(1) Advert No. 1/2017 - Assistant Director Human Resource Management/ Development, J/G P, Thirty (30) posts, Salary Scale: Ksh.77, 527 Ksh.103, 894 p.m. House Allowance: Ksh. 43,334 Commuter Allowance: Ksh. 12,000 Leave Allowance (once Yearly): Ksh. 10,000 Terms of Service: Permanent and Pensionable For appointment to this grade, a candidate must have:- Served for a minimum period of twelve (12) years, three (3) of which should have been at the grade of Chief Human Resource Management and Development Officer, Job Group M and above or in a comparable and relevant position in the Public Service; (vi) A Bachelor s degree in Human Resource Management/Development or equivalent qualification from a university recognized in Kenya; A Bachelor s degree in any of Social Science and a Diploma in Human Resource Management/Development, Industrial Relations or its equivalent From a recognized institution or Part II of the Certified Public Secretaries Examination or its equivalent A Masters degree in Human Resource Management/Development/Industrial Relations, a relevant Social Science, Public/Business Administration or other relevant and equivalent qualification from a university recognized in Kenya; Current membership certificate from Institute of Human Resource Management (IHRM) Attended a Senior Management course in a recognized institution; and Shown merit and ability as reflected in work performance and results.
(b) Duties and Responsibilities An officer at this level will be deployed in any Ministry /State Department and will be responsible for the following duties and responsibilities: Initiating formulation and review of human resource management and development policies, regulations and guidelines; Interpreting and implementing regulations relating to the human resource management and development function; Researching on human resource management and development best practice to inform policy review; Analyzing utilization of human resources and advising on proper deployment; Preparing reports on the implementation of performance management and performance Appraisal system; (vi) Developing training plans and training projections and advising on appropriate training programmes; and (vii) Monitoring and evaluating the impact of training programmes on performance and service delivery (2) Advert No. 2/2017- Principal Human Resource Management and Development Officer Job Group N Thirty (30) posts, Basic Salary Scale: Ksh.48, 190 Ksh.65, 290 p.m. House Allowance: Ksh. 31,334 Commuter Allowance: Ksh. 8,000 Leave Allowance (once Yearly): Ksh. 6,000 For appointment to this grade, a candidate must have: Have served for a minimum period of ten (10) years, three (3) of which must in the grade of Senior Human Resource Management and Development Officer, Job Group L and above. A Bachelor s degree in Human Resource Management/Development or equivalent qualification from a university recognized in Kenya;
(b) A Bachelor s degree in any of Social Science and a Diploma in Human Resource Management/Development, Industrial Relations or its equivalent from a recognized institution or Part II of the Certified Public Secretaries Examination or its equivalent; Current membership certificate from Institute of Human Resource Management (IHRM); Attended a Senior Management course in a recognized institution; and Demonstrated outstanding professional competence and administrative ability in work performance and results. Duties and Responsibilities An officer at this level will be deployed in any Ministry /State Department and will be responsible for the following duties and responsibilities: Implementing human Resource management policies, strategies and programmes ; (vi) (vii) (viii) Ensuring the correct interpretation and implementation of human resource management and development regulations, labour laws and other statutes; Analyzing and utilization of the human resource in the ministry and advising on proper deployment; Analyzing staff performance career progression and making appropriate recommendations; Analyzing staff progression and making proposals for career development and succession management; Developing training projections and plans; Organizing, monitoring and evaluating training programmes; and Coordinating the preparation and processing of cases for Ministerial Human Resource Advisory Committee or County Human Resource Advisory Committee.

Basic Salary Scale: Ksh41, 590 Ksh55, 840p.m. House Allowance: Ksh. 25,334 Commuter Allowance: Ksh. 8,000 Leave Allowance (once Yearly): Ksh. 6,000 For appointment to this grade, a candidate must have: Served for a minimum period of three (3) years in the grade of Senior Human Resource Management and Development Officer Job Group L or in a comparable and relevant position in the public service; A Bachelors Degree in Human Resource Management/Development or equivalent qualification from a recognized institution; A Bachelers degree in social sciences and Diploma in Human Resource Management/Development, Industrial Relations, Labour Relations or its equivalent from a recognized institution or part II of Certified Public Secretaries Examination or its equivalent; Attended a senior management course in recognized institution; and Demonstrated merit and ability as reflected in work performance and results. (b) Duties and responsibilities An officer at this level will be deployed in any Ministry/State Department and will be responsible for the following duties and responsibilities: Coordinating Human Resource Services in such areas as appointment, promotion payroll management; discipline, pension, establishment and compliment control; Preparing and processing cases for Ministerial Human Resource Management Advisory Committee; Implementing human resource management decisions within existing rules, regulations and procedures;
(vi) Preparing and compiling reports on the implementation of Performance Management systems including Performance Appraisal Systems; management of the human resource information systems; Undertaking evaluation of training programmes; and Developing, updating and maintaining human resource development data and records. (4) Advert No. 4/2017: Chief Human Resource Management and Development Assistant, Job Group M Twenty four (24) posts.
