LAKE BASIN DEVELOPMENT AUTHORITY LAKE BASIN DEVELOPMENT AUTHORITY The Lake Basin Development Authority is a Regional Development Authority established by an Act of Parliament Cap 442 of the laws of Kenya and mandated to spearhead Development within the Lake Victoria basin and it s catchment regions with a view of fostering integrated sustainable economic development and empowering the Community. MANAGING DIRECTOR - REF: LBDA/HR/MD/10/2016/01 DUTIES AND RESPONSIBILITIES The Authority is seeking to recruit a Managing Director who shall perform the following duties and responsibilities:- Be the Chief Executive and Secretary to the Board. Implement and monitor decisions of the Board of Directors and apprise the Board on the progress. Be responsible for the implementation of the Performance Contract as signed between the Board of Directors and the Government of Kenya. Provide strategic transformative leadership, draw and execute plans for the effective implementation of the Authority Strategic plans in line with vision 2030. Establish and maintain collaboration with key local, regional and international partners to promote investments and development in the region. 1
Manage and control the Authority s financial and other resources in an efficient and cost effective manner in consultation with the Board and parent Ministry. Review, direct and manage the Authority s financial and operational systems, procedures and controls to ensure that they are professional, workable and sustainable. Oversee the Organization human resource and ensure that appropriate management structures and policies are developed and implemented. Specific Qualifications and Experience Must be a Kenyan Citizen Possess a Minimum of Master s Degree in; Engineering, Agriculture, Animal Production, Range Management, Environmental Planning and Management, Environment and Community Development, Natural Sciences, Business Administration, Economics, Social Sciences or other related field. A professional qualification in the relevant fields will be an added advantage. Must have a minimum of ten (10) years experience in Management in a business or Development Organization, Five (5) of which should have been at Senior Management Level. Must be compliant with the provisions of Chapter 6 of the Constitution. Must be able to demonstrate managerial, entrepreneurial, administrative and leadership competence. Demonstrate knowledge of Regional Development. Proven ability in Resource Mobilization, networking and linkages with development partners or organization. Excellent communication, interpersonal and negotiations skills. Must be computer literate. Should have undergone Management courses in recognized institutions. Membership of a recognized professional body will be an added advantage. CHIEF MANAGER/TECHNICAL SERVICES & OPERATIONS REF: LBDA/HR/CMTO/10/2016/02 DUTIES AND RESPONSIBILITIES Reports to the Managing Director in performing the following duties and responsibilities Co-coordinate Civil Agricultural Engineering integrated Water Resource Management and Regional Based Integrated functions. Assess and manage alternative demand on the part of the Authority within the region including the natural resources, agriculture (both irrigated and rain-fed) forestry, engineering services and power generation, mining and fishing and recommend priorities for implementation. Provide strategic leadership to the Technical & Operations Division. Provide technical direction for the development, design and systems irrigation for service engagement from definition phase through to implementation. Implement the Authority s technical projects programmes Manage technical resources within budget and project schedule Ensure delivery of consistent and high-quality services to the Authority and/or clients Responsible for internalization of Results Based Management and performance culture within Technical Services and Operation. Specific Qualification and Experience Master s degree in Agricultural Engineering, Civil Engineering in Water Resources or other related fields from a recognized university with at least ten (10) years experience in senior management position. Report to chief Manager Human Resource and Administration in performing the following duties and responsibilities: Facilitate the formulation and continuous review of HR management and administrative policies, procedures and strategies, ensuring they are aligned to the legal framework that governs the Authority. Develop guidelines for the implementation of the human resource strategies and policies and building the capacity of line managers to implement. Manage the performance management process including facilitating the setting and review of performance objectives, training and development, succession planning and career development Implement terms and conditions of service including salary administration, reward and recognition, pension management and all other staff welfare matters Managing employee relations within the Authority including dispute handling and discipline management Provide technical assistance/advisory support Maintain up-to-date staff records including leave, assessments, contracts, etc as required by the Employment Act Preparing and submit periodic reports to the various stakeholders as necessary Specific Qualifications and Experience Bachelor s degree in Human Resource Management or relevant social sciences with post graduate qualifications in Human Resource.
