PLASTICS RECYCLERS EUROPE ACTIVITIES 2016

A WORD FROM THE PRESIDENT Dear PRE Members, The present brochure lists the initiatives, projects, advocacy as well as communication activities developed and carried out by PRE in the course of 2016. We would like to thank you for your support, engagement and trust that you granted PRE. Without you many of these projects would not be possible. Only together can we have a strong voice and only together can we advocate better for a sustainable recyclers business. The new Circular Economy Package which will be voted in 2017 is a great opportunity for plastics recyclers in Europe. The new study on sorting that we launched this year, thanks to an extensive support of the PRE Friends, will become a blueprint for the whole plastics value chain. It will define clearly the strategy for increasing the quality plastics recycling in Europe. Europe in 2017 cannot be looked at as only the founder of legislation of Circular Economy but also as the one who sets examples of how to operate in this new system from a practical point of view. Therefore, plastics recyclers need in 2017 to continue to show their way by advocating for and setting industry standards in order to harmonize the recycling market across the Member States. PRE needs to continue with its communication projects to maintain recyclers key position and to raise public awareness. We can observe already now the growing interest of brand owners and converters in the plastics recycling and the recycled products. It is yet another opportunity for recyclers to promote recycling. With your support we can continue to raise the voice of plastics recyclers and keep it in the spotlight of the public debate. INITIATIVES POLYOLEFIN CIRCULAR ECONOMY PLATFORM (PCEP) A platform launched by PRE, EuPC and Plastics Europe to drive polyolefin packaging recycling in Europe. The kick-off meeting of this initative took place on the 17th of November in Berlin, during the PRE Working Group meetings. The aim of this platform is to look at innovative solutions in plastics recycling. The priority of PCEP is mainly packaging design guidelines and innovation to increase the recyclability of flexible and rigid packaging. The platform will look into a possibility of establishing EU wide quality standards for sorted plastics, harmonisation of tests methods for recycled plastic materials and certification of plastic recycling operations. Additionally, it will seek for innovation & development of end-use markets to encourage demand for recycled plastics. COMMON DEMANDS FOR THE CIRCULAR ECONOMY PACKAGE OF THE PLASTICS VALUE CHAIN PRE, EuPC and Plastics Europe have agreed on 6 recommendations that will result in a truly European Circular Economy for plastics. Only by working together and having one voice across the plastic value chain we can have an impact on the transition towards Circular Economy. 1. Zero Plastics to landfill by 2025 2. Backing up the 55% plastic packaging preparing for re-use and recycling target by 2025 3. Mandatory separate collection of all packaging from residual waste by 2025 4. Uniform methodology for the calculation of the targets of preparing for reuse and recycling and the measurement point for recycling performance. 5. EU wide quality standards for plastic waste and its treatment (including specifications for sorted waste, harmonization of tests methods for recycled plastic materials and certification of plastic recycling operations) 6. Innovation in technologies throughout the whole plastics value-chain to increase the potential for recycling. STUDY ON QUALITY PLASTICS SORTING AND RECYCLING PRE objective is to provide solutions for achiving the increased targets for plastics packaging (55% by 2025) by looking into the different actors in the plastics value chain and by finding the best methods to collect and sort plastics. It will focus on the markets for recyclates, recyclates qualities, sorting qualities and design of products put on the market. This study will be a blueprint for plastics management in Europe. ADVOCACY With 20 years experience in advocating for policies which enable sustainable business for pastics recyclers, Plastics Recyclers Europe has an extensive knowledge of the Waste and Packaging Directives. PRE takes an active part in the process of formulating, monitoring and evaluating the EU policies that are of concern to plastics recyclers. Thanks to PRE plastics recycling in Europe was put in the spotlight of the public debate. PRE has supported the Circular Economy Package focusing on plastics waste and stands behind an increase of the recycling targets to 55% by 2020. Through its various activities, PRE has increased awareness about waste exports management and has enabled recognition of incompatibilities between the waste legislation and REACH. PRE has been active in the field of Food Contact legislation concerning authorization of recyclates destined for food contact applications. A number of policy actions done by PRE have contributed to the growing structure of the plastics recyclers market.

COMMUNICATIONS ACTIVITIES PLASTICS RECYCLERS EUROPE: 20 YEARS LATER AND THE WAY FORWARD STRATEGY PAPER 2016 The latest publication of PRE was released during the Annual Meeting in Cascais, Portugal. The document presents market data and trends in plastics production and plastics recycling in Europe. It enlists challanges and opportunities for recyclers in Europe and provides solutions and recommendations in order to increase quality recycling. EUROPEAN COMMISSION, DG ENVIRONMENT AWAY DAY 14 OCTOBER BRUSSELS DELIVERING SUSTAINABILITY: FORUM ON CIRCULAR ECONOMY During a team building event of the Directorate General for Environment which gathered around 60 participants, PRE prepared showcases with three streams: LDPE (post-consumer film), PET (bottles) and PVC (window frames). For each stream different stages (collection, sorting, washing and conversion), were displayed in order to present the process. EU COMMISSION S VISIT TO THE K FAIR 21 OCTOBER One day visit of the fair with 3 representatives from the European Commission, DG Environment. The aim of this visit was to show the Commission s representatives the functioning of the whole plastic value chain including different actors: raw materials producers, machine producers (sorting, washing, extruding) and recyclers. VINYLPLUS COMMUNICATION PROJECT - RECYCLING KIT PRE produced Recycling Kits promoting the benefits of window frames and pipes recycling. These kits show recycling steps for each stage of the process. This project was created with the support of VinylPlus. OPAQUE AND DIFFICULT TO RECYCLE PET CONTAINERS (ODR) PRE has been raising awareness concerning non-recyclability of certain streams within the current collection and sorting system. PRE is partnering the ODR Working Group, led by Petcore Europe, which aims at to find solutions for end-of-life for opaque PET and Working Group on Recycling PET Thermoforms. Realized thanks to the support of the PRE Friends. NEWSLETTER FOR MEMBERS Launched in April 2016, issued on quarterly basis. The newsletter is composed of three sections: general information, working groups update and events.

CONFERENCES 2016 INTERNAL ANNUAL MEETING & 20 ANNIVERSARY 15 & 16 June Cascais, Portugal Celebration of the 20th Anniversary of Plastics Recyclers & Launch of the Strategy Paper: Plastics Recyclers Europe: 20 years later and the way forward. The event gathered around 170 participants from around 15 countries. The first day was reserved only to the members of PRE and focused on the Working Groups sessions. The second day was featuring a conference open to the public which was focused on cllection and sorting. WORKING GROUPS MEETINGS 17 & 18 November Berlin, Germany An internal meeting of PRE which gathered around 80 members and invited speakers. The meeting featured Polyolefin (HDPE, LDPE and PTTs merged), PVC and PET Working Groups. During the Polyolefin Working Group meeting the kick-off meating of the Polyolefin Circular Economy Platform took place. EXTERNAL CIRCULAR ECONOMY MISSION TO CHINA EUROPEAN COMMISSION Directorate General for Environment 22-25 November Beijing PRE was invited to accompany Karmenu Vella, Commissioner for Environment, Maritime Affairs and Fisheries as well as Daniel Calleja Crespo - Director General for Environment Directorate General for Environment K on their mission to Beijing. The delegation counted around 70 representatives from different industries across Europe.

PROJECTS EUCERTPLAST EuCertPlast is an EU-wide certification aimed at post-consumer plastics recyclers. It was developed via a three-year project which was co-financed by the European Commission under the Eco-Innovation Programme. There are around 130 certified recyclers and around 40 EuCertPlast auditors. www.eucertplast.eu/en RECYCLASS THE RECYCLABILITY TOOL FOR YOUR PLASTIC PACKAGE It is an online tool which aims at showing the extent to which a certain package is suitable for recycling. RecyClass provides as well advice and recommendations on how to improve the design of packaging. RecyClass was launched in 2015 and received a lot of attention from brand owners and packaging manufacturers. There are currently over 250 registrations of users who tested the tool and over 180 evaluations of different products. www.recyclass.eu/en NEW INNONET The project is an initiative to establish a European platform for stakeholders aiming to show how the concept of circular economy can be enhanced and stimulated through: reduction or elimination of waste, fostering systemic ecoinnovation and generating new business opportunities. The main goal of the project is to mobilise stakeholders towards building a European Near-Zero Waste Platform. www.newinnonet.eu POLYMARK The aim of this project is to introduce regulation which would allow plastics recyclers in Europe to recycle nonfood plastics waste into food contact plastic. As many countries outside EU countries do not have such limitation, this is a great disadvantage for the European recyclers. The project presents various solutions (including new technologies in plastic recycling) in order to change this situation. www.polymark.org
