly UL labeled. All equipment shall be new, and of a design and construction to suit the application where it is used in accordance with accepted industry standards and UL and NFPA requirements. B. Acceptable Manufacturers: 1. Northeast Lightning Protection - Bloomfield, CT. 2. East Coast Lightning Protection Equipment - Winstead, CT. 3. ACME Lightning Rod Co.- Hartford, CT. 2.02 EQUIPMENT A. Equipment : Provide and install a complete lightning protection system in compliance with the specifications and standards of the most current editions of the National Fire Protection Association s Lightning Protection Standard NFPA-780, and Underwriters Laboratories Lightning Protection Standard UL96-A and LPI 175. The system shall be installed by a lightning protection contractor who is listed by Underwriters Laboratories, Inc. and a LPI member. 2.03 MATERIALS A. Materials: All lightning protection materials and components shall comply in weight, size and composition with UL 96 and NFPA-780 lightning protection material requirements for this type of structure. All materials shall not be used in combinations which form electrolytic corrosion. Roof cable shall be tinned copper to better blend with the slate and stone surfaces. Class I materials shall be used on structures not more than seventy-five (75) feet in height. PART 3 EXECUTION 3.01 INSTALLATION A. Installation: The installation shall be accomplished by an experienced installation company that is listed with Underwriters Laboratories for lightning protection installation. The installation company shall utilize Lightning Protection Institute Certified Master Installers. The company shall be a member in good standing of the NFPA, LPI and UL. All equipment shall be installed in a neat, workmanlike manner. The system shall consist of a complete conductor network at the roof and include air terminals, connectors, splicers, bonds, down leads and proper ground terminals, all of which shall be installed by a qualified lightning protection contractor. Coordination: The lightning protection installer will work with other trades to ensure a correct, neat and unobtrusive installation. The roofing contractor shall be responsible for sealing and flashing all lightning protection roof penetrations as well as any special adhesives or fastening for the lighting protection system as per the roof manufacturer s recommendations. B. It shall be the responsibility of the lightning protection installer to assure a sound bond to the main water service and to assure interconnection with other ground systems. C. Surge protection devices (SPD) shall be provided at the first disconnect for normal electrical service, and including but not limited to, standby generators, photovoltaic systems and wind turbines. Each SPD shall comply with UL96a 13.1 and be visible during onsite inspection. SPDs shall be furnished and installed by the electrical Contractor. Coordinate accordingly. 3.03 INSPECTION AND CERTIFICATION A. Inspection and Certification: Upon completion of the installation, the system shall receive the LPI-IP certification to the UL96A inspection criteria. The Contractor shall submit record drawings to LPI-IP engineering staff prior to the onsite inspection for review and stamping.
