EXHIBIT A 2017 Small Drainage Program Scope, Hour and Fee Estimate March, 2017 Engineering Services, Preparation of Bid Documents & On-Call Construction Services PROJECT DESCRIPTION The Consultant shall prepare final Plans, Specifications and Estimates for the 2017 Small Drainage Program. The project will include the following sites: CIP # 1 (Site 1): 1615 85 th Ave NE Remove and replace approximately 80LF of existing 12 concrete pipe in drainage easement with new HDPE storm water pipe. Install in-line catch basin prior to storm water draining to 84 th Ave NE and connect to 84th Ave NE system. As necessary, replace existing asphalt pavement, concrete sidewalk and curb & gutter and restore private property to original conditions. CIP # 2 (Site 2): 2315 85 th Pl. NE Remove and replace approximately 150LF of existing 8 corrugated metal pipe in drainage easement. Easement must be cleared of large trees, and landscaping prior if installation of standard trenching construction methods is used. Install in-line catch basin prior to system draining to 84 th Ave NE system in order to improve maintenance and inspection of upstream pipe located within drainage easement. CIP # 4 (Site 3): 8805 Points Dr. NE Install new bar screen and inlet headwalls (if needed) on 30 CMP inlet located in a drainage easement, removal of sediment and loose debris, stabilization of existing slopes and rockery wall repair (if needed). HPA permit required. CIP # 8 (Site 4): 8420 NE 19 th Pl. Replace existing damaged (root intrusion) 6 pipe along property frontage within ROW with new 8-12 pipe and catch basins at connections/junction points. Private roof drains shall be reconnected to system. Restoration includes installing HMA pavement and driveway apron and landscaping. Coordinate with property developer at 8420 NE 19 th Pl as needed. CCTV (by city) downstream connection across 8408 NE 19 th Pl to verify free flow downstream of issue. Site 5: 2505 85 th Ave NE Remove one existing inlet structure and install new beehive grate intake structure and surrounding quarry spall pad within drainage easement. Install new storm drainage system on 94 th Ave NE, extending south (upstream) from NE 24 th St. for approximately 650 feet. The storm drainage system will be designed to collect storm drainage discharges (both pumped and gravity) from adjacent private properties. The Consultant shall provide necessary surveying, project design, quantity and cost estimates, and utility coordination required to complete final bid documents. It is anticipated that sites will be bid as a single bid package for the 2017 Small Drainage Program as budget or other considerations allow. The Consultant shall provide surveyed base maps with horizontal utility locations, ortho-photography, and GIS data as necessary for each site. Surveyed base maps will include right-of-way line work based on ROW research. Project horizontal and vertical datum will be assumed on all sites. The Consultant shall provide assistance to the City with preparation of an HPA application required for Site 3. No additional permits are anticipated. It is the Consultants understanding that none of the 2017 Small Drainage Program sites require biological assessments, additional permits beyond those listed, wetland delineations, geotechnical review, detention facilities, or water quality treatment facilities. The budget assumes a straightforward approval process with no special studies or extensive coordination. All work will be completed within City rights of way or easements and no easement acquisition is anticipated. For the 2017 Small Drainage Program, the Consultant shall submit a 30% Review Submittal (plans and estimate only), and a 90% review Submittal that includes plans, specifications and estimate to the City for review prior to bidding. SCOPE OF WORK TASK 1 2017 Small Drainage Program Design 1.1 MANAGEMENT/COORDINATION/ADMINISTRATION The Consultant shall provide continuous project management and administration for the duration of the Project. (Estimate 8 months). The consultant shall meet the City at all project sites for one (1) project kickoff meeting. Hold project coordination meetings with the City to update progress and review submittals. Assume (2) meetings for the 30% and 90% reviews. The Consultant shall provide monthly status reports and billings. The Consultant shall provide independent QA/QC reviews by senior in-house staff of all deliverables prior to submittal to the City. o The City shall perform necessary property owner coordination and the Consultant shall assist on an as-requested basis. 2017 Small Drainage Program Page 2 of 6 March 22, 2017
1.2 TOPOGRAPHIC SURVEY/UTILITY LOCATES/ROW PREPARATION The Consultant shall prepare base maps for each 2017 Small Drainage Program site. Topographic survey will be performed for all sites including horizontal utility locations within the right of way and easements. The consultant will utilize a private utility locating service to determine the location of utilities in the project corridor, including watermains, gas, and other underground utilities, and if possible, existing storm drain force main locations. The consultant shall conduct right of way calculations and establish right of way from assessor/gis/plat maps The consultant shall identify existing easements from existing city filed data and include in base maps. o Title reports will not be ordered. o Existing topography survey performed for the City of Bellevue s 2011 AC Water Main Replacement, Phase 1 project will be utilized to the extent possible in creating the basemap. Deliverables o CAD file and PDF of basemap 1.3 ALTERNATIVE ANALYSIS The consultant shall review all available site data including CCTV, drainage easements, site conditions and perform an alternative analysis for: o CIP # 1 (Site 1): 1615 85 th Ave NE Alternative 1: Trenchless pipe method Alternative 2: Complete pipe replacement via standard trenching methods. o CIP # 2 (Site 2): 2315 85 th Pl NE Alternative 1: Trenchless pipe method Alternative 2: In-Line catch basin installation only. o The City shall order any CCTV inspections needed for site review. 1.4 PREPARE 30% PLANS & ESTIMATE The Consultant shall prepare final Plans for the proposed improvements including the following: o Plans shall be prepared with such provisions in such detail as to permit field layout and construction within a degree of accuracy acceptable to the City and per industry standards. 2017 Small Drainage Program Page 3 of 6 March 22, 2017
o o o o o It is assumed there will be eighteen (18) plan sheets at 1 =20 scale full size (22 X 34 ), 1 =40 at reduced scale (11 X 17 ). Details will be prepared for items not available as standard details from the City, State, or WSDOT standard drawings. The plans shall illustrate complete details of construction of the proposed improvements including limits of construction and removals, proposed invert elevations, rim elevations and required construction materials. Plans shall also illustrate site restoration as necessary including roadway and private property restoration to generally meet the conditions that existed prior to construction. Drainage designs will be determined through alternative analysis (where identified) consultation with City staff and from previous experience rather than detailed basin modeling. Calculate quantities and prepare Engineers Estimate of Probable Construction Cost. o For 94 th Ave NE The proposed storm drain is not intended to collect street runoff; therefore the pipe alignment and catch basin locations will be designed to connect private drainage systems while minimizing impacts to other utilities. The proposed storm drain will be 12 diameter and will not require conveyance capacity calculations to be performed. o The plan set will include the following sheets: Cover sheet (1) Index/Abbreviation plan sheet (1) Site preparation/tesc plan sheet (4) Storm drainage plan/profile sheets/site restoration (8) Detail sheet(s) (4) 1.5 UTILITY COORDINATION The consultant shall prepare a potholing plan and the city shall order potholes if needed. The Consultant shall distribute the 60% plans to franchise utility owners to identify potential conflicts within the Project limits. o It will be determined if potholing is necessary after the 30% design submittal is complete. o No utility upgrades are planned for in the project design. 1.6 2017 SMALL DRAINAGE PROGRAM FINAL DESIGN The Consultant shall conduct QA/QC and constructability reviews in the field for each site and consult with City staff during the field reviews. The Consultant shall prepare the Contract Specification per 2016 WSDOT Standard Specifications for the 90% submittal and Bid Documents. The Consultant shall assist the City with Project Advertisement and Award. o No federal funding is anticipated for the Project engineering or construction. o Drainage & Water Quality Reports will not be required. o Geotechnical Engineering services will not be required. o Environmental Documentation will not be required with exception of SEPA Checklist. SEPA Checklist shall be prepared by the city to support the HPA permit. Deliverables o 30% review submittal with Plans and Estimate o 90% review submittal with Plans, Specifications, and Estimate. o Bid Documents and Engineer s Estimate o 3 sets of Plans (11 X 17 ) and specifications provided for each review submittal. o 5 sets of Plans (11 X 17 ) and specifications for the Bid Documents. o 1 sets of Plans (22 X 34 ) for the Bid Documents. o Coordinate upload of Plans and Specifications to Builders Exchange and posting of advertisement to a local newspaper. TASK 2 2017 Small Drainage Program Permitting 2.1 The Consultant shall meet in the field with a representative from Washington Department of Fish & Wildlife and prepare a JARPA for HPA approval on Site 3. o No wetland or stream delineations will be required. o No special studies (biological assessments, etc.) will be required. o The $150 processing fee for the JARPA application will be paid by the Consultant and reimbursed by the City through the invoice process. Deliverables o JARPA Application TASK 3 Construction Services 3.1 Construction management, inspection and materials testing will be provided by the City. An allowance is included in the budget for on-call construction support provided by the Consultant as requested by the City. Additional Services The may require other services of the consultant. These services could include additional design, right of way, utility potholing, environmental documentation, property owner coordination. Additional construction services or other work tasks not included in the scope of work. At the time these services are required, the Consultant will provide the City with a detailed scope of work and an hour and fee estimate.
