CAPITAL DELIVERY HUB Programme Manager Education Construction Permanent Placement Package to 67,000 Background The Education Programme manager is responsible for delivering the Council s education construction programme some 80m in 2013/14 across the following areas: Permanent Primary Expansion Bulge Primary Expansion Secondary School Expansion Academy projects Special Educational Need Expansion and rationalisation Planned and Reactive Maintenance Croydon has been awarded 63m, the largest basic need funding of any local authority, and have recently received further targeted basic need funding for a number of additional pupil places Key Attributes A very strong current or recent background (last 12 months) in managing education projects from feasibility to completion is essential. Energetic and a natural leader with excellent reporting, coaching and communication skills. Inclusive team player familiar with/ experience of Local Authority/Public Sector governance processes with excellent internal/ external stakeholder and client skills. Successful delivery track record of relevant projects from 500k up to 20m and annual programme values in excess of 30m and up to 100m. Detailed knowledge of procurement strategies and methodologies and construction contract management. Skills, foresight and experience to deliver programmes and projects to time and to budget. Health and Safety Providing Health and Safety advice with particular reference to construction and civil engineering and the surrounding statutory requirements and legislation. Leading the development and implementation of protocols and systems to ensure compliance with obligations and duties under the Construction (Design and Management) Regulations. Ensuring that programme processes, procedures, protocols and documentation are compliant with Health and Safety legislation, including all aspects of procurement. Advising on the main requirements of Health and Safety and welfare legislation and approved codes of practice which apply to construction and civil engineering work. Being responsible for their own Health & Safety, as well as that of colleagues, service users and the public. Employees should co-operate with management, follow established systems of work, use protective equipment where necessary and report defectives and hazards to management. Job Title: P e r s o n S p e c i f i c a t i o n Programme Manager Essential knowledge: Extensive knowledge in at least one of the specialist areas below: o Buildings: extensive and demonstrable knowledge of major works encompassing building construction disciplines and knowledge of the operational and legislative environment affecting different types of building projects. Understanding of construction considerations for public sector schemes including delivery of educational buildings, theatres, cultural and leisure facilities, libraries, delivery of projects in occupied public buildings, British Standards, Design Manuals, Codes of Practice, BREEAM, Health and Safety, relevant Acts, funding streams, etc. o Public Realm: extensive and demonstrable knowledge of civil engineering and urban design projects and programmes, including sound understanding of disciplines and underlying legislation related to traffic management, road safety, highway and non-highway drainage, structures, environmental transport, transportation planning, horticulture and landscape design, greenspace and play initiatives, British Standards, Design Manuals, Codes of Practice, relevant Acts funding streams, etc. Comprehensive understanding of the technical, legal and commercial forces that affect and influence major capital projects and programmes. An implicit understanding of the project and programme management tools necessary to coordinate and mesh several concurrent, complicated and challenging workstreams. Knowledge of how to create, lead and manage a high performing team Understanding of how to structure a programme so that decisions are made in a timely manner by considering: the decision making process, the information necessary to make the decision, and the resources it takes to produce the information A degree in a construction, civil engineering or design related discipline, or significant equivalent professional / industry experience. A further project management qualification is desirable. Membership of or eligibility for a relevant professional association, e.g. CIOB, RICS, ICE Considerable and up-to-date knowledge of civil engineering, construction and design techniques, relevant legislation, national policy and contract law. Significant knowledge of health and safety issues in construction, including extensive understanding of the Construction (Design and Management) Regulations and other associated health and safety legislation and protocols.

Essential experience: Significant experience of day-to-day programme management, including procurement and financial management, of specialist capital projects and programmes, in at least one of the following disciplines: o Buildings: considerable experience of contributing to the successful delivery of major building construction projects including schools, housing, cultural and leisure facilities, o Public Realm: considerable experience of contributing to the successful delivery of major new-build and maintenance infrastructure and public realm projects including cycle routes, junction improvements, pedestrian facilities, public realm improvements, large-scale parks improvements, greenspace and play initiatives and associated works. Significant experience of managing health and safety issues in construction, including the Construction (Design and Management) Regulations and other associated health and safety legislation. Leadership and management of a complicated and demanding series of projects and programme of works. Working within or for a local authority client, gaining an extensive understating of the democratic processes that influence the decision making route and the implications for successful delivery of major capital programmes.
