Develop your career at the heart of Europe s air transport industry Further to the Winter 2016 Call for Resource for the SESAR Deployment Manager we are looking for professionals to undertake assignments within our Framework Partnership Agreement Coordination team (Watch Violeta Bulc, Member of the EC in charge of Transport, sign the SESAR Deployment Alliance Framework Partnership Agreement). Framework Partnership Agreement Coordination team The FPA team, amongst other activities, acts as an interface between stakeholders interested in apply for Connecting Europe Facility funding to undertake air transport related projects to facilitate development of Europe s air transport network and INEA, the administering body of these funds on behalf of the European Commission (EC). This currently equates to approximately 224 projects spread across Europe and a total of approximately 2.8 billion euros. To find out more about these projects visit our interactive plan. If you have experience of working in bid and proposal management, preferably in a co-funding environment related to the EC and want to enhance your career and gain new opportunities to help shape the future of Europe s aviation we would love to hear from you! We currently have assignments available for: 2 a Connecting Europe Facility (CEF) Transport Bid Manager bid management specialists We are looking for people interested in mid length assignments of a minimum of 12 months, although shorter assignments may be available, who are free to dedicate at least 50% of their time to SDM work. The Single European Sky ATM Research (SESAR) Deployment Alliance (SDA) is a cross-industry consortium bringing together airlines, airports and air navigation service providers from across Europe currently a total of 44 leading aviation organisations. We are looking for people who are interested in carrying out part-time and full-time assignments on a flexible working basis, including regular attendance in Brussels to help us in our role as SESAR Deployment Manager to plan and manage deployment of SESAR technologies across Europe. Title Accountable to Position Localisation Accountable for Scope Main Accountabilities Budget Competencies Bid Management Specialist Connecting Europe Facility (CEF) Transport Bid Manager Level D; Expert Full time; Brussels Bid Proposal(s) facilitation and guidance Supporting the Connecting Europe Facility Transport Bid Manager along with a team of Bid Management Specialists on proposal management and coordination activities, including engagement and education of stakeholders to help them understand the process, procedures and timescales when applying for Connecting Europe Facility funding through SESAR Deployment Manager. Also supporting preparation of grant agreements to the administration body INEA. The activities for this assignment are governed under Article II 1.3 of the SESAR Deployment Framework Partnership Agreement (FPA) Responsible for preparation and support activities underpinning the coordination and management of aviation, air traffic management and airport project proposals, including both civil and military stakeholders for Connecting Europe Facility (CEF) transport project proposals (Level 3): o preparation and continuous monitoring of bid roadmap(s) throughout the full bid lifecycle o guidance on drafting of templates, documents, budget plans, storyboards, graphics, presentations and report templates according to published guidelines o content integration o advice and guidance on editing and packaging of proposals for final submission Supporting on management of communication between SDM and Level 3 Implementing Partners To advise, guide and support as necessary Level 3 Implementing Partner s submissions to ensure they are compliant with the terms of the Innovation and Networks Executive Agency (INEA) CEF transport call and all published guidelines Act as focal point for Level 3 Implementing Partners during the preparation and completion of their CEF transport project proposals Support to the FPA Coordination Manager for budget allocated to their activities. Essential Previous experience in the preparation and submission of project proposals for EC co-funded projects, ideally in transnational and multi - stakeholder projects in the ATM sector Awareness of the range of processes and activities required to set up large projects and programmes with EC grant funding, preferably in the ATM sector Experience in managing and using complex information flows involving a high number of stakeholders and participants Team player, able to work to and manage inside tight deadlines Good coordination, analytical, administrative and communication skills Excellent written and spoken English. Title Accountable to Position Specific Grant Agreements Execution Specialist Specific Grant Agreements Execution Manager Level D; Expert Localisation Accountable for Scope Main Accountabilities 5 Full time based at SDA headquarters, Brussels SGA Execution activities as detailed below. Activities performed under Article II 1.3 of the SESAR Deployment Framework Partnership Agreement (FPA) and any associated Connecting Europe Facility (CEF) Specific Grant Agreements (SGA) which are administered by INEA for Implementation Projects performed in accordance with the Pilot Common Project (PCP) and any subsequent revisions to the PCP. SGA Execution experts are responsible for preparatory and supporting activities underpinning the coordination and management of CEF SGAs, inter alia: drafting of materials according to SDM processes and SGA Execution Manager guidelines; monitoring Member States endorsement and validation; provision of administrative support to Implementing Stakeholders during the execution phase (supported by the FPA Co-ordination Manager and SDM Legal Officers) Supporting Action Status Report (ASR) and Final Status Report (FSR) elaboration and finalization, including supporting and preparation activities o ASR and FSR cycle management o Advice to beneficiaries o Report and document content integration o Report graphics and final editing Monitoring and management of action budgets as necessary Processing of pre-financing, interim and balance payments and related issues for correct financial management of actions in accordance with provisions foreseen in Framework Partnership Agreements and Specific Grant Agreements Assist SGA Execution Manager in communicating all the financial principles and rules governing CEF SGA Prepare periodic reports including variance analysis, for both internal and external purposes as required Budget N / A Competencies In order to perform each essential duty satisfactorily the post holder must meet at least the following representative examples of knowledge, skill and/or ability. Essential: o Track record in financial and administrative activities in the context of large projects / programmes related to EU funded / financed initiatives, ideally in the ATM sector; o Good experience in the supervision of financial flows and payments management in the context of large projects / programmes involving a high number of stakeholders / participants; o Good knowledge is expected in the field of grant funding and financing instruments (ideally within the EC framework) o Team working ability and capabilities to work under tight deadlines o Good analytical, numeracy and communication skills o Excellent written and spoken English Desirable: o Track record in the range of processes and activities required to supervise large projects and programmes with EC grant funding, preferably in the ATM sector o Good experience of administering funding requests and claims in the context of large projects and programmes within EC grant funded and/or EC financed initiatives, ideally involving a high number of stakeholders / participants o Ability to understand and apply regulations and rules, ideally within an EC framework

LET S DELIVER TOGETHER The Single European Sky ATM Research (SESAR) Deployment Alliance (SDA) is a cross-industry consortium bringing together airlines, airports and air navigation service providers from across Europe currently 44 organisations in total. Acting as the SESAR Deployment Manager (SDM) 2020 we plan and manage the implementation of technologies developed by the SESAR Joint Undertaking worth several billion euros across Europe by 2020. These technologies will implement a new generation ATM network system designed to enhance performance by doubling the current capacity while improving safety by a factor of four, reducing departure delays by 30%, reducing airline costs by 40%. March 2017: EC and INEA met Enav, the Italian air traffic management providers to see 4 new projects receiving CEF funding Deployment of SESAR s solutions across Europe will help ensure safe, sustainable growth of our aviation industry and our economy. 6

The Way We Work As the public-private partnership that synchronises and coordinates the modernisation of Europe s air traffic management system under the political oversight of the European Commission we have two main activity streams: 1) Activities as SESAR Deployment Manager and 2) Activities as FPA Coordinator. Getting Involved The SDM team in action! As these assignments are external to your current employer they do not follow your usual recruitment process. The opportunity will be an assignment from your current role and individuals will need to have the endorsement of their line managers and employing company. Appointment and Conditions of Assignment Principles The SESAR Deployment Alliance (SDA) is a consortium and not a legal entity. So any assignment resulting from this selection process does not constitute a contract of employment. Throughout the assignment individuals remain an employee of their sponsoring employers organisation. They are subject at all times to that employers terms and conditions of employment, such as may from time to time be operable; including their policies for sickness absence, leave of absence, international assignments and the payment of relocation and any other approved allowances and/or business expenses. Individuals will continue to receive their salary, allowances and any other benefits as may be agreed by their sponsoring employer and will remain covered by their existing social security and/or pension arrangements. 10

Start dates The positions are open for assignment immediately. The exact start date will be a matter for agreement with the successful individual and their sponsoring employer but we are looking for people to start ideally over the summer period 2017. Appointment The successful candidate will receive a formal letter of appointment from both the SDA and their current employer. These will confirm the role, the amount of their working time that is being committed to the SDA (e.g. full time, 80%, 50% etc.), attach the applicable job description and confirm the name of the SDA line manager to whom the role will report. The letter from the employer to the individual should also confirm the general terms and conditions pertaining to that employer organisation, and contain any specific terms and conditions applicable to the individual and their assignment to the SDA organisation. For example, any specific allowances or arrangements for the reimbursement of the costs of travel and accommodation. Assignment Descriptions The assignment descriptions reflect the general nature of the tasks to be performed. However, they are not intended to be an exhaustive list of all duties, responsibilities or deliverable which may change due to the dynamic environment SDM works in. Line Management Whilst undertaking their SDA assignment individuals will continue to have a supervisor within their sponsoring employer organisation, including for the approval of absences and any disciplinary matters. Throughout their assignment individuals should consult with their SDA manager to agree in advance their regular attendance in Brussels and when requesting leave of absence and/or to report sickness absence. They will also need to fill in online timesheets for the purposes of activity management and ensure travel arrangements are mutually agreed with SDM in advance of booking travel. Duration SDM is currently offering assignments of at least 12 months which can be extended with the consent of all three parties (the SDA, the sponsoring employer and the individual). Training and support will be provided. Any of the parties - the SDA, the sponsoring employer or the individual - may terminate the assignment by giving at least 3 (three) months written notice. It is very unlikely but if SDA are given notice that the EC wish to end the Deployment Manager activities and cease grant funding, then SDA and the sponsoring employers will have to plan for ending the staff assignments to coincide with the end of grant funding or earlier. 11

Location All roles will require regular attendance at the SDA s offices in Avenue Cortenbergh, 100 and 120, Brussels but flexible working is encouraged. Travel to other locations in Europe may be required for some assignments but will be discussed at interview. Where we are unable to fill a vacancy from within the member organisations we will try to find suitable candidates from outside, and arrange for a member of the SDA to employ or contract the individual selected.
