Objective of the Study Introduce the Best Practices of the GHG Reduction Measures in Asian Countries/Region of World Energy Council Member Committees, and enhance the reduction actions of the countries/regions for assisting the achievement of their INDCs in COP21 Paris Agreement. Asian Countries/Region of WEC Member Committees: China, Japan, New Zealand, Singapore, Hong Kong, Malaysia, Pakistan, Thailand, India, Mongolia, Rep. of Korea, Indonesia, Nepal, Sri Lanka, 2

Scope of the Study Team members chosen by Asia Member Committees. Team selects the best practices of the measures, on which the GHG reduction plans (INDC) might be based on. Selection of best practices Thermal efficiency enhancement of fossil fuel-fired power plants Renewable energies (hydro, solar, wind, biofuels, geothermal and etc.) Nuclear power Energy efficiency programs (cars, electrical appliances, insulation of buildings and etc.) CH4/N2O/fluorinated gases reduction (collection of CH4 from garbage and/or sewerage) Forest carbon sinks measures Voluntary carbon trading CCS (Carbon Capture and Sequestration) and so on. 4

Methodology 1/2 [Step -1] Data and material collection of Council s Asia Region Member Committees' countries/region from: - The national energy plans - The GHG reduction plans and the climate action plans (INDC) submitted to COP21. - Other document of GHG reduction measures -Website and/or disclosed document [Step 2] Select the best practices to reduce GHG from the data collection. Criteria for the selection of the best practices are the effectiveness, applicableness and usefulness to other countries/regions for their future review of the plans. 5

Methodology 2/2 [Step 3] Team members produce the report on reduction measures of their country/region from the collected data and materials. The draft should be reasonably in detail so that the other countries/regions could consider reviewing their plans for the reduction of GHG in future. The Report will be finalised after circulating the draft Report within World Energy Council Asia Region Member Committees for their comments, and reflect these. 6

List of Best Practices of GHG Reduction Measures 3/3 Country, Region Malaysia New Zealand Republic of Korea GHG Measure Jatropha based additives Mitigation of agricultural greenhouse gas emissions Low-Income Energy-efficient Housing Program in Korea Renewable Energy Certificate (REC) incentives to wind and solar power plants with energy storage system (ESS) Objective To reduce the consumption of fossil fuels Research and demonstration of reducing agricultural methane and nitrous oxide Emissions To help low-income homes improve home comfort, lower the energy bills and decrease greenhouse gas emissions Additional points to those who install the energy storage system at their solar or wind power plants on assessment of their renewable energy certificates. 9

Conclusion To modify or to apply GHG reduction programmes by learning from other countries Best Practices, needs to check the effectiveness including their cost performances. As the objectives are same in any countries, collaboration and /or exchange of information regarding the research, demonstration of the GHG reduction measure would reduce the cost. It is essential to collaborate or to cooperate the research and demonstration to achieve the INDC targets which might be enhanced every 5 years. 10
