Purpose: A consultant is required to design and lead the implementation of a revegetation plan for the sandy beach area within the Point Sable Environmental Area (PSEPA). 2. Project Background The Saint Lucia National Trust is implementing the project; Increasing the resilience to Climate Change and Natural Hazards, and reducing the rate of coastal erosion for 'Pigeon lsland National Landmark (PINL) and Pointe Sable Environmental Protection Area (PSEPA) through Beach Stabilization, Restoration & Enhancement in Saint Lucia. The main objective of this project is to stabilize the shoreline and mitigate against coastal erosion for the Pigeon Island National Landmark (PINL) and Pointe Sable Environmental Protection Area (PSEPA), and support sustainable livelihoods in these geographic areas. The project outcomes are intrinsically related to this objective and include: i. Increased protection, stability and resilience of PINL and PSEPA recreational beaches and historical assets from coastal erosion through utilization of appropriate coastal protection measures; ii. Improved climate resilience of natural resources and ecosystems of the PINL and PSEPA; and iii. Enhanced institutional frameworks and improved capacity of local communities to address climate change and naturally occurring events affecting the coastal environment. This component of the wider project is to be implemented within the PSEPA and address coastal degradation along the coastal strip on Sandy Beach, Vieux Fort. Sandy Beach has been rendered more vulnerable to climate change impacts due to vegetation loss, sand mining and unregulated vehicular traffic leading to soil surface compacting. Coastal vegetation and sand dunes act as natural buffers against coastal degradation by acting as natural breakers to storm surges, strong winds and floods. They also limit surface run off into the sea, thereby protecting marine ecosystems such as coral reefs and seagrass beds from pollution and sedimentation.

Unfortunately, due to both manmade and natural events, the near shore vegetation along Sandy Beach has declined in health, expanse of coverage and resiliency, thus reducing the natural protections it offers in supporting coastal resilience. Consequently, it became necessary to implement actions that would not only reverse the declining health of coastal vegetation but also constrain events which have a direct negative impact. After a series of PSEPA stakeholder consultations, a recreational use plan for Sandy Beach was drafted in 2015. The plan addresses, among other things, the need to create zones that would reduce the human footprint and its associated negative impacts along the beach; undertake revegetation and sand dune rehabilitation exercises and install signage for public awareness purposes. Thus far, some initial actions which support the implementation of this plan have been undertaken. This includes the identification of two no vehicular traffic zones along Sandy Beach, one of which has been officially demarcated. One major storm drain along the coast has been also cleared of debris with another set to be rehabilitated in the short term. In addition, a rudimentary plant nursery has been constructed in which sea-grape (Coccoloba uvifera) seedlings are currently being propagated. This nursery is set to be extended to increase capacity for propagation in anticipation of this project. 3. Key Deliverables Under this project, a robust revegetation exercise is planned and will feed into the comprehensive recreational use plan outlined earlier. This exercise will take into account general use patterns, landscape and existing management activities in the project area to ensure the success and sustainability of any planned interventions. In the wider scheme of things these are anticipated to contribute to the following: Increased resilience of the Sandy Beach strip to coastal degradation through strategic revegetation of pre-selected sites; Mitigation of risk to coastal flooding through improved vegetative cover; and Protection and enhancement of environmental resources such as beaches and sand dunes to restore core ecosystem functions including coastal protection, sand dune erosion control, habitat shelter and recreation. 4. Key Deliverables The following outcomes are expected upon the completion of this consultancy: A revegetation plan outlining species of plants to be used; required resources and identification of sites for intervention At least four sites revegetated along Sandy Beach Final consultancy report on works completed, including a post transplantation monitoring plan based on the recommendation of the consultant 5. Methodology overview The scope of work includes: Review the draft Sandy Beach recreation plan to define and identify specific intervention areas; Identify best sites for revegetation based o anticipated impacts; Identify and source native plant species to be used for revegetation exercises;

Prepare a list of materials required for the successful implementation of the intervention; Lead and assist with the propagation of seedlings and prepare a management plan for the proper care of seedlings from germination to transplanting; Provide oversight for management of the nursery; Lead transplanting exercise of mature seedlings; Conduct post-transplanting evaluations to determine the status and health of vegetation; and Provide initial post-transplanting care to transplants, as required. 5.1 Duration This consultancy will be for a period of four (4) months. 5.2 Remuneration Payment for services will be made according to the following schedule: Payment Deliverable/Schedule EC$ 1 Upon submission and approval of a revegetation plan 15% of the contract value two weeks after signature of the contract 2 Upon completion of all transplantation activities 45% of the contract value 3 Upon approval of Final Report 40% Total 100% 5.3 Experience The consultancy is to be undertaken by an experienced candidate familiar with undertaking the scope of works. The candidate must be able to demonstrate experience and skills in landscaping and agroforestry/horticulture. 5.3 Qualifications The successful Consultant shall have as a minimum a BSc. in Agroforestry, Environmental Planning or related field. 5.4 Assumptions and Risks 5.5 Assumptions underlying the project intervention are: a) Active community engagement, sensitization and awareness raising of the impacts of climate change is maintained throughout the project; b) Community support for project increases overtime; c) No major weather related set-backs occur during project implementation; d) The consultants and any sub-contractors are appropriately qualified to undertake this consultancy effectively and within the time frame; e) Climate change adaptation remains a national development priority; and f) The scope of the work is suitably defined and fully understood by the consultant.

5.6 Risks Please note: a) Extreme weather events affect the project implementation environment; b) Consultant unable to complete assignment due to unforeseen reasons; c) Lack of engagement of, and ownership by local community and stakeholders. All activities carried out under the contract shall adhere to highest international ethical and environmental standards. The contractor shall be able to demonstrate satisfactory compliance to those standards to the communities, partners, project administrator and other stakeholders at any point for the duration of the contract. Non-compliance to high ethical and environmental standards may lead to cancellation of the contract, especially if negative long term effects on mental or physical health of stakeholders or on the environment can be anticipated. The contractor shall be required to minimize waste generation, water and energy consumption, air pollution, noise pollution and harm to natural habitats. 6. Financial and Technical proposal The Consultant shall submit a financial proposal listing all costs associated with the assignment. All costs are to be expressed in Eastern Caribbean Dollars (XCD$). The Technical proposal should include the proposed methodology including a detailed plan/schedule for the completion of the all deliverables. 7. Submission of proposals Two copies of the technical proposal shall be placed in a sealed envelope marked Technical Proposal and two copies of the financial proposal shall be placed in a sealed envelope marked Financial Proposal. Both the Technical and Financial envelopes shall be placed in one outer sealed envelope labelled PSEPA Revegetation and addressed to the Director, Saint Lucia National Trust, P.O. Box 595, Pigeon Island National Landmark, Hon Moses Matalon Causeway, Gros Islet, Saint Lucia by 4:00 p.m. on 10 th November 2017. A completed copy of the appended Bid Submission Form (Appendix I), Bidder Information Sheet (Appendix II), and Declaration of Undertaking (Appendix III) shall also be enclosed in the outer envelope. All documents shall be written in English language. The amount quoted on your financial proposal should be valid for a period of six (6) months from the date of submission. 8. Appendix III Declaration of Undertaking We underscore the importance of a free, fair and competitive contracting procedure that precludes abusive practices. In this respect we have neither offered nor granted directly or indirectly any inadmissible advantages to any public servant or other person nor accepted such advantages in connection with our bid, nor will we offer or grant or accept any such incentives or conditions in the present tendering process or, in the event that we are awarded the contract, in the subsequent execution of the contract. We also declare that no conflict of interest exists in the meaning of the kind described in the corresponding Guidelines 14. We also underscore the importance of adhering to minimum social standards (core labour standards) in the implementation of the project. We undertake to comply with the core labour standards ratified in Saint Lucia. We will inform our staff of their respective obligations and of their obligation to fulfill this declaration of undertaking and to obey the laws of the country of Saint Lucia. We also declare that our company/all members of the consortium has/have not been included in the list of sanctions of the United Nations, nor of the EU, nor of the German Government, nor in any other list of sanctions and affirm that our company/all members of the consortium will immediately inform the Client and KfW if this situation occurs at a later stage.
