Job Description Department: Children, Young People and Learning Section: Targeted Services CYP&L Post Number: Location: Portman Close Job Title: Education Welfare Officer Grade: BG H JOB PURPOSE To secure the beneficial school attendance of children of statutory school age To support the efforts of schools, give guidance, help and advice to pupils and their parents/carers to improve attendance at school To liaise effectively with other professionals and to contribute to other interagency development to enable children and young people to stay safe, enjoy & achieve and make the best of the educational opportunities available to them DESIGNATION OF POST AND POSITION WITHIN DEPARTMENTAL STRUCTURE Responsible to Team Manager, Education Welfare service Director of Children, Young People and Learning Chief Officer: Learning and Achievement Head of Targeted Services Team Manager, Education Welfare Service Education Welfare Officer MAIN DUTIES AND RESPONSIBILITIES Maintain regular contact/liaison with allocated schools in line with Service Level Agreement In co-operation with Headteachers and senior school staff, ensures that pupils whose absences are causing concern are identified and followed up appropriately Contribute to the promotion of the importance of regular school attendance and the monitoring of attendance rates in allocated schools Instigate the Fast Track to prosecution process with parents and carers; develop a variety of strategies to work with children and young people whose attendance is poor, particularly those who are disillusioned and disaffected, and their family as appropriate Contribute to the prevention of social exclusion by working in collaboration with school and other professionals Where appropriate, support parents and children following exclusion from school and assist with the reintegration of excluded pupils, offering support and guidance to both pupils and parents/carers Contribute to the monitoring of children and young people in the Public Care Contribute to inter agency safeguarding work and ensure that the EWS fulfils its responsibility in child protection matters Prepare papers for legal proceedings, either in the Magistrates or Family Proceedings Court, therefore being able to command the confidence of the court Enforce child employment byelaws and statutory provision regarding performances Fully participate in regular supervision sessions, staff appraisal and in-service training. As such, the post holder will be equipped to work remotely with a secure laptop and mobile phone. This may include working from home. It is anticipated that the post holder will be away from their desk at least 20% of their time. It is likely that, when in the office, a desk share arrangement will be in place. The section is located in an open plan office in Bracknell town centre. Accommodation This position is based at 7 Portman Close, Bracknell, Berkshire, RG42 1NE. The post will be offered as a temporary appointment subject to 1 month s notice on either side. Offers of appointment are subject to satisfactory references, medical clearance and a Disclosure & Barring Service check. All employees will also be required to undertake a probationary period of 6 months. Appointment onto the permanent staff will be subject to the successful completion of this probationary period. Salary The salary will be within the local Bracknell Grade BG-H. The grade range is 18,474-22,562 pro rata for term time only plus 1 week; the starting salary offered will depend on your experience. Your salary will go up by one point in the grade each year until you reach the top of the grade. There is also a local weighting of 491 per annum pro rate for term time only plus one week.

Car Allowance You are designated as an Essential Car User. Current Essential Car User rates are as follows: Per mile Lump sum per annum 963 First 8,500 business miles 40.9p After 8,500 business miles 14.4p Entitlement to Essential Car User Allowance is dependent upon continuing to average 3 or more eligible journeys per week to deliver services or support directly to the community (e.g. to the public/schools/council operated centres). Entitlement will be periodically reviewed. Working Hours Although your normal working week will be 37 hours, we understand the importance of a healthy work and lifestyle balance for our staff. Our flexible working scheme will give you some flexibility in your working day. Whether you have an appointment, are waiting for a delivery at home or wanting to go to your son or daughter s sports day there are always occasions that arise that you don t want to miss and just wish you could come into work late/ early. Using the flexitime system, you can take time off without using your annual leave. Naturally we always need to maintain adequate cover so you ll need to check the situation with your manager. Total paid weeks will be 44.3 per annum inclusive of pay in lieu of annual leave. Annual holiday entitlement increases with length of service (4 extra days after 3 years continuous Local Government service), which equates to an extra 0.8 paid weeks for term time only staff. Pension Bracknell Forest Council operates the Local Government Pension Scheme, which is a Career Average Re-evaluated Earnings (CARE) scheme, open to everyone up to the age of 75. Contributions depend on salary level, for example, a salary of 21,001 to 34,000pa contributes at 6.5%.
