1 PURPOSE The purpose of this document is to describe the general requirements for design, material procurement, manufacture, delivery, installation and commissioning of the slit system for the Pelican-Time of flight polarization analysis spectrometer, as shown schematically in Appendix 1. 2 SCOPE 2.1 DOCUMENT This document contains the minimum engineering/quality requirements for the following. (a) Design, material procurement and verification, manufacture, assembly, inspection, testing, delivery, and installation of the slit system including motors, encoders and limit switches. (b) Supply of certification and inspection reports 2.2 RELATED DOCUMENTS The slit system shall conform to the following Standards (http://www.saiglobal.com.au) (a) Engineering Drawing Standard: AS 1100 2.3 SCOPE OF SUPPLY (or equivalent international standards) (a) Supply of Engineering Design documents & drawings with 3D Cad Models (Solidworks preferred); (b) Material procurement, manufacturing, assembly, inspection and delivery of slit system, conforming to the specifications set out in this document (c) Supply of specified documentation (d) Generation of job documents (e) Handling, Storage, Delivery, and rectification work if required. 3 RESPONSIBILITIES 3.1 SUPPLIER The chosen supplier (successful tenderer) shall be responsible for the management of the design (in consultation with the ANSTO Project Manager []), material procurement, manufacture, and testing and packaging for shipment. The supplier shall be specifically responsible for: (a) (b) (c) (d) Reviewing, understanding and complying with this specification. Assigning a Liaison Officer. Ensuring that all subcontractors, if required, fully understand and are able to meet the requirements of this specification. Ensuring that all inspection, testing activities and Hold Points identified in Hold Points, Inspection and Testing Schedule (refer to Appendix 2) are completed and approved by ANSTO Project Manager (where applicable). 1 Document Number NBIP-ES-407-2018

Submitting non-conformance reports to ANSTO Project Manager. Repairs arising from inspection and testing. Delivery to ANSTO. 3.2 ANSTO ENGINEERING PROJECT MANAGER () The ANSTO will be responsible for the overall management of this project. In particular, he will be responsible for: (a) (b) (c) (d) (e) (f) (g) (h) Liaison with the nominated supplier. Nominating inspections and testing as required. Nominating the inspectors. Reviewing and agreeing, in consultation with the instrument scientist, the supplier s proposed design. Ensuring that all statutory requirements are conformed to. Review and comment (where required). Giving the approval to proceed past a Hold Point in consultation with instrument scientist. Reviewing and acceptance of non-conformances and/or corrective s required to rectify the non-conformances in consultation with instrument scientist. 3.3 ANSTO ELECTRICAL / ELECTRONIC OFFICER (EO) The ANSTO Electrical /Electronic Officer (EO) will be responsible for: (a) (b) (c) (d) Reviewing all electrical schematics drawings and components, like motor, encoder and limit switches. Arranging motor control system for factory acceptance testing, if required. Providing a written review of the performance of all electrical / electronic components. Commissioning of the electrical / electronic components, control system and operator interface at ANSTO. 4 JOB MANAGEMENT 4.1 GENERAL The ANSTO Project Manager shall be notified of any conflict in the information contained in this specification and written revisions shall be supplied by the ANSTO Project Manager. 2 Document Number NBIP-ES-407-2018

4.2 DESIGN REVIEW The proposed manufacturing design shall be submitted to the ANSTO Project Manger for review and comment/agreement prior to manufacture. The results of the review along with any comments will be provided to the supplier in writing within 14 days of receipt of the final design. It is the supplier s responsibility to seek ANSTO s agreement prior to manufacture. ANSTO will not reimburse the supplier for any additional rework/remanufacture that may be required as a result of the supplier proceeding to manufacture, prior to receiving the agreement. (See Clause 4.7) It is suggested that the supplier should carry out designs in consultation with the ANSTO Project Manager with a view of ensuring that all design input conditions are met to ANSTO s satisf during the design stage, thereby expediting the design agreement process. 4.3 QUALITY ASSURANCE The Supplier and sub-contractors shall be accredited with a Quality Assurance (QA) of a nationally or internationally recognised standard. (eg: ISO 9000) or is otherwise acceptable to the ANSTO Project Manager. 4.4 DESIGN MODIFICATIONS / IMPROVEMENTS Before purchasing or manufacturing, the engineering drawings and this specification shall be reviewed and any changes be agreed and approved in writing by the ANSTO Project Manager. 4.5 QUALITY CONTROL / INSPECTION ANSTO Project Manager shall assign an internal or external inspector, who shall be responsible for inspections, tests and reports as detailed in Appendix 2. 4.6 NON CONFORMANCES Any non-conformance reports raised by the quality control inspector shall be submitted to the Project Manager and the supplier. The supplier shall arrange for all approved corrective s following receipt of non-conformance reports from the Project Manager. ANSTO Project Manager is the only ANSTO Officer permitted to sign off on non conformance reports. 4.7 HOLD POINTS Inspections, tests and checks required during design, manufacture, installation and testing are denoted as Hold Points. At some Hold Points it is necessary for written approval to be obtained before proceeding from the Hold Point to the next stage of the project. The ANSTO Project Manager is the only ANSTO Officer that may give the necessary approval to proceed. Any rectification work, required as a result of proceeding past Hold Points without approval, shall be the responsibility of the supplier, (See Appendix 2). 4.8 SUBCONTRACTOR Any subcontractors involved in the design and supply of materials, components shall have a relevant quality system in place, which either complies with the appropriate Australian 3 Document Number NBIP-ES-407-2018

Standards or a recognised International Standard, or is otherwise acceptable to the ANSTO Project Manager. It is the responsibility of the supplier to ensure that the subcontractors fully understand and meet the requirements of this specification. 4.9 LIAISON The supplier shall nominate a Liaison Officer who shall be responsible for liaison between the ANSTO Project Manager, the supplier itself and subcontractors. All subcontractor correspondence must go through the Supplier to ANSTO and visa versa. At the discretion of the Supplier, subcontractors may correspond directly with ANSTO Project Manager. However, ANSTO will do so only after receiving a written approval from the Supplier. 5 DESIGN SPECIFICATIONS 5.1 GENERAL DESCRIPTION Two sets of X-Y slits are required for the Pelican instrument. The first slit S1 is located between the beam shutter and the first Fermi chopper. The second slit S2 is located between the second Fermi chopper and the vacuum sample chamber. SLITS S2 SLITS S1 BEAM SHUTTER SAMPLE CHAMBER 2 nd FERMI CHOPPER 1 st FERMI CHOPPER The supplier shall supply the slit system S1 and S2 meeting the requirements of this specification. All electrical motors, encoders and limit switches have to be complied with ANSTO standardizations as per the attachment in Appendix 3 and as detailed below: 4 Document Number NBIP-ES-407-2018

All axes must be absolute encoded with an approved SSI absolute, magnetically immune rotary encoder according to the ANSTO electrical engineering standard. All axes must be driven by a suitable stepper motor according to the ANSTO electrical engineering standard. No DC brushed motors are accepted. All limit switches must be mechanical, (not magnetic types), mechanically robust, wired as normally closed, and must be able to mechanically survive being driven over and reversing back over without human interference - that is, they must be two way limit switches. All electrical equipment must be installed with fixed connectors according to the ANSTO electrical engineering standard. The maximum difference in output for identically-repeated stimuli The smallest distinguishable increment Upper and Lower blades Left and Right blades 5.2 SLIT S1 Specifications: The maximum beam size cross section will be 100 mm wide by 120 mm high. The slit system is composed of 4 blades mounted in an aluminium frame structure. The slit system to be mounted on a tower that shall allow vertical height adjustment in order to be able to centre the slit package in the beam. The height of the slit package should be able to be locked into position once adjustment has taken place. The horizontal and vertical blades to open and close symmetrically with respect to the beam centre via 1 motor for the vertical axis and 1 motor for the horizontal axis. If power failure occurs, the blades shall maintain their position. When fully closed, the motorised horizontal blades shall overlap each other, closing completely the neutron beam. When fully closed, the motorised vertical blades shall overlap each other, closing completely the neutron beam. To avoid blades damage, limit switches shall be positioned at the end of the blade travel. 5 Document Number NBIP-ES-407-2018

When overlapping, the gap between the horizontal and vertical blades shall be less than 1mm and not touching. Refer to appendix 1. Framework Material: 1100 or 6061 Aluminium Slit Opening Range: Fully closed: overlapping by 2 mm horizontally Accuracy: 0.1 mm Repeatability: 0.1 mm Minimum step size of travel: 0.1 mm Fully opened: 100 mm wide by 120 mm high Overall thickness of slit package: < 55 mm along the neutron beam direction. Exposed blade size (Horizontal Blades): 120mm wide x 70mm high x d mm thick* Exposed blade size (Vertical Blades): 60mm wide x 140mm high x d mm thick* Blade composition: Boron (e.g. Sintered B 4 C plates or Lithium-6 based material.* *Use of cadmium or gadolinium in the slit blade will only be permitted after consultation with ANSTO, in order to avoid production of high energy gamma radiation. The blade thickness d will be designed according to the composition of the blade material and its ability to stop neutrons. The neutron beam flux is expected to be approximately 3x10 8 n/cm 2 /s. The desired transmission through the slit blades should be therefore less than 10-9 when the slit is at the closed position. ANSTO must be informed as to the final choice of slit blade material prior to the supplier manufacturing the blades. This will be a hold point in the production of this system. 5.3 SLIT S2 Specifications: The following specifications are special for Slit S2 and the others are the same as the slit S1: The maximum beam size cross section will be 60 mm wide by 80 mm high. Exposed blade size (Horizontal Blades): 100mm wide x 50mm high x d mm thick* Exposed blade size (Vertical Blades): 50mm wide x 120mm high x d mm thick* The motors, encoders and limit switches shall be able to operate in a stray magnetic field of about 500 gauss from a 7.4 T superconductor magnet at the sample position about 500 mm from the slit S2 position. Formatted: Indent: Hanging: 0.7", Bulleted Level: 1 + Aligned at: 0.75" + Tab after: 1" Indent at: 1", Tab stops: Not at 1" 5.4 COMPONENT RADIATION RESISTANCE All components of this system with the exception of control system shall be capable of withstanding neutron and gamma radiation. The radiation dosage in the Triple Monochromator region is expected to be 2Sv/hr. The integrated dose over the 2 year period is ~ 3 x 10 4 Sv. The supplier shall indicate whether any component of the assembly fails to meet 3 x 10 4 Sv dose limit. Any in beam material property data, shall be supplied to ANSTO Project Manager for approval before manufacture. 5.5 AMBIENT OPERATING TEMPERATURE The ambient operating temperature will be maintained at 20 5 C and 50% Relative Humidity. 5.6 ELECTRONICS AND CONTROLS Electrical controls for motors are to be provided by ANSTO. 6 MAINTENANCE SPECIFICATIONS 6.1 MINIMUM SCHEDULED MAINTENANCE PERIOD During routine operation, the frequency of scheduled maintenance shall not be more than once every 24 months. 6.2 MAINTENANCE TRAINING The supplier shall train nominated ANSTO staff in the maintenance of the slit system if deemed necessary. 6.3 SPECIAL MAINTENANCE TOOLING If special maintenance tooling is required, they must be supplied to ANSTO by the supplier, and shall remain the property of ANSTO upon completion of the training by ANSTO staff. 6.4 SPARE PARTS The supplier shall provide a list of recommended spare parts for the slit system. 6.5 COMPONENT INTERCHANGEABILITY Cables and connectors of the same part number shall be capable of being exchanged or replaced without re-tuning the system. 7 Document Number NBIP-ES-407-2018

7 UNSPECIFIED REQUIREMENTS Where the supplier determines that in order for the equipment to function in accordance with the requirements of the Specification that additional components (etc.) are required, and that those components have not been provided for in the specification, the Supplier shall determine the design, fabrication and installation details for those items or components and submit to ANSTO for approval. Where it is agreed that those items are necessary for the performance of the contract they shall be treated as a variation to the contract, which shall be adjusted accordingly. 8 MANUFACTURE 8.1 GENERAL This section details the minimum manufacturing requirements for the slit system. Any deviations in manufacturing from any of the referenced documents and standards shall require approval by the ANSTO Project Manager prior to implementation. Where applicable, to confirm compliance with the slit system design specifications detailed in this document, the supplier shall provide a design package of calculations and engineering drawings that have been prepared and stamped by a professional engineer. All calculations and engineering drawings shall be submitted to and be approved by the ANSTO Project Manager prior to manufacturing. 8.2 WORKSHOP ENGINEERING DRAWINGS Refer to section 17 Documentation 8.3 SURFACE PREPARATION / PROTECTION All surfaces shall be completely cleaned before fitting or any surface protection is applied. Finished surfaces shall be protected at all times against damage and corrosion. 9 ASSEMBLY The Supplier shall ensure that all components assemble correctly in accordance with the engineering drawings and the tender specification. The Supplier shall ensure that all Electrical components are assembled in accordance with the ANSTO Preferred Standard Electrical Equipment Requirements Appendix 3. The Supplier shall arrange for inspection and certification before delivery to ANSTO of the slit system. 10 INSPECTION 10.1 DIMENSIONAL COMPLIANCE The Supplier shall ensure that all dimensional requirements specified in the tender documents and drawings are met. 8 Document Number NBIP-ES-407-2018

The ANSTO nominated Inspector shall carry out dimensional inspections at appropriate times during manufacture and/or on installation in order to ensure that all dimensions conform to the engineering drawings and tender specification. Components that fail dimensional checks shall (if possible) be reworked to conform to this specification. Where rework is not possible the components shall be remanufactured to the requirements of the specification. All rework and/or remanufacture shall be at the Suppliers cost. Written reports by the ANSTO nominated Inspector, detailing inspection shall be supplied to the Liaison Officer and submitted to the ANSTO Project Manager for approval, prior to delivery of components. 11 TESTING 11.1 GENERAL Testing shall consist of Factory Acceptance Testing of the slit system to ensure that it meets operational requirements. The supplier shall notify ANSTO Project Manager at least ten (10) working days prior to the testing if located in Australia. For overseas suppliers, at least six (6) weeks advanced notice will be required. 11.2 FACTORY ACCEPTANCE TESTING (FAT) The slit system shall be fully assembled and tested to demonstrate that it meets all design requirements to ANSTO nominated inspectors prior to delivery to ANSTO. The FAT shall include the following: (a) (b) (c) (d) (e) Verification of product status and operational integrity Dimensional checks Motion tests Accuracy and Repeatability tests Functioning of controls and limit switches. The ANSTO Project Manager will, within 14 days of the inspection, advise in writing, if the equipment has met the acceptance criteria, or in the event of failure, that it has failed inspection. Should it fail, the ANSTO Project Manager will detail, in writing, on what basis it has failed and what s are required prior to further inspection and delivery. The consequences of any failure, related to costs of any rework and subsequent re-inspection will be the responsibility of the supplier. The supplier shall verify that all raw materials are as per engineering drawings and to the tender specification. For in beam components, written reports and documentation shall be submitted to the ANSTO Project Manager for review and comments. 12.2 CERTIFICATION FOR DELIVERY On successful completion of the FAT the Project Manager shall issue a certification for delivery to the ANSTO neutron beam guide hall. 13 HOLD POINTS, INSPECTION AND TEST SCHEDULE The supplier shall refer to Appendix 2 - Hold points, Inspection and Testing schedule when items are required to be ed by whom, when, where, and what reporting s are required. The supplier shall notify the ANSTO Project Manager at least ten (10) working days prior to the testing if located in Australia. For overseas suppliers, at least six (6) weeks advanced notice will be required. 14 HANDLING, STORAGE AND DELIVERY 14.1 GENERAL REQUIREMENTS The ANSTO Project Manager shall review and advise in writing all procedures associated with shipping, handling and packaging prior to their implementation. The slit system shall be stored inside a building or weather protected container/cover at all times from manufacture to installation. The supplier shall be responsible for the repair of any damage to components caused during handling and delivery to the satisf of ANSTO Project Manager. 14.2 LIFTING Prior to delivery, the supplier shall provide the weights of the slit system, overall dimensions, any special lifting fixtures if it is applicable, and a recommended Lifting and Handling Plan. The supplier shall provide professional engineered stamped drawings and load/structural calculations for the design and manufacture of all lifting fixtures and lifting points on the slit system if required. All lifting fixtures and riggings are the responsibility of the supplier. 14.3 DELIVERY The supplier shall ensure that all the necessary steps are taken to deliver the slit system in original condition and they are suitably packed to prevent any damage during delivery as a result of shock, vibration or other environmental causes. A minimum warranty period of 12 months from the date of final acceptance of the installed equipment is required. 16 DOCUMENTATION 16.1 PRELIMINARY DOCUMENTATION The supplier shall submit the following preliminary documentation to the ANSTO Project Manager at least 15 days, or as otherwise indicated prior to the start of manufacturing: (a) (b) (c) (d) (e) (f) Engineering Design documents & drawings with 3D Cad Models (30 working days) Electronic copy shall be provided in SolidWorks file format or other approved format, which must be specified in the response to this RFT. Dimensions, overall assembled dimensions and tolerances shall comply with the engineering drawings AS 1100 (current issue - all parts), or equivalent. Project schedule detailed schedule of work activities (30 days after award of contract) eg: Gantt Chart Test Plans. Assembly Procedures 16.2 PROGRESS DOCUMENTATION The supplier shall submit the following progress documentation for approval to the ANSTO Project Manager at least 15 working days prior to implementation where applicable. Where ANSTO is required under the provisions of the Contract documents, to check, review, approve, confirm, or agree a Supplier s/contractor/consultant s Designs, Specifications, Drawings, etc., at no time will ANSTO take responsibility for the overall performance of the supplies.
