Date: Re: Industrial User Survey Dear Customer: The City of Dallas, Water Utilities Department, Pretreatment & Laboratory Services Division is required by the Environmental Protection Agency (EPA), the Texas Commission on Environmental Quality (TCEQ), and the Trinity River Authority (TRA) to update all industrial user information for industries located within the City of Dallas. This request for information is made in accordance with Chapter 49 of the Dallas City Code (Water and Wastewater) and the Federal regulations [40 CFR 403.8(f)(2)(I)] which requires Control Authorities to identify and locate all IUs that might be subject to the pretreatment program as part of program development and maintenance. Please take the time to complete the attached questionnaire and return the completed survey within thirty (30) days of receipt. Thank you for your help in handling our request. If you have any questions, please contact me at 214-243-2362 or by email at joseph.fielding@dallascityhall.com. Sincerely, Joseph Fielding Joseph Fielding Interim Pretreatment Coordinator File. Water Utilities Department Pretreatment and Laboratory Services Division 2626 Lombardy Lane, Suite 105 Dallas, Texas 75220-2500 214/670-6749 Fax 214/243-2645 A city utility providing regional water and wastewater services vital to public health and safety.

Industrial Wastewater Discharge Permit Requirements The Water Utilities Department, Pretreatment and Laboratory Services Division, operates an EPA approved Pretreatment Program. This program oversees those provisions of the Clean Water Act and the Dallas City Code Chapter 49, which are applicable to Dallas area industries discharging industrial wastes to the wastewater collection and treatment system. One provision of the approved Pretreatment Program is the requirement that all significant industrial users of the wastewater system obtain and maintain a Wastewater Discharge Permit. Section 49-46 of the Dallas City Code states. A significant industrial user commits an offense if he discharges, or allows the discharge of, industrial waste into the wastewater system without obtaining and maintaining a valid significant industrial user permit from the director.. A significant industrial user is defined as any user that: (A) (B) (C) (D) discharges an average of 25,000 or more gallons of wastewater per day into the wastewater system, excluding normal domestic wastewater, non-contact cooling water, and boiler blowdown water; is defined as subject to national categorical pretreatment standards by the United States Environmental Protection Agency; contributes a stream of wastewater that makes up five percent or more of the average dry weather hydraulic or organic capacity of the city s wastewater treatment plant; or is deemed by the director to be a significant non-domestic discharge source that alone or combined with other sources may cause pass through, interference, or sludge contamination in the wastewater system. Therefore, any industry planning to operate and discharge industrial waste to the wastewater system within the City of Dallas should contact the Pretreatment and Laboratory Services Division to establish construction and permit requirements prior to construction. Failure to do so may result in unnecessary cost and delays in order to revise the discharge and/or pretreatment system to meet city requirements after construction. Any questions regarding the need for a permit or any other provisions of the Pretreatment Program should be directed to: Pretreatment Section 2626 Lombardy Lane, Ste.105 Dallas, TX 75220 214-243-2362

The following industrial categories require an industrial wastewater discharge permit. These industries should be aware of the City of Dallas permit requirements. In addition, any industry that will be discharging process wastewater to the wastewater collection system should contact the Pretreatment and Laboratory Services Division to determine if any permit requirements are applicable.
