VACANCY ANNOUNCEMENT CLASSIFICATION: Wastewater Superintendent STATUS: Full-time, Exempt WORK LOCATION: Wastewater Treatment Plant WORK DAYS/HOURS: Monday through Friday, 7:30 A.M. to 4:30 P.M./Variable COMPENSATION: Pay Range PM-5, Minimum $61,519 to Maximum $92,279 BENEFITS: Accrued vacation, sick and personal leave. It is a Northeast Ohio suburb situated about 35 miles south of Cleveland and 17 miles southwest of Akron. JOB SUMMARY: Under the direction of the Director of Public Service, is responsible for planning, organizing, supervising and directing the operation of a Class IV Regional Wastewater Treatment Plant including all activities related to the design, installation, inspection, repair, operation and maintenance of the plant and all other related infrastructure. Ensures the facility is able to adequately and efficiently process all of the sewage generated from the City of Wadsworth and immediate environment to a designed daily average flow of over five (5) million gallons per day. Performs a variety of administrative tasks and directs and oversees plant staff engaged in operations and maintenance activities. ESSENTIAL DUTIES AND RESPONSIBILITIES: Examples of job responsibilities may include, but not be limited to the following duties: Plans and organizes the work required to treat liquid waste for a community of approximately 21,500 residents. Assigns work shifts for plant operators, the plant mechanic and lab technician. Meets periodically with plant personnel to discuss operating problems and to familiarize workers with new and revised work policies. Reviews and approves/disapproves employee leave requests (i.e., sick, vacation, compensatory and personal). Evaluates employee work performance and conducts annual performance reviews with each employee.

3 Issues reprimands and recommends higher-level corrective action to the appointing authority. Interviews job applicants and recommends applicants for final appointment. Instructs plant personnel on the requirements of federal, state and local regulations. Directs the industrial pre-treatment program. Reviews reports prepared by the laboratory technician to determine the operating efficiency and compliance of the plant. Oversees the maintenance of historical lab records. Inspects equipment and notes the need for repairs or replacement parts. Inspects completed repairs for adequacy. Submits purchase order requisitions for supplies, equipment and tools as necessary. Directs the preparation of an annual inventory of supplies, equipment and tools. Suggests corrective action concerning local environmental pollution problems. Attends state conferences, workshops and district meetings to participate in discussions related to pollution control. Recommends an annual department budget to the Director of Public Service. Maintains plant records and prepares regulatory reports. Administers, supervises and ensures compliance with City ordinances, the Employee Handbook, departmental policies and procedures and the labor agreement with the American Federation of State, County and Municipal Employees (AFSCME). Remains current on present and proposed legislation in the field of water pollution and solids disposal. Assists in the development and planning of long-range goals and capital improvement projects. Conducts physical inspections of the plant. Develops workplace policies and procedures on employee safety. Develops, schedules and assigns preventative maintenance on equipment and machines. Oversees the collection, documentation, and testing of lab tests and maintains laboratory inventory. Reviews daily operations (e.g., SCADA System, plant data and processes, log books/journals, plant rounds, chemical inventories) Oversee monthly and/or quarterly regulatory & pre-treatment operating reports and prepares an annual report on plant operations. Operates a City vehicle. KNOWLEDGE, SKILLS AND ABILITIES REQUIRED FOR THE POSITION: Thorough knowledge of the principles, methods, equipment, and maintenance problems of wastewater treatment techniques. Considerable knowledge of the modern controls and tests used in the treatment of wastewater. Considerable knowledge of the operating principles of the mechanical equipment used to treat wastewater. Knowledge of regulations associated with wastewater treatment. Knowledge of laboratory procedures. Ability to write and speak effectively. Ability to plan and supervise the work of others. Ability to develop and maintain effective working relationships with associates, city officials, and the general public. Ability to maintain records and prepare reports. Ability to read and interpret blueprints.

4 Ability to use and interpret lab results. Skill in the use of a personal computer. Ability to operate meters, electrodes, lab equipment, flow meters, SCADA equipment & diagnostic equipment. POSITIONS SUPERVISED Wastewater Treatment Plant Operator Trainee Wastewater Treatment Plant Operator I and II Chief Wastewater Plant Operator Wastewater Plant Maintenance Mechanic Wastewater Lab Technician MINIMUM REQUIREMENTS FOR EMPLOYMENT: To be eligible for consideration, a candidate must meet or exceed all of the minimum qualifications for employment. Those candidates who do not possess the minimum qualifications will not be considered for employment. Possession of a valid Class IV Wastewater Operator certification; OR Possession of a valid Class III Wastewater Works Certificate. The selected candidate must possess the criteria to be accepted as an Ohio Class IV Wastewater Works Operator applicant at the time of appointment (i.e., 36 months as a Class III, including 24 months management experience at a Class III or IV facility). Management experience is defined as experience obtained while supervising, directing, or controlling the affairs associated with a public water system or treatment works. Such experience shall include, but not be limited to, being directly responsible for plant operations, supervising operating staff, and being responsible for personnel issues. Experience gained in the position of shift supervisor at a Class III or IV facility shall qualify as management experience as referenced in OAC 3745-7-01. The incumbent must submit an application to begin the process for a Class IV certification within three (3) months of appointment. The incumbent must be accepted into the program and the incumbent must finish and achieve a Class IV certification within a two (2) year period as a term and condition of continued employment. As a condition of continued employment, the Class IV Ohio Environmental Protection Agency (OEPA) Wastewater Operator Certification must be maintained thereafter for the duration of employment; AND Possession and maintenance of a valid State of Ohio motor vehicle operator s license and to remain insurable under the City s vehicle operation policy and to have an acceptable driving record as deemed by the City of Wadsworth. PREFERRED QUALIFICATIONS: Possession of a Class IV Ohio Environmental Protection Agency (OEPA) Wastewater Operator Certification. At least five (5) years of supervisory experience of wastewater treatment personnel and plant operations.
