1. Description of the Project Activity Title of the Project Activity: Rialma Companhia Energética S/A. Santa Edwiges II Small Hydro Power Plant Small Scale CDM Project. Methodology used: AMS.I.D v9 General information about the Project Activity Rialma Companhia Energética S/A. Santa Edwiges II Small Hydro Power Plant Small Scale CDM Project was registered at the UNFCCC under number 0831 on April 2, 2007. Though the hydro plant began operating in December 2005, the project is only able to generate CERs from its registration date on. Notwithstanding its late registration date, Santa Edwiges II Small Hydro Power Plant has been contributing towards reducing GHG emissions every since its commissioning date. The GHG emission reductions that cannot be certified through the Clean Development Mechanism can therefore be verified into VERs. The primary objective of Santa Edwiges II Small Hydro Power Plant is to help meet Brazil s rising demand for energy due to economic growth and to improve the supply of electricity, while contributing to the environmental, social and economic sustainability by increasing renewable energy s share of the total Brazilian electricity consumption. The region where the small hydro power plant is located is at the end of a grid, consequently it is more susceptible to blackouts. The plant will contribute with an already existing grid, relieving it. In addition, new industries will be able to come to the region where the project is located, contributing to the development of the area. By providing energy to the local grid, the project contributes to reducing the expenditures from local municipalities. The lower expenditure is generated by the fact that money no longer has to be spent in the same amount to import electricity from other regions in the country through the grid. This money stays in the region and can be used for providing the population with better services, which would improve the availability of basic needs, and avoid emigration. The local population will receive economic benefits from royalties paid to the municipalities for the water rights granted to Santa Edwiges II Small Hydro Power Plant. Furthermore, the project will also reduce GHG emissions by avoiding electricity generation by fossil fuel sources (and CO2 emissions), which would be generating (and emitting) in the absence of the project. The project is located in the Midwest of Brazil. It is located in the Buritis River, between Mambaí and Buritinópolis, state of Goiás, at the intersection of longitude 46o11 34,6 W and latitude 14o21 20,4 S, about 300 Km from Brasília (Federal District). Technology employed in the Project Activity The Santa Edwiges II Small Hydro Power Plant project uses water from the Buritis River to generate electricity, with a 13 MW installed capacity. SHPP Santa Edwiges II facility contains a small dam (reservoir area 2.99 km2), which stores water in order to generate electricity for short periods of time. The table below provides a list of the equipments installed. 2

The technology and equipment used in the project were developed and manufactured locally and has been successfully applied to similar projects in Brazil and around the world. 3

2. Monitoring Monitoring Period: From December 3 rd, 2005 to March 31 st, 2007. Volume of monitored emission reductions: 22.208 tco2e. Monitoring methodology: AMS.I.D - Renewable electricity generation for a grid. The Monitoring Plan has been chosen as it is suggested in the option (a) of Type I, Category D of CDM small-scale project activity categories contained in Appendix B of the simplified M&P for CDM small-scale project activity and applies to electricity capacity additions from small-scale run-of-river hydro power plants. By dispatching renewable electricity to the grid, Santa Edwiges II Small Hydro Power Plant displaces the electricity generation in the Brazilian grid towards a cleaner energy mix. From December 2005 to March 2007, Santa Edwiges II Small Hydro Power Plant dispatched 127.121 MWh to the grid, thus reducing the amount of GHG emissions in the Brazilian grid by 22.208 tco2e. This Monitoring Report is based on the electricity produced by Santa Edwiges II Small Hydro Power Plant and dispatched to CELG, the utility to which Santa Edwiges II sells its electricity. The amount of energy delivered is monitored by CELG and by the energy producer. The calculation of emission reductions achieved by the project is based on the parameters fixed in the registered CDM PDD. The ex-ante baseline emission factor defined in the PDD is 0,2647 tco2/mwh. Data to be monitored According to the registered CDM PDD, the data to be monitored is the following: 4

Monitored data The energy dispatched by Santa Edwiges II SHPP is monitored by CELG through its energy meters, internally by Santa Edwiges II SHPP and also through the electricity invoices presented by Santa Edwiges to CELG. Amongst these three sets of data, the internal control made by Santa Edwiges is the one that has been kept constant and reliable through the whole crediting period and will thus be the one used for the calculations 1. Furthermore, for each month Santa Edwiges I data can be cross checked by at least one of the two other data sources 2. The invoices were therefore based on Santa Edwiges measuring. The problem was corrected in may/2006; b) in nov/2006 another SHPP - Santa Edwiges I SHPP ( SE I ), which belongs to the same economic group as Santa Edwiges II SHPP, entered into operation. Both projects are physically close to each other, and CELG s energy meter measured the sum of the energy dispatched by both SHPPs, rather than the amount dispatched by each SHPP individually. The electricity invoices, furthermore, were also influenced by the entering into operation of the other SHPP. In some months, the invoices do not reflect SE s II dispatch, but rather the total dispatch (SE I + SE II) minus a value of estimated dispatch that had previously been reported for SE I. 2 In this case, the dispatch information for SE I is also used. 5

Emission Factor According to the PDD, the data necessary to calculate the Emission Factor is recorded at the validation only. The ex-ante emission factor is 0,2647 tco2/mwh, as calculated in the CDM PDD and presented in the table below. 6

Calculation of Emission Reductions generated by the Project Activity Formulae The emission reductions by the project activity (ERy) during a given year y are the product of the baseline emissions factor (EFy, in tco2e/mwh) times the electricity supplied by the project to the grid (EGy, in MWh), minus the project emissions (PEy) as follows: ER y = (EF y * EG y ) - PE y Since the project activity is not adding renewable energy capacity, nor a retrofit of an existing facility, EGy (electricity production) = TEy (actual electricity produced in the plant). According to the Thresholds and criteria for the elegibility for the hydroelectric power plants with reservoirs as CDM project activity 10, emissions from reservoirs, if there is any, shall be estimated considering the power density (W/m2) of the plant. Considering that Santa Edwiges II has installed capacity of 13 MW and small reservoir 2.99 km² its power density will be 4.35 W/m2. In this case an emission factor of 90 gco2eq/kwh has to be applied. Calculation of ERs In accordance with the formulae above and the data presented in section 2, Santa Edwiges II Small Hydro Power Plant has generated 22.208 tco 2 e between December 3, 2005 and March 31, 2007, as calculated below.
