CONCLUSIONS AND IMPLICATIONS 1. China continues to focus on energy efficiency Energy management grows in importance and building efficiency remains top strategy for reducing carbon footprint. 2. Motivations and barriers are shifting Policy moves ahead as a driver with the 12 th Five Year Plan expected to influence an increase in investment. Funding becomes a greater challenge. 3. Sector differ in their investments and actions Commercial and industrial sectors lead in measure implementation. 16
