EUROPEAN ENVIRONMENTAL AGENDA European limits for CO2, NOx, PM-Emissions push current diesel/petrol technologies to their limits Automotive industry required to invest to reach the European targets for fleet emissions (120g CO2/km since 2015 and 95g CO2/km by 2020). Sulphur Emission Control Areas (SECA since 2015 in Baltic and North Sea) create need for alternatives to conventional bunker fuels European Directive for Alternative Fuels Infrastructure aims at creating minimum density of refuelling points for alternative fuels until 2020 4 06 October 2016 I SGOA conference 2016

CNG, LNG? WHAT IS IT? Natural gas compressed to 200 bar Volume 1:200 On-board storage Pressure regulator Natural gas @ 8,5 bar Natural gas (Otto) engine Natural gas liquefied at -161 C Volume 1:600 Vaporizer 7 06 October 2016 I SGOA conference 2016

NATURAL GAS THE EVIRONMENTAL FRIENDLY FUEL Natural gas contains less carbon than traditional hydrocarbon fuels and therefore emits much less CO2 as a vehicle fuel: between 25 and 30 percent less in passenger cars and light commercial vehicles and 10 to 20 percent less in trucks and buses. Natural gas blended with biomethane or synthetic gas (power to gas) from renewable sources can further diminish CO2 emissions significantly (up to 95%). Methane as a vehicle fuel emits up to 95 percent less PM and up to 70 percent less NOx compared to the very strict European emission standards for new heavy duty vehicles (Euro VI) and light duty vehicles (Euro 6). CNG and LNG technology is very mature and simple (using a 3-waycatalyst) and does not require further chemical treatment (e.g. Adblue injection) to meet emission limits. GAS FOR TRANSPORT @ GAZPROM NGV EUROPE Gazprom NGV Europe develops the market for natural gas as fuel for road and marine transport both in compressed and liquefied form (CNG and LNG) 49 CNG-stations in Germany, 13 in Czech Republic and 2 LNG stations in Poland Extension to more than 70 stations by end 2016 11 06 October 2016 I SGOA conference 2016

LAUNCH OF LNG CITY BUSES IN POLAND October 2013: launch of Europe s first LNG city buses in the Polish city of Olsztyn 11 x 12m solo LNG buses up to later 50 LNG buses by 2016/2017 Operations 7 days per week / 65.000 km per bus p.a. Since Oct 2013: refueling by GPG s mobile LNG station Implementation and operation of fixed skidded station in Q4/2014 January 2015: launch of 35 LNG city buses in Warsaw and construction of the first LCNG station in Poland 35 x 18m articulated LNG buses up to later 200 LNG buses by 2016/2017 as well as LCNG-add-on for 30 CNG buses Operations 7 days per week / 80.000 km per bus p.a. From Q1/2015: refueling by mobile LNG station Implementation of fixed station completed Q3/2015 4,5 million km driving experience à no incidents & no other technical failures Consumption: Euro 6 LNG buses ~10% less than the Euro 5 diesel buses LNG buses have fulfilled bus operator s, driver s and passenger s expectations. LNG technology is reliable, safe and proofed its suitability for daily use 12 06 October 2016 I SGOA conference 2016

OUTLOOK: GAZPROM LNG GOES MARITIME Sulphur Emission Control Areas (SECA) force maritime transport in the Baltic and North Sea to become cleaner from 2015 onwards Competition will be between Marine Gasoil (MGO) and LNG no other serious option available Gazprom NGV Europe together with other Gazprom group companies positioning LNG as fuel of choice to comply with new environmental norms with ports and ship operators Objective: make LNG available for bunkering and onshore transport demand 13 06 October 2016 I SGOA conference 2016

DEVELOPMENT OF A SMALL SCALE LNG HUB IN ROSTOCK Assessment of the feasibility of a LNG Hub in the port of Rostock Planned LNG storage capacity of 5,000m³ and an annual quantity of up to 100.000 mtpa (= 0,13 bcm) by 2025* Potential for loading and unloading of bunkering ships, tank wagons, trailer and containers Potential customers: marine, road and off-grid Expected start of operation: 2018/2019 *subject to positive FID 14 06 October 2016 I SGOA conference 2016

TAKEAWAYS Natural gas is clean, affordable and abundant Vehicles and filling stations are available, reliable and safe The market potential for natural gas as fuel on the road and in the marine sector is significant CNG and LNG are complementary and cover for all transport sectors In a developing market a stable, reliable and supportive political environment is necessary to facilitate further development Gazprom contributes to market growth by reliably providing infrastructure and fuel supplies 15 06 October 2016 I SGOA conference 2016
