2. Approach of Japan s ODA to Climate Change Measures (Ref) Development Agenda and Climate Change To provide cooperation for SD and reduce poverty in a compatible way, JICA will cooperate economic development in various areas and climate change issues. Climate Change Secure Developmental benefit Use of fossil fuels =Increasing GHG Emission Economic Development Toward Low Carbon Society Forest Conservation Energy Urban Development Rural Development Biodiversity Transport Education Agriculture Water Resource Management Industrialization Poverty Waste Management Health & Sanitation Environmental SD Economic SD Social SD 5

2. Approach of Japan s ODA to Climate Change Measures Financial Mechanism Cool Earth Partnership (Image) From 2008, Japan provides funds amounting to 10 billion USD in aggregate over the next five years to provide cooperation for developing countries make efforts to reduce GHG emissions and achieve economic growth. Up to US$ 2 billion Assistance for adaptation & improved access to clean energy Grant aid Technical Assistance Assistance through international organizations Assistance for adaptation and improved access to clean energy; promote sustainable development (e.g.) Forest conservation, measures against disasters related to climate change (including disaster prevention) such as drought and floods, electrification of rural communities by introduction of solar power generation and small-scale hydro energy Developing countries (on the basis of policy consultation) Vulnerable countries Eligible countries to ODA loan Projects Other funds Transfer Japanese technology and promote GHGs emission reductions at global level (e.g.) Improvement in energy efficiency of power generation Private sector activities and funds Encourage private finance and promote technology transfer Japan will also contribute up to $1.2 billion to the newly established Climate Investment Funds. Up to US$ 8billion Assistance for mitigation Climate change Japanese ODA loan (US$4billion) Other public funds JBIC NEXI NEDO etc 6

2. Approach of Japan s ODA to Climate Change Measures Cool Earth Partnership (1/2) Japan will provide cooperation for Mitigation of Climate Change in up to 8 billion USD. Mitigation of Climate Change "Climate change Japanese ODA loan" with preferential interest has been created to provide loans amounting to 4 billion USD for the purpose of implementing projects to address global warming in developing countries. 7

2. Approach of Japan s ODA to Climate Change Measures Cool Earth Partnership (2/2) Japan will provide cooperation for Adaptation to Climate Change and Improved Access to Clean Energy in up to 2 billion USD. Adaptation to Climate Change Improved Access to Clean Energy Grant aid, Technical Assistance, and aid through international organization will be provided to address the needs in developing countries. A new scheme of grant aid, Program Grant Aid for Environment and Climate Change", has been created as a component of this package. Feasibility study on rural electrification projects with clean energy and "co-benefit" projects that address climate change will be conducted. 8

Current JICA s Operation and Case Projects Direction of New JICA s Operation: Climate Change JICA will enhance the approach of economic development and reduction of GHG emissions in compatible way. NEW-JICA s policies and concrete measures(image) Financial ass sistance [Mitigation Measures] Co-benefit * Promotion of CDM Assisting in enhancing and promoting private sector initiatives [Adaptation Measures] Supporting the formulation and implementation of adaptation measures based on the prediction of impacts in each country Strengthening the capacity for adaptation of countries and sectors where serious climate change impacts are expected Assisting in implementation of Policies Improvement of legal systems Capacity development Monitoring etc Introducing and mainstreaming the concept of Climate Risk Utilize Japan s private cutting-edge technologies effectively Technical ass sistance Promote globally conducive research * Co-benefit approach Project or program which realize both developmental benefits for developing country and GHG emission reductions. 10

3. Current JICA s Operation and Case Projects Introduction of Case Projects Mitigation Measures (Include Co-Benefit) Adaptation Measures Policy Based Case:1 Case:2 Case:3 Case:4 Case:5 Case:6 Case:7 Loan Project: Wind Power Plant in Egypt Technical Cooperation Project: Implementation Support for 3R Initiative in Hanoi city Program Grant Aid for Environment: Waste Disposal Management in Dhaka Development Study: Potential eligible land distribution in Vietnam Disaster Management in Bangladesh JICA-WB-ADB Joint Study: Climate Change Impact and Adaptation in Asian Coastal Cities Policy Based Assistance for Climate Change 11

3. Current JICA s Operation and Case Projects To generate Co-Benefit This is an example of Co-Benefit, a case of Power Sector. Increase of Power Demand, Rural Electrifications Needs to Increase Power supply Construction of New Power Stations New Technology + ODA (Finance and T/A) Developmental benefit Development Objectives Policy Project or Project Implementation Increase of power supply GHG Reduction Could it reduce GHG? Introduce climate friendly technology Mitigation of Climate Change (Global Benefit) Co-benefit! 12

3. Current JICA s Operation and Case Projects 1) Loan Project: Wind Power Plant in Egypt This is an example of a Renewable Energy, Wind Power Plant in Egypt and the first project registered as CDM in Japanese ODA loan projects. Brief Overview Loan Agreement Implementing Agency Project Description Effect of the Project Signed in Dec 2003 (13,497 mil. yen) New and Renewable Energy Authority (NREA) Construction of wind power plant (120MW) in Zafarana on the coast of the Red Sea, 220 km southeast of the capital Cairo. Registered as CDM in June 2007 Approx 250,000tCO2/year will be reduced. (Image photo) 13

3. Current JICA s Operation and Case Projects 2) Technical Cooperation Project: Implementation Support for 3R Initiative in Hanoi city (2006.11-2009.11) JICA will do environmental training activities and pilot activities of source separation and recycling systems to develop material-cycle society under the 3R initiative. Brief Overview Project Purpose To develop a sound material-cycle society under the 3R initiative through a wellbalanced 3R system based on source separation of organic waste and recycling Main Project Activities Environmental training activities Pilot activities of source separation and recycling systems Formulation of action plan to extend the standardized program to central Hanoi city On 1 st March 2009, 3R awareness and recycling festival was held! Co-Benefit approach To reduce GHG emissions through promotion activities for the effective use of resources and waste reduction To reduce methane emissions from landfill site through making compost instead of dumping it in a landfill Minimize waste amount through 3Rs! Source Separation & Partnership! 14

3. Current JICA s Operation and Case Projects 3) Program Grant Aid for Environment: Waste Disposal Management in Dhaka This is a program for improvement waste disposal management in Dhaka. JICA provided CNG truck and capacity building for implementing agency. Soft components Components of the program Environmental education to officers & workers at solid waste management office (Drivers etc) Vehicle O&M Support for CNG introduction program/ training for safety Training /Institutional Development Potential Effect Capacity Building for GHG reduction technology (O&M of CNG vehicles), Awareness raising Low-carbon emission type waste collection truck Container carriers, Arm-roll Trucks, Compactor collection vehicles TA for vehicle operation planning Hard components Service garage Tools & Equipments Improvement of service garage for vehicle maintenance Provision of equipments for O&M of vehicles CNG use -> CO2 reduction Tools & Equipments for Service garage 15

3. Current JICA s Operation and Case Projects 4) Development Study: potential eligible land distribution in Vietnam JICA will contribute to institution-building and implementation for climate change measures in forest sector of Vietnam.
