The Auditor-Controller s Office seeks a Payroll Supervisor to oversee the County s biweekly payroll process for over 4,800 fulltime and extra help employees. THE PAYROLL DIVISION The Payroll Division is responsible for making timely, accurate, and efficient payment of payroll and related benefits to the County workforce (approximately 4,800 employees) every two weeks. Payroll processing requires timely preparation and filing of all County payroll taxes, accounting and reporting of benefits and premium deductions, as outlined in the complex Memoranda of Understanding (MOU) for ten labor bargaining groups. To accomplish its mission, this Division develops policies, procedures, and trainings to assure the County complies with IRS employment tax laws, Fair Labor Standards Act, and all other applicable labor laws. The Division consists of four staff and collaborates regularly with Human Resources, Retirement (SBCERS), and 26 County departments to meet payroll processing objectives. County payroll is processed using a custom inhouse software system (Pay+ system), including employee self-service and time capture applications. THE DEPARTMENT The Auditor-Controller is the chief financial officer of the County and is elected by Santa Barbara County voters to provide accounting, budgeting and financial services to the public. THE JOB The Payroll Supervisor reports to the Payroll Division Chief and supervises two office professionals who process the day to day transactions for a bi-weekly payroll system with over 200 unique pay codes. This position is essential to meeting the payroll needs for over 4,800 employees. This position is responsible for payroll operations, compliance, processes, procedures and documentation, training, special projects and overseeing staff. The supervisor also serves as a liaison with employees, departments, and third party providers. The selected candidate will become expert in countywide policies impacting payroll and will resolve the more complex payroll issues while working with the payroll administrators in the 25 other County departments by providing training and customer support.
THE IDEAL CANDIDATE Employment Standards: u Three years of progressively responsible professional experience in accounting and financial operations that included at least one year of experience analyzing the impact of legislation or regulations and establishing and implementing operational compliance procedures; or, u a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities. u Incumbent with a Certified Public Accountant (CPA) license is very desirable and will be eligible for a 5% allowance. u Possession of a valid California Class C Driver s License is required upon hire. IN ADDITION, YOU SHOULD HAVE u A bachelor s degree in accounting, business administration, or other related field u Experience with payroll policies, procedures, and best practices u Comprehensive knowledge and experience complying with applicable laws and regulations to include Federal, State, FLSA, and IRS Guidance u Certified Payroll Professional (CPP) designation (highly desirable) u Experience in government agency specific payroll u Strong information software application skills and experience (Excel, Word, SQL, databases, etc.) u Strong problem solving, analytical, and organizational skills u A business process and systems oriented acumen u Strong oral and written communication skills u Ability to prioritize work in order to meet frequent and strict deadlines u Strong interpersonal and customer service skills u Experience with payroll accounting and labor cost allocation u Demonstrable experience in implementing successful process improvements u Understanding of employee benefits plans u Strong professional commitment to confidentiality and unquestionable integrity u Experience overseeing the work of others, including training, development, directing and motivating staff You will: u Oversee timely and accurate biweekly payroll processing u Provide administration and operational guidance to department payroll administrators u Review intricate payroll calculations and data entry for accuracy and compliance u Oversee complex year end processing and transition to new payroll year u Supervise staffing to allow for efficient payroll processing, appropriate workload distribution, and effective internal controls u Maintain strong relationships with County departments and external agencies u Ensure timely and compliant resolution of payroll inquiries by employees, department staff, and management u Reconcile third party benefits reporting u Assist in reconciliation of payroll revolving funds u Provide quarterly Department Payroll Administrator training, and develop pertinent and appropriate curriculum u Analyze complex timesheets and payroll adjustments for compliance with wage and hour laws, County Policies and MOUs u Maintain current procedural documentation
