PT ENERGI NEGERI MANDIRI BUSINESS PLAN TOTAL ENERGY SOLUTION WEST JAVA, INDONESIA

COMPANY PROFILE As a subsidiary of province-owned company (PT Migas Hulu Jabar) to carry out total energy solution in oil, gas, renewable and new energy based on strong commercial principles both inside and outside the country, ENM strives to provide the best and a real contribution to the welfare of the nation in utilizing every potential specifically in West Java province and generally in Indonesia 1

BUSINESS PLAN TOTAL ENERGY SOLUTION WEST JAVA, INDONESIA What we do? 1 Providing infrastructure for distribution & natural gas trading 2 Providing infrastructure for distribution & fuel trading 3 Providing infrastructure for supplying & power purchasing 2

Business Potential List in West Java Noted: Economic Indicator (Exchange Rate Rp 13.300 / USD) 3

Bandara Internasional Jawa Barat / Kertajati Airport Bandara Internasional Jawa Barat is located at Kertajati, about 68 km from Bandung, capital city of West Java Province of Indonesia. Strategically placed around West Java Development Area, BIJB s accessibility is guaranted by having both highway and railway that connects Bandung, Kertajati, and Cirebon; Cisumdawu Toll road to link Bandung and Kertajati; Cipali Toll road that connects Kertajati and Karawang Industrial Zone; and also having direct connection with Cirebon Seaport. BIJB is built within 1800 ha area and will be divided into three phases of development. Expect- ed to launch in 2017, BIJB on its first phase of development will operate single runway of 3500 metre, and ultimately, BIJB will have two runway after its complete construction. Our Potential Project for BIJB Captive Power Plant Development As the ultimate capacity, BIJB will require 520 MW for fulfilling their electricity demand. PT ENM in a collaboration with PT BIJB/affiliation, gas vendor, and gas engine/turbin provider plan to generate electricity to meet BIJB demand. In 2019 we should generate at least 55 MW of electricity as our first phase in this project. 4

Gas Network Towards BIJB and Aerocity Development The governor of West Java has sent a letter No 640/1490/SPI BUMD related The Acceleration of Natural Gas Infrastructure Development in BIJB to PT PGN as the biggest gas vendor in Indonesia for support the utility demand in BIJB, Aerocity and along the area through the pipe. PT ENM plan to join in the development. At least the gas that will be transported about 25 MMSCFD (by the ultimate capacity is estimated to be 100 MMSCFD) through 50 km of pipe with 16" as its diameter. Investment in Aircraft Recharge Depot (DPPU) PT BIJB estimate the total avtur/jetfuel demand is to be 900 KL / day. Therefore, the tank storages (depot) for the jetfuel are compulsory in the area as a part of its facilities. Total capacity of tank storage that planned to be developed by ENM is 5000 KL. This opportunity could be so potential by the collaboration with PT BIJB itself and PT Pertamina as fuel provider. 5

Petrol Station in BIJB Area & Aerocity Development The sales capacity could be more than 35 KL each day. But for this project, the sales capacity will be setted at 20 KL/day. Jetfuel (Avtur) Trucking (Bridging) & Fuel Pipeline (Permanent) Towards BIJB The total demand of Jetfuel is estimated to be around 900 KL each day. Jetfuel for BIJB will be supplied by two schemes: trucking for the bridging phase and pipeline for the permanent phase. For the bridging phase, PT ENM plan to transport at least 32 KL jet fuel each day. For the permanent phase, PT ENM plan to join with PT Pertamina to develop 60 KM of fuel pipeline from Balongan refinery to BIJB area. Bridging Phase: Permanent Phase: 6

Patimban Seaport The central government of Indonesia has officially declared the Patimban Seaport project in Subang (West Java) a national strategic project through Presidential Decree No. 47/2016, signed by Indonesian President Joko Widodo. This declaration implies that the project is regarded a priority project that benefits the economy and society as a whole. The priority status further means that all ministers, government agencies and governors need to support the development of the Captive Power Plant 50 MW & Gas Network in Patimban Seaport Patimban Seaport will be constructed within 3 phases and each phase will be separated into two stages. For the first phase stage 1, Patimban will develop container terminal 300 M (capacity 250.000 teus), car terminal 250M (capacity 217.391 CBU) and backup area 356 Ha. Its phase requires 50 MW. PT ENM suggests to develop captive power plant for this phase and collaborates with seaport operator and other strategic partners. For support captive power plant and other utility purposes, gas infrastructure should be also developed to provide raw material in the area. The flowrate of gas is assumed to be 10 mmscfd. And the length of pipeline is estimated to be 5 km with the diameter 6". Captive Power Plant: Gas Network/Infrastructure: 7

Tank Storage Development in Patimban At present, Indonesia has 18 days as fuel reserves capacity. In 2030, it is planned to be 30 days. Therefore, the development of new tank storage is necessary. PT ENM plant to develop new tank storage with capacity 50.000 KL. Other Business Opportunities Oil Fuel Tank and Pipeline Development: Pondok Cabe, Sukabumi Baru, Cikampek Pipeline PT Pertamina plan to develop oil fuel tank in several areas including Pondok Cabe, Sukabumi Baru, & Cikampek. The total fuel tank capacity is estimated to be 82000 KL. PT ENM desires to participate at least 10% of total share. 8

LPG Business Development The filling capacity of SPPBE is assumed to be 30 ton per day as long as 25 days/month. The target minimum capacity of retester facility is to be assumed as 15 Ton LPG / day. LPG Distribution/Agent has 2 Delivery Order (DO) as daily target which consists of 560 unit of 3 kg LPG Cylinder per each DO. LPG Filling & Transporting Station (SPPBE) Acquisition/Development: Material Retester / Service of LPG Cylinder Acquisition/Development: LPG Agent Acquisition/Establishment: Gas Network Development: Depok & Bandung Raya PT ENM & PT Jabar Energi made a collaboration to utilize the potential demand of natural gas for residence and commercial area in Depok. Supported by Pertagas, the gas allocation is estimated to be 0,5 MMSCFD that could be delivered to the market. The gas will be distributed through 7 km of PE pipe with 4" as its diameter. 9

Since West Java Government has been planning the development of industrial area in West Java especially in Bandung Raya, it will increase the demand of energy including natural gas. Based on market data HSD (High Speed Demand) of industrial Area in Bandung Raya is equal to 364 MMSCFD of natural gas. Therefore, PT ENM should involve to develop gas infrastructure in order the gas demand meet its supply. The length of pipeline that should be developed is assumed to be 100 km with diameter 8", and 100 MMSCFD as its flowrate OUR POTENTIAL STRATEGIC PARTNER Project Owner: Fuel/Gas/Power Source Providers: 10
