At national level, shipping routes between European ports will have to be chosen to create networks [ ] However, these lines will not develop spontaneously. [ ] they will have to be - notably by granting European funds (from the Marco Polo programme and the Structural Funds) to encourage start-ups and give them an attractive commercial SSS: Commodity and passenger transport services by sea between ports in geographical Europe or between those countries and others situated in non European countries having a coastline on the enclosed seas bordering Europe - in keeping with the definition of SSS by the European Short Sea Network (ESN).

T is a political willingness to cooperate in the development of specific projects, connecting corridors and sea fronts of Member States and their geographical surroundings, creating European motorways of the sea within the context of the trans-european networks.

Article 12 bis Motorways of the sea 1. The trans-european network of motorways of the sea is intended to concentrate flows of freight on sea-based logistical routes in such a way as to improve existing maritime links or to establish new viable, regular and frequent maritime links for the transport of goods between Member States so as to reduce road congestion and/or improve access to peripheral and island persons and goods, provided that freight is predominant. Door-to-door services Services already operatives High quality Non EU? 2. The trans-european network of motorways of the sea shall consist of facilities and infrastructure concerning at least two ports in two different Member State, such as the port facilities, electronic logistics management systems, safety and security and administrative and customs procedures, as well as infrastructure for direct and sea access, including ways of ensuring year-round navigability, in particular the availability of facilities for dredging and icebreakers for winter access. WHITE PAPER - ROADMAP TO A SINGLE EUROPEAN TRANSPORT AREA - TOWARDS A COMPETITIVE AND RESOURCE EFFICIENT TRANSPORT SYSTEM MARCH 2011 3.3. Modern infrastructure, smart pricing and funding A European Mobility Network 53. The core network must ensure efficient multi-modal links between the EU capitals and other main cities, ports, airports and key land border crossing, as well as other main economic centres. It should focus on the completion of missing links mainly cross-border sections and bottlenecks/bypasses on the upgrading of existing infrastructure and on the development of multimodal terminals at sea and river ports and on city logistic consolidation centres. Better rail/airport connections must be devised for long distance travel. The Motorways of the Sea will be the maritime dimension of the core network. (White Paper 2011)
New approach to MoS concept MOTORWAYS OF THE SEA is not only RO-RO TRANSPORT: Door-to-door CONTAINERISED services and other GENERAL CARGO transport should also be understood as potential MOTORWAYS of the SEA services. EUROPEAN ECOBONUS: Implementation on the base of successful ECOBONUS Italian experience in order to make an incentive for the transfer of cargo from land to sea. Ecobonus as an incentive to the decision-maker of transport mode. MULTIMODAL TRANSPORT OF GOODS: E-FREIGHT: Create the appropriate framework to allow tracing goods in real time, ensure intermodal liability and promote clean freight transport: Put in practice the concepts of and -stop administrative ; by creating and deploying a single transport document in electronic form (electronic waybill), and creating the appropriate framework for the deployment of tracking and tracing technologies, RFID etc.). (White Paper 2011) LNG SUPPLY CHAIN: Support and facilitate development of LNG Supply Chain in the EU. The Marco Polo Work programme 2011 addresses this complex situation by limiting, as far as Short Sea Shipping (SSS) based services are concerned, the scope of the programme for modal shift, Motorways of the Sea and catalyst actions to those services which implement innovative technologies or operational practices which significantly reduce polluting emissions of maritime transport, such as the use of low sulphur fuels, of LNG powered vessels, of vessels operating scrubber technologies for the cleaning of exhaust emissions or of vessels using shore side technology. As a consequence, no funding will be available in 2011 for modal shift, for catalyst actions or for Motorways of the Sea actions which are based upon Short Sea Shipping services that do not make use of the environmental technologies referred to above.
Example of this new approach: MOS4MOS MOS4MOS: Pilot action aimed at preparing the different stakeholders systems to provide integrated and interoperable services for door-to-door MoS supply chains OBJETIVE: design and demonstrate a set of initiatives that will improve the operational coordination of transport flows and facilitate tight co-ordination between the various administrative services and operators
Example of this new approach: MOS4MOS
Example of this new approach: MOS4MOS Electronic Intra-Community Freight Fomalities: Electronic T2L CURRENT SITUATION - Paper documents are still needed to probe the Community Status of goods - Existing technology MOS4MOS - Protoype of E-T2L - Increase awareness of public bodies of its importance SHORT TERM - Implementation of E-T2L in the whole Spanish Port System by the end of 2012 e-t2l included in the Spanish Action Plan for the Reduction of Administrative Burden (Spanish Council of Ministers, September 2011) FUTURE - Implementation in other Member States?: Partners and other countries
Closing remarks MoS as a concept in constant evolution: both political and market side New approach / new potential solutions: info-structures, LNG powered vessels, Ecobonus, training Growing importance of bottom-up initiatives Implication and collaboration of all stakeholders: Key of success of Motorways of the Sea
