OVER-ARCHING PROJECT PURPOSE In short, the plan is intended to: Identify Issues That Constrain Freight Rail Operations and Service to New Jersey Industries Recommend Strategies and Actions to Eliminate the Constraints Support the New Jersey Strategic Plan by Supporting the Freight Rail Industry
