GENERAL 1.1 SCOPE This specification defines the technical requirements for manufacturing, preserving, packing, furnishing and delivery to purchaser's storage of bi-metallic connectors (line taps), main: aluminium/acsr conductors, tap:copper conductors, as described in table bellow (see also drawing k2573a): IEC Cat. THRESHOLD CONDITIONS Acc. to the attached documents of the supply and storage division. 3. DOCUMENTS FOR THE PROPOSAL The bidder will submit together with his offer the following documents from the manufacturer: 3.1 Valid ISO 9001 certificate, as defined in threshold conditions. 3.2 Reference list of major customers to whom the line taps or similar have been supplied, over a period of 2 years (in the last 5 years) (including quantities and dates of supply). 3.3 Detail drawing of the proposed items and p/n (including sizes and material of the line tap and its components- bolt, nut, spring etc.). 3.4 Type test report according to the standard mentioned in par.7 for the proposed item or similar item. 3.5 In case of type test report submitted for similar item - an obligation to submit type test report for the proposed item upon award of bid. 3.6 In case of type test report submitted for similar item - "Schedule up to Delivery Approval" signed by the bidder and the manufacturer. 3.7 The manufacturer may ask and I.E.C shall consider to exempt (all the offers) from the requirement to submit type test report if the estimate value of the proposal is less then 15,000 American dollars. 3.8 Complete and filled in Summary of Data. 3
Page no. :4 of 11 Remarks: All data and descriptive material in above documents (par 3.1-3.6) shall be in English or Hebrew. "Similar means line taps in the same technology but in different dimensions. All dimensions will be in mm. Bidder which will not submit all the above will be disqualified. 4. MANUFACTURING STANDARDS The line tap shall be manufactured in accordance with the following standards: DIN 48215- Clamps for overhead power requirements. DIN 128 - Curved and wave spring lock washer. DIN 933 - M1,6 TO M52 hexagon head screws threaded up to the head. DIN 6796 - Conical spring washer for bolt/nut assemblies. DIN 934 - Hexagon nuts with metric coarse and fine pitch thread. BS EN755-2:1997: Aluminium and aluminium alloys Extruded rod/bar,tube and Profiles. BS EN 586-2:1994: Aluminium and Aluminium alloys-forging. BS EN 573-4:1995: Aluminium and aluminium alloys-chemical composition and form of wrought products.part 4 forms of products. BS EN 573-3:1995: Aluminium and aluminium alloys-chemical composition and form of wrought products.chemical composition. Other standards will be considered. 5. CONSTRUCTION 5.1 The line taps shall be designed for connecting between stranded aluminium/acsr and copper conductors. There are 4 alternatives for construction acc. to drawing k2573a. Other alternative for the construction will be considered. 5.2 The line taps shall be easy to install. The conductors shall be easy to insert (from each side) into the line tap grooves, without the need to remove the line tap parts. 4
Page no. :5 of 11 6. MATERIAL 6.1 Line tap body: corrosion resistant, high strength aluminium alloy EN AW-6082 (EN AW-Al Si1MgMn) with compressed bimetallic Al-Cu sheet. Other material indicated in DIN 48215 (list of materials acc. to par. 1.1.2 in the standard) will be considered by I.E.C. After compression the surface around the bimetallic sheet will be painted by protecting epoxy paint. The line tap body will be free from porosity and imperfections. The interior surface will be smooth and free from sharp burrs or edges which could damage the conductor. The exterior surface will be smooth. The nuts will be pressed into the lower part of the line tap s body 6.2 Bolts: steel, ISO property class 8.8, hot dip galvanized. Minimum coating thickness 40µm. The bolts will be supplied and provided with a thin film of oil. 6.3 Nuts: steel, hot dip galvanized. Minimum coating thickness 40µm. 6.4 Spring washer: hot dip galvanized spring steel. Minimum coating thickness 40µm (Type A acc. to DIN128). Alternatives should be approved by I.E.C. 6.5 Pressure pad: corrosion resistant, aluminium. The thickness of the pad will be such so it will not be twisted after tightening the bolts. 6.6 Conical spring washers: acc. to DIN 6796. Other alternative for coating of the bolt, nut and washer will be considered 7. TEST INSPECTION AND REPORT Tests will be made in accordance with the standard IEC 61284 (2nd-edition 1997). acc. to the list: type test: - Visual examination (which includes marking inspection) - Dimensions and material. - Mechanical test - Heat cycle test class B (including short circuit test. The line tap shall withstand 6.85 ka/1sec for 24kV). sample test: - Visual examination (which includes marking inspection) - Dimensions and material. - Hot dip galvanizing. 5
Page no. :6 of 11 8. MARKING Each line tap will be embossed marked with: - Trade mark of the manufacturer. - Nominal conductor diameters. - Tightening torque. 9. PACKING The line tap will be supplied in carton boxes, properly packed and lagged to prevent the line taps from possible damage during shipment, storage and delivery to the working zone. The quantity packed in each box: 824441-50 pcs. 1191980-50 pcs. 1912609-20 pcs. Each packing will be marked with the following information: - manufacturer s name and address - p/n - order number - quantity packed in the box - weight of the packing box - complete destination marking - I.E.C catalogue number 10. QUALITY ASSURANCE Manufacturer Quality Assurance Program shall meet the requirements as described in ISO 9001. 11. QUALITY CONTROL Quality control requirements will be according to I.E.C standard Q-APP-02 ed 4. 6

DELIVERY APPROVAL CONDITIONS The successful bidder (henceforth refer to as "the contractor") shall submit: 12.1 Contractor that submitted type test for the proposed item shall submit sample test before each delivery. 12.2 Contractor that submitted type test for similar item shall submit: 12.2.1 All the required documents for I.E.C approval within the period time as indicated in par. 14 " SCHEDULE UP TO DELIVERY APPROVAL" 12.2.2 Sample test before each delivery In order to perform the tests the bidder can receive the required conductor from I.E.C Warehouse. If the supplier fails to stand in the above requirements, in accordance with the terms of the tender documents and/or the order/contract within the periods above, it shall constitute a substantial breach, entitling the I.E.C to be paid liquidated damages according to Tender document, and to pursue all other remedies available under the law for a substantial breach of contract. 12.3 Acceptance test: The I.E.C reserves the right to verify the compliance of the delivered items with this specification. Deliveries which will not pass acceptance test will be rejected 7

SCHEDULE UP TO DELIVERY APPROVAL 14.1 Starting point is the date on which a binding contractual obligation has been created, as specified in the invitation to submit proposal. 14.2 One month before performance of the tests the contractor shall submit the final test schedule. 14.3 The period of time for the delivery approval from the starting point as indicated above will not take more than 4 months.
