Regional Workshop Strategic Planning for Agricultural and Rural Statistics Bangkok 17-19 March 2015 Progress in implementing the Global Action Plan Christophe DUHAMEL, Carola Fabi, Global Office FAO
Outline Reminder on the Global Strategy How far are we in the implementation? Progress on the research component
Reminder on the Global Strategy Three pillars: 1. Enable countries to regularly produce a reliable minimum set of core agriculture statistics 2. Ensure better integration of agriculture into national statistics systems 3. Strengthen national capacity and governance
How? Addressing urgent needs Sector Plans (SPARS) Country assessments incl. Assessment Technical Assistance Training Research: cost-effective methods; guidelines
Funding: the situation Total budget: 84 M USD Total committed: 41 M USD Recently added EU funds: 10 M USD for Africa (AfDB) Global Trust Fund put in place and disbursements made to regional implementing partners (UNECA, UNESCAP, AfDB, FAO) Still 3 regions without funding: LAC, Near East, CIS
How far in the implementation?
Governance Global governance put in place and functioning Regional mechanisms functioning Action plan extended: 2012-2016 > 2012-2017 Regional action plans: Africa and Asia-Pacific operational LAC, CIS, Near East to be finalised
Implementation at global level Coordination: improved with regional implementing partners New M&E framework, articulated with regions GS, umbrella for other TA initiatives and the Research component: Communication tools: e-bulletin, booklets, website
Implementation in Africa (1) Two implementing partners African Development Bank regional office for TA UNECA for Training Regional Steering Committee Chaired by Uganda and Cabo Verde 4 th virtual RSC in January 2015 to approve the 2015 work plan
Implementation in Africa region (2) Country Assessments and In-Depth Country Assessments (IdCA) CA carried out in 2012 on 52 countries used for selecting priority countries Final report on Statistical Capacity Indicators published in November 2014, groups of countries by statistical capacity and relative Ag sector size IdCA for 3 countries, IdCA in 26 additional countries as part of the SPARS As from 2015, the IdCA will be incorporated in the SPARS process Support Strategic Plan for Agriculture and Rural Statistics (SPARS) Two regional workshops in November 2014 and January 2015 Strengthened national governance mechanisms to facilitate SPARS SPARS developed in Burundi, Tanzania, advanced stage in Benin, Cape Verde, Cote d Ivoire, Senegal and Kenya, in progress in Sudan 26 requests for TA in SPARS development Technical Assistance on new cost-effective methods to start following priorities identified through CA
Statistical capacity indicator in Africa
Country ranking in Africa
Implementation in Africa region (3) Training activities Development of standard curricula in Agriculture Statistics at senior technician, bachelor s and master s level Development of four syllabuses on Agricultural Census and Survey Agricultural Data Processing Economic Accounts for Agriculture Sampling design for Agricultural Surveys Scholarships to 33 students in the regional training centres Up grading of training centres equipment Planned training activities 2015-2017 Specialization programme in Agricultural Statistics Short term Scholarship Follow-up and support of Training Needs Analysis and HR development Synergies with TA and RE components - Short-training
Which progress on research?
OUTLINE RECALLING THE GOAL OF RESEARCH PROGRAMME MODALITIES OF IMPLEMENTATION RESEARCH ACTIVITIES FOR 2015 OUTCOME OF RESEARCH PROGRAMME IN 2015 REQUESTED FEEDBACK
Goal of Research programme contribute to significant improvement in quality, reliability, costeffectiveness of agricultural statistics in developing countries BY: developing cost-effective methods (new methodological and technological developments) documenting, consolidating and disseminating good practices inputs for developing guidelines, handbooks and training materials for Technical Assistance and Training
Modalities of implementation (1) For the outcome of Research programme to be used by countries at early stage, GO launched in 2014 a technical report series (electronic) publications for making available: Selected Technical papers reviewed by SAC and external peer reviewers and edited Advanced draft guidelines and handbook reviewed by SAC and/or dedicated expert groups Joint publications with other partner institutions (Livestock project, LSMS, JRC etc) Working papers a new series of expert-reviewed papers awaiting SAC comments This will continue in 2015
Modalities of implementation (2) Approach adopted in 2014 will continue: Increase delivery capacity by outsourcing some activities through LoAs Strengthen complementarity and synergy with other research initiatives Results thus produced in 2014: 11 publications including 5 guidelines/handbooks and 6 technical papers available online at www.gsars.org/category/publications/
