The work involves replacing chain link fencing at the existing backstop area, and constructing new fencing along each base line. All work must be closely coordinated with the New Haven Park Manager so as to avoid conflicts with use of the field during construction. The Park Board intends to award a contract at its March 14, 2013 meeting. The contract shall stipulate that all Bock Field work shall be completed no later than May 10, 2013. The Park Board is also accepting bids for additional fencing improvements at Bock Field and adjacent Lions Field. This work is being bid as an alternate (unit price / per linear foot) and may be authorized if additional funds are available. Bidders are strongly encouraged to visit the job site prior to making their bid. Prospective bidders may contact Kirby Menke, Park Board manager, at 573-237-5727 to arrange a visit. Bidders must use the enclosed bid form to make your bid. Bidders may include a separate detailed quote and additional information at their option. Deviations from the specifications may be allowed but must be clearly indicated on the bid. Bock Field project Please refer to the attached drawing for fencing dimensions. Project specifications are as follows: 1. Backstop work: Park employees will remove existing backstop fabric. Contractor to replace with 144-inch (12 feet) 9-guage chain link fabric (2-inch mesh), ends knuckled and twisted. New fabric to be installed on existing posts and rails, with exception of 50 feet of bottom rail to be replaced. Bottom rail shall be 1-5/8 inch outside diameter pipe (DQ-40). 2. Baseline fencing: Park employees will remove existing all existing baseline and dugout fencing and posts. Contractor to construct two baseline sections (approximately 68 linear feet each, or 136 linear feet total) of 96-inch 9-guage chain link fabric (2-inch mesh), ends knuckled and twisted, to include one gate on each section. Baseline sections begin at backstop terminal post and run past new dugouts. Terminal posts to be set on each end of gate. Gate to provide a minimum clear opening of 32-inch width.
3. Dugouts: Park employees to remove all existing dugout fencing and posts. Contractor to construct two dugout sections (approximately 30 linear feet each, or 60 linear feet total) of 60-inch 9-guage chain link fabric (2-inch mesh), ends knuckled and twisted. (Note: Front of dugout sections to be 96-inch; 60-inch for sides and rear of dugouts.) 4. Line posts: 2-inch outside diameter pipe (DQ-40); 10-foot on center maximum spacing 5. Terminal posts: 2-3/8-inch outside diameter pipe (DQ-40). Terminal posts set at each corner of dugout sections and at gate openings. 6. Terminal and line posts set in concrete footing, minimum 10-inch diameter, 30- inch depth 7. Top rail: 1-5/8 inch outside diameter pipe (DQ-40) 8. 9-gauge bottom tension wire pulled and attached with hog rings 9. 9-guage aluminum tie wire spaced 12-inch on center for line posts, 24-inch center for top rails. 10. Fittings: Beveled brace band and carriage bolt, pressed steel rail-end, pressed steel eye-top, pressed steel cap, 3/16-inch X 5/8-inch tension bar, beveled tension band and carriage bolt, or equivalent. Alternate: Line fences, Bock and Lions field The Park Board may request additional fencing improvements along the base lines at Lions and Bock Fields, as budget allows. Specifications for additional line fencing are as follows. 1. Park employees to remove all existing fencing and posts. 2. Contractor to construct 72 inch 7-guage chain link fabric (2-inch mesh), ends knuckled and twisted 3. Line posts: 2-inch outside diameter pipe (DQ-40); 10-foot on center maximum spacing 4. Terminal posts: 2-3/8-inch outside diameter pipe (DQ-40). 5. Terminal and line posts set in concrete footing, minimum 10-inch diameter, 30- inch depth 6. Top rail: 1-5/8 inch outside diameter pipe (DQ-40) 7. 9-gauge bottom tension wire pulled and attached with hog rings 8. 9-guage aluminum tie wire spaced 12-inch on center for line posts, 24-inch center for top rails 9. Fittings: Beveled brace band and carriage bolt, pressed steel rail-end, pressed steel eye-top, pressed steel cap, 3/16-inch X 5/8-inch tension bar, beveled tension band and carriage bolt, or equivalent. The successful contractor must meet the following requirements: 1. Contractor shall provide all materials, labor, tools and equipment necessary to perform the work as specified in a timely and workmanlike manner. 2. Contractor shall be required to maintain General Liability Insurance through the life of the contract, in an amount no less than $1 million per occurrence, $2 million in the aggregate; Automobile Liability Insurance in an amount no less than $1 million, combined single limit; and Worker s Compensation and
Employers Liability Insurance, statutory limits. Contractor must furnish the City with a Certificate of Insurance, specifically naming the City as Additional Insured, and the Additional Insured status must be endorsed. 3. Contractor must hold or obtain a valid City of New Haven business license prior to beginning work. An annual business license costs $25. Requirements under Missouri law: 4. This project is considered a public works project under Missouri law and all labor must be paid, at minimum, the required Prevailing Wage as published in the Missouri Department of Labor s Annual Wage Order 19 for Franklin County. A copy is available at New Haven City Hall. Prior to final payment, the Contractor shall be required to file a Contractor s Report of Construction Wage Rates and must sign an Affidavit of Compliance with the Prevailing Wage law. 5. Pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services. 6. Bidders are informed that the Project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration ( OSHA ) or a similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the Project commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation. All work shall be performed under the general supervision of the Park Manager and / or New Haven Park Board. Bidders must use the enclosed bid form to submit their bid. All bids must be received at New Haven City Hall, Office of City Clerk, 101 Front Street, New Haven, Mo. 63068, no later than 4 p.m. March 12, 2013. Bids will be publicly opened and read immediately thereafter. All bids must be sealed and must be marked City Park fencing on the envelope. Bids that are not sealed will not be considered. In addition to price, the City will consider the following in determining the best bid: a. The ability, capacity and skill of the bidder to perform the contract or provide the goods or service required. b. Whether the bidder can perform the contract or provide the goods or service promptly, or within the time specified, without delay or interference.
c. The character, integrity, reputation, judgment, experience and efficiency of the bidder. d. The quality of performance of previous contracts, goods or services. e. The previous and existing compliance with the bidder with laws and ordinances relating to the contract, goods or service. f. The sufficiency of the financial resources and ability of the bidder to perform the contract or provide the goods or service. g. The quality, availability and adaptability of the supplies, or contractual services to the particular use required. h. The ability of the bidder to provide future maintenance and service for the use of the subject of the contract. i. The number and scope of conditions attached to the bid. The Park Board reserves the right to reject any and all bids and to waive informalities and technicalities.
