1.0 Purpose 1.1 This document defines the minimum quality requirements for suppliers providing manufacturing services to business units. 2.0 Scope / Application 2.1 This document is applicable for all business units. It applies to the procurement of materials, parts, and services associated with the manufacturing of parts in accordance with design criteria. This specification does not apply to the manufacture of purchased components designed by suppliers and used by business units. 3.0 Supplier Quality Outsourced Manufacturing Services 3.1 General Program Element Quality Program Verification General The supplier's quality system shall be described in a written manual or procedure with revision control and identification. The quality system manual should be approved and supported by the supplier's management and cover the requirements of either API Spec Q1 or ISO 9001 as a minimum. The quality system manual shall be submitted to the Sourcing Quality team for review and approval upon initial issue and/or revision. When the supplier is the holder of a current API License or ISO 9001 Registration Certificate, a copy of the applicable certificate may be submitted to the Sourcing- Quality team in lieu of the quality system manual as objective evidence of quality system implementation. When a supplier is approved by based on an API License or ISO Registration Certificate, the supplier is required by this specification to invoke the provisions of the applicable API License or ISO Registration to the work performed for Pressure Control business units. The supplier is responsible for providing updates to the GE Oil & Gas Sourcing Quality team for changes in QMS documentation or status of the API License or ISO 9001 registration. Validation and Approval of Special Processes When subcontractors, including the material manufacturer or material supplier, perform welding or nondestructive examination after final heat treatment of the material, the process validation requirements defined by this specification apply. Note: Process validation requirements also apply when GE PROPRIETARY UNCONTROLLED WHEN PRINTED OR TRANSMITTED ELECTRONICALLY PAGE 3 OF 18

Program Element General performing heat treatment or surface finishing processes such as nitriding, carbonitriding, gas carburizing, etc. that will not be validated by subsequent mechanical property testing (subsequent monitoring and measurement). Conflicts in Specified In cases where the purchase order disagrees with the referenced drawings or specifications, such differences should be discussed and resolved with the business unit that issued the affected purchase order. 3.2 Specific Quality Control Program Program Element Specific Quality Control Program Document Control The supplier shall ensure that all work performed for a business unit is in compliance with the requirements of the drawings, specifications, and instructions specified by the applicable purchase order. Note: In situations where the supplier manufactures a comparable part and wishes to offer the part to Pressure Control as an alternate manufacturing method, the specifications, and drawings for such parts shall be submitted to Engineering for review and approval. Purchasing Purchase orders for raw materials, welding, heat treatment, nondestructive examinations and calibration services shall be specific as to what is ordered and required of the sub-tier supplier (i.e., type, grade or other precise identification or description). Note: SQ Specifications referenced in this specification apply to purchase orders issued for materials and/or services used for orders. Material Control and Traceability Process Control System The supplier shall ensure that materials are properly identified and supported with documentation required by the applicable purchase order (i.e., materials test reports, NDT reports). Manufacturing processes shall be controlled and documented in accordance with the requirements of the supplier s quality system manual, API License or ISO Registration used as the basis for supplier approval by. Welding and Associated Stress Relief Welding is specifically prohibited on forgings and wrought materials without written approval by Engineering. Program Element Specific Quality Control Program section of this table for requirements regarding the processing of nonconforming materials. When welding is used for the repair of cast or wrought materials or fabrication required by a drawing or specification, the welding and associated stress relief operations shall be performed in accordance with Welding Procedure Specifications (WPS) that have been qualified according to the requirements of ASME B&PV Code, Section IX, Article 2 and the applicable product specification as defined by SQ-19. The WPS and supporting Procedure Qualification Record (PQR) shall be reviewed and approved by GE Oil & Gas Material Process Engineering (MPE) team prior to use on orders. Welders or Welding Operators, who perform welding operations on materials for, shall be qualified according to the requirements of ASME B&PV Code, Section IX Article 3. Heat Treatment (Initial Heat Treatment of Materials) The initial heat treatment of materials used in the manufacturing of products shall be performed in accordance with the requirements of the material specification required by the purchase order. Heat-treating furnaces used for normalizing, tempering, or annealing operations shall have temperature uniformity surveys performed at least annually according to the requirements of API Specification 6A, Annex M or SQ-07. Furnace controllers and recorders shall be calibrated according to the requirements of API Specification 6A, Annex M. Heat Treatment (Surface Conditioning Special Process) When performing heat treatment or surface finishing processes such as nitriding, carbonitriding, gas carburizing, etc., that will not be validated by subsequent mechanical property testing (subsequent monitoring and measurement) shall be validated based on destructive testing of a material test coupon. The results of this validation shall be submitted to the Sourcing Quality team for review and approval of the process by MPE prior to use for production. When changes are made to these processes, such as time and temperatures or other parameters that could affect the output of the process, the supplier shall re-validate the process in accordance with the applicable heat treat specification and re-submit validation testing documentation. The Sourcing Quality team shall maintain GE PROPRIETARY UNCONTROLLED WHEN PRINTED OR TRANSMITTED ELECTRONICALLY PAGE 5 OF 18

Program Element Specific Quality Control Program process validation documentation in the applicable suppliers qualification file. Nondestructive Testing (Special Process) Dimensional inspection Hardness Testing Nondestructive testing shall be performed in accordance with the requirements of GE Oil & Gas NDT Procedures or supplier s procedures that have been reviewed and approved by the GE Oil & Gas Engineering Technology team. Personnel performing NDT operations shall be qualified and certified according to the requirements of either SNT-TC-1A or ISO 9712, Level II minimum. When using SNT-TC-1A, the supplier s written practice describing the qualification and certification program for NDT Personnel shall be submitted to the Sourcing Quality team for review and acceptance by the GE Oil & Gas Engineering Technology team (Refer to SQ-10). All items produced for business units shall be dimensionally inspected to ensure compliance with the applicable requirements of the purchase order, QC-100, and QC-100-6A. Suppliers shall provide GE Oil & Gas with a Certificate of Compliance which certifies that items were dimensionally inspected in accordance with the applicable requirements of the purchase order, QC-100, and QC-100-6A. When hardness testing is stated on the EPS, parts shall be hardness tested in accordance with the specification(s) referenced on the EPS. Quantity of parts to be hardness tested (sampling or 100%) shall be defined by QC-100-6A for applicable part types. The EPS and/or material specifications will define the hardness test acceptance criteria. Control of Nonconforming Products When suppliers detect nonconformities to purchase order requirements that cannot be corrected without subsequent heat treatment operations, or if the supplier wishes to have an issue reviewed for possible concession, the supplier shall prepare and enter a GRV in the Global Rejection System or submit a Supplier Deviation Request (SDR) to the Pressure control buyer who issued the purchase order for review and disposition prior to shipment of the affected items. Program Element Specific Quality Control Program Inspection, Measuring, and Test Equipment Marking of Products General Monitoring and measuring equipment shall be calibrated and traceable to national standards. Note: Certain types of monitoring and measuring equipment, such as thread gauges, require calibration per ANSI or API specifications (See API Specification 6A and/or QC-100-6A). Physical constants may be used as the basis for calibration reference in case where national standards do not exist. Sub-suppliers used for calibration services shall comply with the requirements of ISO 17025 or equivalent international or national standard (See SQ-02) All parts shall be permanently marked in accordance with the EPS and drawing marking requirements. Stenciling shall be performed with low stress stamps (dot or rounded V). Lettering size shall be 1/4 high or greater (examples: bodies, bonnets, heads, spools, flanges, adapters, tees, crosses, tree caps, etc.). When parts are too small or the geometric shape makes it difficult or impractical to physically mark each part with this information, the information may be marked on the container or each part may be individually packaged and marked. When the marking location is too small for 1/4 steel stamping, smaller stamps, etching, or stenciling pen are acceptable (examples: valve stems, valve bore sealing mechanisms, small parts, etc.). All markings shall be legible after any required coatings. Marking for API Components Marking for Other Components API components identified in Section 5.1.2, 5.1.3, and 5.1.4 shall be marked as follows: Part Number and Revision (may be expressed as part number-revision) and the applicable purchase order number. Heat Number and Heat Treat Lot Number Serial number traceability is required for components designated as API Specification 6A, PSL-3 or PSL-4. When the supplier does not have an existing system for individual part serialization, the serial number shall be developed as follows: (PO Number) - (Line Item) - (unique number for each part). Other components identified in Section 5.1.5 shall be marked as follows: Part Number and Revision (may be expressed as part number-revision) and the applicable purchase order number. 3.3 Handling, Storage and Delivery 3.3.1 Handling of Products Handling practices shall include the use of appropriate pallets, containers, lifting equipment, vehicles, and storage environment to prevent damage to finishes, coatings, threads, or other features affecting performance and provide safety to personnel. Handling and moving items shall be in accordance with safe, accepted practices. Critical sealing surfaces and external threaded connections shall be adequately protected to preclude damage during handling. API ring grooves on parts shall not be placed directly on shop floors that have not been cleaned of shavings. Parts should be placed on pallets, boards, or thick cardboard for protection of ring grooves. Equipment shall not be lifted with metal straps or chains on or next to critical finished surfaces. Finished gates, seats, stems, seal subs, and other critical finished parts should be protected with individual wrapping (e.g., PVC tubes, netted or bubbled plastic), or boxed in a way to prevent damage during handling. 3.3.2 Storage and Preservation in Storage and in Transit General The storage and movement of products shall include appropriate precautions to prevent damage and deterioration. Storage practices shall include use of appropriate pallets, containers, lifting equipment and vehicles to prevent damage to finishes, coatings, threads, or other features affecting performance. Pallets should be free of protruding items such as nails that would nick sealing surfaces, ring grooves & etc or covered with cardboard or other protective materials and containers shall not be overloaded with items in size or weight. Metallic Components Carbon and low alloy steel components shall be protected by indoor storage, rust preventatives, packaging, etc. to prevent damage from rust or corrosion. Any component found to be showing signs of rust or corrosion shall be cleaned and protected. Loose ring gaskets shall be individually boxed or wrapped for protection. Several gaskets may be placed in a box together for GE PROPRIETARY UNCONTROLLED WHEN PRINTED OR TRANSMITTED ELECTRONICALLY PAGE 8 OF 18

3.3.3 Delivery protection, providing each gasket is individually wrapped and separated by cardboard or similar material. Valve bore sealing mechanisms, including gates and seats, shall have some type of protection such as cardboard, bubbled or netted plastic, PVC, etc. between each part for protection. Stems, threaded components, and sealing surfaces should be protected with such items as plastic sleeves, boxes, PVC, etc. to prevent damage during handling, transit, or storage. Components with internal threads should not require additional protection except for large parts, such as mandrel hanger bodies. Assembled Products All equipment shall be drained and lubricated after hydrostatic testing per the applicable specification or other requirements on the Purchase Order. Valve gate assemblies, seat assemblies, stems, and bonnet seal rings may be packed in shrink-wrap or other protective means. Delivery General Delivery of material, parts, and equipment shall be according to the requirements of established delivery practices and/or other requirements on the Purchase Order. Shipments of parts and products shall be tagged, labeled, or marked according to specified requirements. Shipments shall not be made until appropriate releases required by specified requirements are obtained. Packaging of Products - General Instructions The following guideline shall be used to ensure proper packing of parts for delivery: Packaging practices shall provide for protection from environmental and mechanical damage using appropriate coatings, protective covers, containers, cushioning and blocking materials, pallets and skids. All items with critical finishes, sealing surfaces, external threads and etc. must be individually wrapped (such as a bubble-wrap) and taped to protect it and prevent the item from coming out of the wrapping. Two or more items should never be wrapped together. GE PROPRIETARY UNCONTROLLED WHEN PRINTED OR TRANSMITTED ELECTRONICALLY PAGE 9 OF 18

Voids in packaging shall be filled with appropriate packaging materials that will not allow movement of the items being shipped to move. NOTE: Items such as gate assemblies are heavy and may compact the package filler material thus allowing the item to shift and move around in the container thus damaging the product. Exposed, unpainted, machined surfaces of rust sensitive finished products shall be protected with suitable rust preventive that will not become fluid at less than 125 o F. Conduits and body cavities shall be thoroughly cleaned of debris, metal cuttings, cutting oils and testing mediums before the application of body lubricants, filler greases, and protection for the exposed machined surfaces of finished products. Conduits, body openings, and end connections shall be capped or plugged to prevent the invasion of contaminants and/or mechanical damage during storage and delivery. Casing Heads shall be shipped with the flange-end down (with the exception of base plates attached to heads) on pallets. Tubing Heads shall have the largest flange face down on pallets. All outlets shall be protected from allowing foreign items from entering equipment. Seal areas shall be protected with a type of grease to prevent rusting during shipment. Selection of Container Types The following guideline shall be used to determine the correct packaging and crating when contracts do not define special packaging requirements: Small items such as seats, stems, smaller gate assemblies, studs & nuts, shall be packaged in separate containers to prevent heavier items from damaging them. Larger items such as larger gate assemblies and etc. must be boxed separately from smaller items. International Shipments International shipments must be protected in a manner consistent with the mode of shipment and to prevent damage form environmental exposure during transit. 4.0 Responsibilities The Quality Management Representative and the personnel responsible for the purchasing of products and services for each business unit are jointly responsible for ensuring complete implementation and compliance with this specification. 5.0 Quality Records The following records produced by this procedure are considered Quality Records and shall be maintained and controlled according to the requirements in OGQ-0102 - Record Control: 5.1 Certification and Documentation 5.1.1 General When this specification is invoked as a requirement for materials being purchased by subcontractors contracted to provide completed components to business units, the supplier is required to provide a Certificate of Compliance to purchase order requirements and a Certified Material Test Report (CMTR) that complies with the certification requirements of EN 10204, 3.1.B as a minimum. Additional documentation may be specified by the EPS and/or purchase order. Suppliers shall provide a Manufacturer s Certificate of Compliance, and certify compliance to the purchase order requirements and applicable specifications. For those suppliers who elect not to utilize Pressure Control Form Manufacturer s Certificate of Compliance (), the supplier must provide Certificates of Compliance that includes all information as required by Form Manufacturer s Certificate of Compliance ().
