Energy Efficient, Green Building Incentives and Rebates 10/30/2009 Energy Efficient, Green Building Incentives and Rebates FEDERAL Energy Efficient New Construction Tax Credit Builder Credit- Provides a credit to an eligible contractor who constructs a qualified new energy efficient home. For qualified new energy efficient homes (other than manufactured homes), the amount of the credit is $2,000. http://www.irs.gov/pub/irs-drop/n-06-27.pdf Renewable Energy Tax Credit Homeowner- Tax credits are available at 30% of the cost, with no upper limit through 2016 (for existing homes & new construction) for: Solar Water Heat Photovoltaics, Wind Fuel Cells Geothermal Heat Pumps Other Solar Electric Technologies STATE Production Incentives This production incentive is for individuals, businesses, and local governments that generate electricity from solar power, wind power or anaerobic digesters. The incentive amount paid to the producer starts at a base rate of $0.15/kWh and is adjusted by multiplying the incentive by the following factors: For electricity produced using solar modules manufactured in Washington state: 2.4 For electricity produced using a solar or wind generator equipped with an inverter manufactured in Washington state: 1.2 For electricity produced using an anaerobic digester, by other solar equipment, or using a wind generator equipped with blades manufactured in Washington state: 1.0 For all other electricity produced by wind: 0.8 These multipliers result in production incentives ranging from $0.12 to $0.54 per kilowatt-hour (kwh), capped at $5,000 per year. Ownership of the renewable-energy credits (RECs) associated with generation remains with the customer-generator and does not transfer to the state or utility. 1

Puget Sound Energy 2009 BUILDER INCENTIVES The details Incentives apply to single-family, detached housing and any attached housing with four units or less.* PSE reserves the right to inspect or verify products upon request. Up to $800 incentive on ENERGY STAR qualified pin-based compact fluorescent light (CFL) fixtures Instant incentive received during point of purchase at participating retail showrooms. Limited to 40 fixtures per home. Up to $350 incentive for each air-source electric heat pump Tiered incentives: $350 for a certified HSPF of 9.0 or higher and a SEER of 14.0 or higher, or $200 for a certified HSPF of 8.5 and a SEER of 14.0 or higher. $350 incentive for each ENERGY STAR qualified natural gas furnace Furnace must be rated at least 90 percent efficient and must be the primary source of heat to qualify. $350 incentive for duct sealing associated with natural gas furnace performance testing To qualify, natural gas furnace must be the primary source of heat. Insulation R-8 (ducts inside heated space exempt from incentive). Sealing - Mastic (tapes not allowed). Maximum leakage measures less than 0.06 CFM per square foot or 75 CFM total @ 50 Pa. Applies to qualified Northwest ENERGY STAR homes, or provide utility with documentation that duct sealing and performance testing meet the NWESH specification. System must be tested by a certified performance tester. Up to $300 incentive / $3 per bulb for ENERGY STAR qualified CFL bulbs Instant incentive received during point of purchase at participating retail showrooms. Limited to 100 bulbs per home. Up to $100 instant home bonus on ENERGY STAR qualified home Home must be built by a Northwest ENERGY STAR builder. The bonus applies to new homes qualified by Northwest ENERGY STAR Homes. In order to receive the home bonus PSE has to acquire savings from, at minimum, one measure in the home. Homes built in PSE s natural gas service area receive a $50 bonus; homes built in PSE s electric service area receive a $50 bonus; and homes built in PSE s combined service area receive a $100 bonus. Up to $100 incentive for each ENERGY STAR qualified clothes washer Tiered incentives for clothes washers: $50 for modified energy factor (MEF) of 1.8-1.99, $75 for MEF of 2.0-2.19, or $100 for MEF of 2.2 and above. $150 incentive for each natural gas tankless water heater Must have 0.82 or higher energy factor. $40 incentive for each natural gas water heater Must have 0.62 or higher energy factor, and have a capacity of 20-100 gallons of storage with a maximum input of 75,000 BTU / hour. $20 incentive for each ENERGY STAR qualified dishwasher Must have an energy factor of.65 or higher. *Apartment buildings are not eligible for single-family builder incentives but may qualify for incentives through our multifamily program. Single-family incentives depend on installed equipment efficiency and energy type provided by PSE. To receive incentives, qualifying lighting and electric appliances must be installed in PSE electric service area and qualifying/eligible natural gas appliance and equipment must be installed in PSE s natural gas service area. Customer MUST heat home with natural gas provided by Cascade Natural Gas for all incentives. Water-heating fuel MUST be provided by Cascade Natural Gas for all water-heating incentives. Dual-Fuel homes are not eligible for Cascade Natural Gas incentives. (A heat pump combined with a gas furnace is an example of dual-fuel.) Energy-saving measures must meet program requirements. Terms and Conditions Eligibility: Energy conservation or energy-efficiency incentives/rebates are available to residential customers of Cascade Natural Gas Corporation (CNGC) served on rate schedule 503 in the State of Washington. Customer must heat home with natural gas provided by CNGC to qualify for heating incentives. Customer must heat water with natural gas provided by CNGC to qualify for all water-heating incentives. Incentive will be paid after completion and verification of the energy-saving measure/s and submission of all required documentation. Customers are advised to retain a copy of this rebate application and any other documentation submitted to CNGC under this program. Support Documentation: This rebate application and any additional required documentation must be filled out completely, truthfully and accurately. An invoice itemizing the products purchased and/or worked performed must be submitted with this application form. The document must include (a) the date of purchase and/or date of service and total project costs, (b) the size, type, make, model, or part number for the energy savings products, (c) a description of any installation charges or other labor charges. The Company will not be responsible for lost documentation pertaining to the rebate request. Payment: Incentives shall be paid directly to the qualifying participant in the amount authorized at the date of the measure s completion. Application must be postmarked and submitted to CNGC for processing no later than 90 days following installation of required measure. Please allow four to six weeks for incentive processing. Eligible measures must be installed during the effective dates of the current residential Conservation Incentive Program tariff (http://www.cngc.com/rnt.asp) to qualify for a rebate. Measures: Incentive rebates for authorized energy saving measures are limited to the amounts provided on the company s tariffs 300, 301, 302. All rebated measures must meet CNGC s energy conservation specifications. Current incentives, specifications and rebate amounts are identified on the Company s website at www.cngc.com and are subject to change. Please contact CNGC s conservation department with any questions. Access and Evaluation: CNGC and/or its representatives may request access to the property on which energy saving measures have been completed and/or installed and may review and evaluative the project during and after completion. Participants agree to provide access to the property for the purpose described above. Consent to Release of Customer Information: Participants consent to the release of their customer information (including name, service and mailing addresses, phone number, and account number) by CNGC to its designated internal or third party representatives for the purpose of (1) issuing applicable conservation or efficiency rebates; (2) verifying completion and/or installation of qualified energy saving measures. Northwest ENERGY STAR Homes MODEL HOME INCENTIVE Each active Northwest ENERGY STAR home builder is eligible to receive up to $2000 in Model Home Incentive money, while funds are available through 12/31/09. Each builder may receive $500 per home for two homes, and an additional $1000 incentive is available for one home included in an advertised parade of homes. A single home may not qualify for both the $500 incentive and the $1000 incentive. To apply for the incentive fill out the form and follow the steps below, and please feel free to contact us if you have any questions.
