1.0 Purpose 2.0 Scope This specification defines the minimum quality requirements for material manufacturers and material suppliers providing raw materials (forgings, bar stock, tubing, plate, etc.) to facilities. This specification is applicable to all material manufacturers and material suppliers of raw materials used by facilities. 3.0 Procedure 3.1 General Requirements Program Element Quality Program Verification Qualification and Approval of Special Processes Conflicts in Specified Requirements General Requirements The supplier's quality system shall be described in a written manual or procedure with revision control and identification. The quality system manual should be approved and supported by the supplier's management and cover the requirements of either API Spec Q1 or ISO 9001 as a minimum. The quality system manual shall be submitted to the division Quality department for review and approval upon initial issue and/or revision. When the supplier is the holder of a current API License, ASME Certificate of Authorization, or ISO 9001 Registration Certificate, a copy of the applicable certificate may be submitted to the Pressure Control division Quality department in lieu of the quality system manual as objective evidence of quality system implementation. When a supplier is approved based on an API License, ASME Certificate of Authorization, or ISO Registration Certificate, the supplier is required to invoke provisions of the applicable API License, ASME Certificate of Authorization, or ISO Registration to the work performed for. When subcontractors, including the material manufacturer or material supplier, perform nondestructive examination after final heat treatment of the material, the process qualification requirements defined by section 3.2, Control of Special Processes, of this specification apply. In cases where the purchase order disagrees with the referenced drawings or specifications, the supplier shall contact the buyer at the location that issued the affected purchase order to discuss and resolve the issue. 3.2 Specific Quality Control Program Requirements GE PROPRIETARY UNCONTROLLED WHEN PRINTED OR TRANSMITTED ELECTRONICALLY PAGE 3 OF 10

Program Element Document Control Purchasing Welding and Associated Stress Relief - Control of Special Processes Heat Treatment - Control of Special Processes Nondestructive Testing - Control of Special Processes Control of Nonconforming Products Special Quality Control Program Requirements The material manufacturer or material supplier shall ensure that materials provided to facilities are in compliance with the requirements of the drawings, specifications and instructions specified by the applicable purchase order. Purchase orders to sub-tier suppliers for raw materials, heat treatment, nondestructive examinations and/or calibration services shall be specific as to what is purchased and required (type, grade or other precise identification or description). Welding on forged or wrought products is specifically prohibited by this specification. The heat treatment of materials shall be performed in accordance with the requirements of the material specification required by the purchase order. Heat-treating furnaces used for normalizing, tempering, or annealing operations shall have temperature uniformity surveys performed at least annually according to the requirements of either SAE-AMS-H-6875 or SQ- 07. Furnace controllers and recorders shall be calibrated according to the requirements of SAE-AMS-H-6875. Nondestructive Testing shall be performed in accordance with the requirements of NDT Procedures or supplier s procedures that have been reviewed and approved by the Pressure Control division Quality department. Personnel performing NDT operations shall be qualified and certified according to the requirements of either SNT-TC-1A or equivalent industry standards, Level II minimum. The material manufacturer's written practice describing their qualification and certification program for NDT Personnel shall be reviewed and accepted by the division Quality department for compliance with the referenced NDT Training and Qualification standards and/or verification of equivalency. When is purchasing material from a material supplier that requires NDT, the material supplier is responsible for ensuring the acceptance of the material manufacturer's NDT program by the Pressure Control division Quality department. When suppliers detect nonconformities to purchase order requirements that cannot be corrected without the use of heat treatment, or if the supplier wishes to have an issue reviewed for possible concession, the GE PROPRIETARY UNCONTROLLED WHEN PRINTED OR TRANSMITTED ELECTRONICALLY PAGE 4 OF 10

Program Element Special Quality Control Program Requirements supplier shall prepare and submit a Supplier Deviation Request electronically, via the Portal, Supplier Information Page for review and disposition prior to shipment of the affected items. Contact your Purchasing Buyer for guidance in accessing the Pressure Control Portal, Supplier Information Page. Inspection, Measuring and Test Equipment Marking of Materials Inspection, measuring and testing equipment used in these inspections shall be calibrated and traceable to national standards. Physical constants may be used as the basis for calibration reference in case where national standards do not exist. The calibration system shall meet the requirements of ISO/IEC 17025 as a minimum. All materials must be marked with the following information as a minimum: Part Number and Revision Heat Number and Heat Treat Lot Number When parts are too small to be physically marked with this information, they shall be individually packed with this information labeled on each package. 4.0 Responsibilities The Quality Management Representative and the personnel responsible for the purchasing of products and services for each Operating Unit are jointly responsible for ensuring complete implementation and compliance with this specification. 5.0 Quality Records The following records produced by this procedure are considered Quality Records and shall be maintained and controlled according to the requirements in GEEQMS 4.2.4 - Record Control: 5.1 General Requirements Material manufacturers and/or material suppliers shall provide certification and documentation as follows: Document Type General Certification & Documentation Requirements GE PROPRIETARY UNCONTROLLED WHEN PRINTED OR TRANSMITTED ELECTRONICALLY PAGE 5 OF 10

Material Test Report - Form Material Test Report Template Material Test Report - Suppliers Format Material manufacturers and/or material suppliers shall provide a Material Test Report, Form Material Test Report Template, which complies with the requirements of EN 10204, Type 3.1, and any supporting documentation, such as NDT reports. Supporting documentation shall be identified with the applicable purchase order number, part number, heat number and heat-treat lot numbers and when applicable serial numbers for PSL 3 and PSL 4 raw material. For those material manufacturers and/or material suppliers who elect not to utilize s Form Material Test Report Template, the Material Test Report must include: All information as required by the Material Test Report, Form Material Test Report Template. A compliance statement that certifies compliance to the purchase order requirements and the applicable material specifications and/or commercial grade specification referenced in the EDC. The statement must include the purchase order number, part number, description, heat numbers, heat-treat lot numbers and serial numbers, as applicable, and meet the requirements of EN 10204, Type 3.1; and Any supporting documentation, such as NDT reports, shall be identified with the applicable purchase order number, part number, heat number and where applicable heat-treat lot numbers and serial numbers. Original Mill Certificate Material suppliers must provide back up documentation such as the original mill certificate. 5.2 Specific Requirements when Material Specifications are Referenced When MS-599-01 and/or MS-599-04 are evoked by the Material Specification stated on the EDC and/or Purchase order, the Material Test Report provided must include the following information as a minimum: Material Specification Specific Material Test Report Requirements GE PROPRIETARY UNCONTROLLED WHEN PRINTED OR TRANSMITTED ELECTRONICALLY PAGE 6 OF 10

GE PROPRIETARY UNCONTROLLED WHEN PRINTED OR TRANSMITTED ELECTRONICALLY PAGE 8 OF 10 When the purchase order and/or EDC references a commercial grade specification such as ASTM A-36, ASTM A-516, Grade 70, etc., the material supplier must provide with a Material Test Report that certifies compliance with the applicable specification. 5.5 NDT Reports The material manufacturer or material supplier shall furnish surface and/or volumetric NDT reports traceable by unique serial number to the PSL 3 and PSL 4 raw material. 5.6 Documentation Submittal Material Test Reports and any associated NDT reports in accordance with Section 5.3 shall be submitted for review and acceptance to via the method instructed in the purchase order. 6.0 Definitions and Acronyms Italicized terms have been defined in GEEQMS 3.0 Terms, Definitions and Acronyms. Their definitions have been repeated here for convenience purposes. In case of conflict GEEQMS 3.0 will take precedence. 6.1 Definitions The following definitions are applicable to the use and implementation of this procedure: Division Quality refers to Quality department staff responsible for the development and administration of the company s global Quality Management System. Operating Unit identifies the various organizations and operating companies that make up. Quality Management Representative refers to the designated management representatives for each of the Operating Units. Commercial Grade Specification industry material standards such as ASTM, AISI, etc. EN 10204 a European Standard/British Standard that defines the Type 3.1 inspection document as a document issued by the supplier in which the supplier declares that the products furnished are in compliance with the requirements of the order. A compliance statement meets this requirement, but must be validated by the suppliers authorized representative (including their position title) who must be independent of manufacturing operations.
