Foxx Secretary U.S. Department of Transportation 1200 New Jersey Avenue SE Washington, DC 20590 Dear Secretary Foxx, I would like to express my support for the Texas Department of Transportation's FASTLANE application for the 52.1-mile section of State Highway 99, also known as Grand Parkway, project located on the northeast and east side of Houston. The project includes construction of a tolled, scenic highway on mostly new location to address the current inefficient connections to major roadways, communities, ports, and industries. Further, the project will help meet the traffic needs of the area based on the projected population and employment growth. As the third ring road around the Houston metropolitan area, Grand Parkway will facilitate freight and passenger traffic in and around the Port of Houston, which is ranked the number one U.S. port by foreign tonnage and sixth U.S. container port by total twenty-foot equivalent units. It will also provide connections to Cedar Bayou, which is considered a maritime highway, and the Trans-Global Solutions Cedar Port Industrial Park, which is the fifth largest intermodal logistics facility in the world. The Grand Parkway will also provide strategic connections to Interstate (IH) 10 and IH 69 to better facilitate regional and national travel from the region, including the Port of Houston. The benefits of the project not only facilitate the movement of commercial freight traffic, but it also provides a much needed alternate route for passenger vehicles in one of the largest metropolitan areas in the nation. This project has widespread support and is a coordinated effort amongst Texas Department of Transportation Houston and Beaumont Districts, METRO, Houston-Galveston Area Council, and Montgomery, Harris, Liberty, Fort Bend, Chambers, Galveston, and Brazoria Counties. 1

I emphasize my support ofthis regionally and nationally important project, and thank you for your consideration and hopeful selection of the Grand Parkway project for the FASTLANE program. Sincerely, Craig Doyal Montgomery County Judge 2

April 11, 2016 The Honorable Anthony R. Foxx Secretary U.S. Department of Transportation 1200 New Jersey Avenue SE Washington, DC 20590 Dear Secretary Foxx, The Alliance for I-69 Texas would like to express our support for the Texas Department of Transportation s FASTLANE applications for the Laredo I-35 /US 59 (future I-69) interchange project and the Grand Parkway project. The Alliance is a coalition made up of cities, counties, port authorities and community leaders building grassroots support for upgrading the entire Interstate 69 route in Texas. Both the Laredo and Grand Parkway projects will improve freight movement on segments of I-69. The Laredo project includes construction of the US 59 (future I-69) main lanes over I-35 and the direct connector from westbound US 59 to southbound I-35. The project facilitates the safety, efficiency, and reliability of freight and passenger traffic along the southern section of I- 35 and a portion of US 59 in the Laredo area, which ranked in the top five ports in 2014 by the Bureau of Transportation Statistics for trucks, train, transit, passenger vehicles, and pedestrians. The roadways and commercial/industrial areas served by this project are the backbone of commerce for the region and the nation, particularly as it relates to North American Free Trade Agreement (NAFTA) traffic. The State Highway 99 Grand Parkway project in the Houston region will facilitate the movement of goods and services to and from the Port of Houston, ranked first in US ports in terms of foreign tonnage, and the Trans-Global Solutions Cedar Port Industrial Park, the fifth largest intermodal logistics facility in the world. It will also enhance connectivity between existing interstate systems including I-69, I-10 and I-45. The Alliance for I-69 Texas emphasizes our support for both of these regionally and nationally important projects, and we thank you for your consideration of them for the FASTLANE program.
