Having examined the Director-General's proposals concernifig invitations to the Special Committee of governmental experts to prepare a draft regional convention on the recognition of studies, diplomas and degrees in higher education in Asia and the Pacific, 2. Decides: (i) that invitations to participate in the meeting of the Special Committee with the right to vote shall be extended to the Member States of Unesco listed in paragraph 5 of document 113 LY/7; (ii) that invitations to send observers to the meeting shall be extended to the Holy See and to Lie non-mezber Stztes and territories listed in paragraph 6 (ii) of docunent li3 LU/7; (iii) that invitations to send regresentatives or observers, as the case may be, to the meeting shall be extended to the organizations and foundations listed in paragraphs 8 and 9 of document 113 =/7.

Considering resolution 1/01 by which the General Conference decided, at its twenty-first session, to convene an International Conference of States (category II in 1983 with a view to adoption of the Regional Convention on the Recognition of Studies, Diplomas and Degrees in Higher Education in Asia and the Pacific, and instructed the Executive Board and the Director-General to take all the necessary steps to that end, 4. Having considered the Director-General's proposals concerning the measures to be taken, 5. Decides: (i) that invitations to participate in the Conference with the right to vote shall be extended to the Member States of Unesco listed in paragraph 5 of document 113 EX/7; (ii) that invitations to send observers to the meeting shall be extended to the Holy See and to the non-member States and territories listed in paragraph 6 (ii) of document 113 EX/7; (iii) that invitations to send representatives or observers, as the case may be, to the meeting shall be extended to the organizations and foundations listed in paragraphs 8 and 9 of document 113 EX/7; 6. Decides that the Conference shall be held in 1983; 7. Approves the provisional agenda and provisional Rules of Procedure reproduced in Annexes I and I1 respectively of document 113 EX/7; 8. Requests the Director-General to make all other arrangements required for the holding of the Conference." Item 5.2.4 - INVITATIONS TO THE INTERGOVERNMENTAL CONFERENCE ON EDUCATION FOR INTERNATIONAL UNDERSTANDING, CO-OPERATION AND PEACE AND EDUCATION RELATING TO HUMAN RIGHTS AND FUNDAMENTAL FREEDOMS, WITH A VIEW TO DEVELOPING A CLIMATE OF OPINION FAVOURABLE TO THE STRENGTEENING OF SECURITY -ANTI TO DISARMAMENT (113 EX/9) 1. Having considered that the General Conference at its twenty-first session authorized the Director-General to organize an intergovernmental conference to promote the application of the Recommendation concerning Education for International Understanding, Co-operation and Peace and Education relating to Human Rights and Fundamental Freedoms, 2. Having regard to the provisions of the Regulations for the general classification of the various categories of meetings convened by Unesco,

113 EX/2 - page 3 3. Having examined the Director-General's proposals concerning invitations to this Conference (113 EX/9), 4. Decides: to invite to the Intergovernmental Conference on Education for International Understanding, Co-operation and Peace and Education relating to Human Rights and Fundamental Freedoms, with a view to developing a climate of opinion favourable to the strengthening of security and disarmament all Member States and Associated Member(s) of Unesco ; (ii) to invite the non-member States listed in paragraph 9 of document 113 EX/9 as well as any other state which will become member of any one of the organizations of the United Nations system prior to the opening of the Conference, to send observers to the Conference; (iii) Item 5.5.3 to invite the organizations listed in paragraphs 10-12 of document 113 EX/9 to send representatives or observers to the Conference." - INVITATIONS To TEE WORLD CONFERENCE ON CULTURAL POLICIES (113 EX/14 and Add.) 1. 2. 3. 4. Considering that the General Conference, at its twenty-first session, authorized the Director-General to convene a- worla Conference on Cultural Policies (21 C/Resolution 4/01), Taking account of the provisions of the Regulations for the general classification of the various categories of meetings convened by Unesco, Having considered the Director-General's proposals concerning invitations to the World Conference on Cultural Policies (113 EX/14 and Add.), Decides : that all Member States and Associate Members of Unesco will be invited to participate with the right to vote in the World Conference on Cultural Policies; that the non-member States listed in paragraph 11 of document 113 EX/14 and Add. as well as any other state that becomes a member of one or more of the organizations of the United Nations system prior to the opening of the Conference, will be invited to send observers to the Conference: that the African liberation movements recognized by the Organization of African Unity listed in paragraph 12 of document 113 EX/14 and Add. will be invited to send observers to the Conference; that, in accordance with Article 7.B of the aforementioned Regulations the Palestine Liberation Organization, recognized by the League of Arab States, will be invited to send observers to the Conference; that the organizations and foundations listed in paragraphs 14, 15 and 16 of document 113 EX/14 and Add. will be invited to send representatives or observers to the Conference, as the case may be."

113 EX/2 - page 4 Item 5.6.1 - INVITATIONS TO THE SECOND COMMITTEE OF GOVERNMENTAL EXPERTS ON COPYRIGHT PROBLEMS ARISING FROM TIlE USE OF COMPUTERS FOR ACCESS TO, OR THE CREATION OF WORKS (113 FX/15) Suuuested decision 1. Having considered the DireCtGr-General'S proposals concerning invitations to the meeting of the second Cammittee of Governmental Experts on Copyright Problems Arising from the Use of Computers for Access to or the Creation of Works I 2. Decides: (i) that invitations to participate in the meeting of the Committee of Governmental Experts shall be extended to all Member States and the Associate Member of Unesco mentioned in paragraph 8 and states not members of Unesco but members of WIPO listed in paragraph 9 (a) of document 113 EX/15; (ii) that invitations to send observers to the meeting of the Committee of Governmental Experts shall be extended to the states not members of Unesco or of WIPO listed in paragraph 9 (b) of document 113 Ex/15 and to any other state that becomes a member of one or more organizations of the United Nations system before the opening of the Committee's meeting; (iii) that invitations to send observers to the meeting of the Committee of Governmental Experts shall be extended to the African liberation movements recognized by the OAU; (iv) that an invitation to send observers to the meeting of the Committee of Governmental Experts shall be extended to the Palestine Liberation Organization recognized by the League of Arab States; (VI that an invitation to send observers to the meeting of the Committee of Governmental Experts shall be extended to the organizations listed in paragraph 12 (a) and (b) of document 113 EX/15." It- 5.6.2 - INVITATIONS To TEE MEETING OF THE COMMITTEE OF GOVERNMENTAL EXPERTS ON THE INTELLECTUAL PROPERTY ASPECTS OF THE PROTECTION OF FOLKLORE (113 M/116) "The Executive Board I 1. Having considered the Director-General's proposals concerning invitations to the meeting of the Committee of Governmental Experts on the Intellectual Property Aspects of the Protection of Folklore, 2. Decides: (i) that invitations to participate in the meeting of the Committee of Governmental Experts shall be extended to all Member States and the Associate Member of Unesco mentioned in paragraph 7 and states not members of Unesco but members of WIPO listed in paragraph 8 (a) of document 113 EX/16;

113 EX/2 - page 5 (ii) that invitations to send observers to the meeting of the Committee of Governmental Experts shall be extended to the states not members of Unesco or of WIPO listed in paragraph 8(b) of document 113 EX/16 and to any other state that becomes a member of one or more organizations of the United Nations system before the opening of the Committee's meeting; (iii) that invitation to send observers to the meeting of the Committee of Governmental Experts shall be extended to the African liberation movements recognized by the OAU; (iv) that an invitation to send observers to the meeting of the Committee of Governmental Experts shall be extended to the Palestine Liberation Organization recognized by the League of Arab States; (VI that an invitation to send observers to the meeting of the Committee of Governmental Experts shall be extended to the organizations listed in paragraph ll(a) and (b) of document 113 EX/16." Item 5.3.2 - INVITATIONS TO THE SECOND CONFERENCE OF MINISTERS RESPONSIBLE FOR THE APPLICATION OF SCIENCE AND TECHNOLOGY TO DEVELOPMENT AiiD THOSE RESPONSIBLE FOR ECONOMIC PLANNING IN ASIA AND THE PACIFIC (CASTASIA 11) (113 EX/34) Suaaested decision 1. Having considered the Director-General's additional proposal.eoncerning invitations to the Conference of Ministers Responsible for the application of Science and Technology to Development and Those Responsible for Economic Planning in Asia and the Pacific (CASTASIA 11), 2. Decides that the Member State mentioned in paragraph 2 of document 113 EX/34 shall be invited to the Conference.'' 11. RELATIONS WITH INTERNATIONAL ORGANIZATIONS Item 6.3 - DFVGT AGREEMENT BETWEEN UNESCO AND THE AFFSCAN INTELLECTUAL PROPERTY ORGANIZATION (0-1) (113 EX/20) 1. Recalling that at its 112th session it authorized the Director-General to enter into negotiations with the Director-General of the African Intellectual Property Organization with a view to preparing a draft agreement on the establishment of working relations between Unesco and the African Intellectual Property Organization, and to submit that draft agreement for the approval of the Board (112 EX/Decision 5.41,

113 EX/2 - page 6 2. Having considered the Director-General's report on the subject (113 EX/20) and the text of the draft agreement annexed thereto, 3. Approves the draft agreement; 4. Authorizes the Director-General to sign it on behalf of Unesco." Item 6.4 - DRAFT AGREEMENT BETWEEN UNESCO AIJD THF, ISLAMIC STATES BROADCASTING SERVICES ORGANIZATION (ISBO) (113 EX/21) 1. Recalling that at its 112th session it authorized the Director-General to enter into negotiations with the Islamic States Broadcasting Services Organization with a view to preparing a draft agreement, and to submit the text thereof at a subsequent session for its approval (112 EX/Decision 5.71, 2. Having considered the report of the Director-General entitled "Draft agreement between Unesco and the Islamic States Broadcasting Services Organization" (113 EX/21) and the draft agreement thereon reproduced in Amex IV of that document, 3. A m that draft agreement; 4. Authorizes the Director-General to sign it on behalf of Unesco." Item 6.5 - RELATIONS WITH THE ARAB FEDERATION FOR TECRNICAL EDUCATION (113 EX/36) 1. 2. 3. Having examined document 113 EX/36 submitted to it by the Director- General concerning the effective relations which might be established between the Arab Federation of Technical Education and Unesco, Authorizes the Director-General to enter into negotiations with the Arab Federation for Technical Sducation, in accordance with paragraph 1 of Article XI of Unesco's Constitution, with a view to preparing a draft agreement establishing effective working relations between the two Organizations ; Invites the Director-General to submit the draft agreement for approval by the Executive Board at a subsequent session."

OTHER BUSINESS Item 5.2.3 - PLACE OF THE INTERNATIONAL CONFERENCE OF STATES WITH A VIEW TO ADOPTION OF THE REGIONAL CONVENTION ON THE RECOGNITION OF STUDIES, CERTIFICATES, DIPLOMAS, DEGREES AND GTHER ACADEMIC QUALIFICATIONS IN HIGHER EDUCATION IN Tm AFRICAN STATES (113 EX/8) 1. Considering resolution 1/01 by which the General Conference, at its twenty-first sessian, decided to convene in 1981' an international conference of states (category I) with a view to adoption of the Regional Convention on the Recognition of Studies, Certificates, Diplomas, Degrees and other Academic Qualifications in Higher Education in the African States, 2. Giving effect to the decisions that it took in this connection at its 112th session (112 EX/Decision 4.2.1), 3. Taking note with gratitude of the invitation from the Government of Tanzania to hold that conference in Tanzania, 4. Decides that the conference will be held in Arusha (Tanzania)." Item 5.3.1 - MODIFICATION OF THE REGULATIONS FOR THE UNESCO SCIENCE PRIZE FOR AN OUTSTANDING CONTRIBUTION TO THE TECHNOLOGICAL DEVELOPMENT OF A DEVELOPING MEMBER STATE OR REGION (113 EX/10) 1. Having examined document 113 EX/10 concerning the Unesco Science Prize, 2. Taking into account that the General Conference at its twenty-first session has already approved the increase in the Prize money, 3. Taking note that increasing the membership of the international jury for the Prize enables a better geographic distrihution of the panel, 4. Decides to amend Articles 3 and 5 to read thus: 'Article 3. Value and Deriodicitv of the Prize The Prize will take the form of an honorarium of $15,000, together with an appropriate plaque. The Prize will be awarded every second year coinciding with the year in which the General Conference of Unesco is held.'

113 EX/2 - page 8 'Article 5. The panel All candidatures will be considered and recommended by a panel of six scientists and engineers appointed by the Director-General. The panel shall include both scientists and engineers eminent in academic life and in practice, belonging to various sectors of science and technology as well as different regions of the world, Panel members shall serve for four years, and half of them shall be changed every two years"'.
