MEDICAID TRANSPORTATION PROVIDER RECRUITMENT INVITATION First Transit is actively recruiting established Medicaid transportation providers in preparation for our transition to become the new broker for Colorado s nine county Medicaid NEMT Program. We are a nationally recognized transportation management and operations company with over 235 transportation contracts nationwide. In these programs, we manage more than 8.4 million trips annually and refer trips to over 1,200 transportation providers. We understand the importance of maintaining a mutually beneficial provider relationship and are committed to promoting safety, performance, and financial stability with every First Transit vendor. While we do not operate vehicles in our brokerage contracts, we do know what it takes to put safe and reliable vehicles on the road every day. Other divisions within our company operate and maintain over 6,700 vehicles in government sponsored transportation services daily. We deal with many of the same challenges you face including rising fuel and insurance costs, lack of timely payment from some of our client agencies, and the ever-present need to focus on safety and service quality. This operating experience provides us with the background to offer road-tested best practices as an ongoing resource to our NEMT provider networks. Our training programs have been offered regularly to our NEMT network providers and address such topics as Defensive Driving, Blood Borne Pathogen Awareness, and Customer Sensitivity Training (among others). We also understand that financial stability is absolutely critical in maintaining a successful provider network. We are committed to negotiating fair and reasonable rates with each provider, tailored to the type of service provided and the operating conditions that provider faces in their service area. In addition, our web-based trip referral and reconciliation programs allow providers to reconcile trips electronically and submit completed invoices for prompt and timely payment. We offer electronic payment at no additional cost and pay invoices regularly; and we pledge to minimize the delays and denials that seem to be common in the current program. Most important, we will listen to you and work with you to address your concerns so the relationship will be an involved and committed partnership. Yes No 9. The State of Colorado and First Transit require that all vehicles in service meet the following standards. Please confirm that your vehicle meet these standards: Ensure that vehicles and all components meet or exceed state, federal, and manufacturer s safety and mechanical operating and maintenance standards. The following items must always be in functioning condition: (1) Seatbelts for each passenger seat position (2) two exterior rear view mirrors, one on each side of the vehicle and interior mirror for monitoring the passenger compartment (3) Horn (4) Speedometer and Odometer (5) Turn signals (6) headlights (7) taillights, (8) windshield wipers (9) Heating and air conditioning systems. Smoking must be prohibited in all vehicles transporting Medicaid Clients. All vehicles shall have the following signs posted in all vehicle interiors, easily visible to the passengers: NO SMOKING ALL PASSENGERS MUST USE SEAT BELTS Appropriate safety equipment must be present and operable in the Vehicle, including but not limited to the following: (1) Fully equipped First Aid Kit (2) UL approved fire extinguisher (3) Accident report Forms(4) Roadside reflective or warning devices (5) Flashlight (6) Chains or other traction devices (when appropriate) (7) Disposable gloves. All vehicles have the transportation provider s name, vehicle number and a toll free and local phone number prominently displayed within the interior of each vehicle. Transportation Provider shall make this information and the complaint procedures available in written form and available for distribution to Clients on request. All vehicles include a vehicle information packet containing vehicle registration, insurance card and accident procedures and forms. Our vehicles currently meet these requirements: Yes No 10. The State of Colorado and First Transit require that all drivers providing services under Colorado Medicaid NEMT service must meet the following standards. Please confirm that your drivers currently meet these standards: Drivers shall be at least twenty (20) years of age and have a current, valid Colorado Driver s License to operate the appropriate type of vehicle to which they are assigned All drivers shall have on file a current Motor Vehicle Record (MVR) that indicates they have had no more than 1 moving violation and/or accident within the past three (3) years; or that their license to drive has not been suspended or revoked in the past five (5) years Drivers shall have undergone a criminal background check which has indicated no convictions for substance abuse, sexual abuse, or violent crime within the past five years. Drivers shall have undergone a drug and alcohol training program and participate in a substance abuse testing program consistent with federal requirements 49 C.F.R. Part 40 and 655. All employees shall have undergone training in basic first aid, customer service, defensive driving, proper vehicle operations, and emergency procedures within the last year.
