4 AFMCI20-104 17 NOVEMBER 2017 Chapter 1 INTRODUCTION 1.1. Background. The Department of Defense has recognized Item Unique Identification as a key Automatic Identification Technology enabler for improving enterprise-wide asset visibility and accountability in the supply chain. Department of Defense Instruction 8320.04, Item Unique Identification Standards for Tangible Personal Property, requires the global use of Unique Item Identifiers as a common key in financial, property accountability, acquisition, supply, maintenance, and logistics systems. Tangible personal property refers to property that can be physically moved to include Class II, V, VII, VIII, and IX. The enterprise-level implementation of Item Unique Identification will allow for tracking of military and general equipment assets throughout their life cycle, resulting in enhanced capabilities for logistics, engineering, and financial management. These enhancements will lead to supply chain optimization, performance improvements, and process streamlining. 1.2. Purpose. The primary purpose of Item Unique Identification is to provide the Air Force the capability to generate and collect unique item data for managing materiel of uniquely identified items in order to enhance asset visibility, financial accountability, and improve weapon system life cycle management. 1.3. Scope. The scope of this instruction includes qualifying tangible personal property that requires item level traceability and is procured or sustained by Air Force Materiel Command. This includes Class II, Class V, Class VII, Class VIII and Class IX items procured or sustained by others on behalf of Air Force Materiel Command. 1.4. Item Unique Identification. Item Unique Identification is the Department of Defense s initiative to mark qualifying tangible personal property with a symbol containing a Unique Item Identifier data set to construct a globally unique and unambiguous item identifier using the International Organization for Standardization/International Electrotechnical Commission 16022 EEC 200 two-dimensional data matrix encoding (reference Attachment 2, Standardization of United States Air Force Item Unique Identification Data Matrices, for specific data matrix format requirements). Automatic Identification Technology includes linear barcodes, twodimensional (2D) barcodes, and Radio-Frequency Identification technologies along with the computerized infrastructure of optical readers and scanners to collect and associate data with items. In accordance with Department of Defense Instruction 8320.04, Department of Defense Components must enable the use of Unique Item Identifiers with Automatic Identification Technology readers and electronic data interchange. 1.4.1. Automated Information Systems are computer information systems that store and process data collected using Automatic Identification Technology to enable better decision processes concerning the management of items. 1.4.2. The objective of Item Unique Identification is to improve the availability of Military Equipment while reducing sustainment costs. This is achieved by having timely and reliable data on Air Force property. With higher-quality data, better item maintenance and procurement decisions are feasible to ensure that proper items are available for Warfighters at the desired location when needed, without requiring excessive amounts of resources in secondary inventories.

Item Unique Identification will improve weapon system reliability and maintainability by providing the capability to uniquely track, monitor, and manage reparable assets across the maintenance enterprise. Uniquely identified reparable assets will enable item managers, engineers, and maintenance personnel to identify bad actor assets repeatedly fail to meet reliability standards. Removing bad actor assets from the reparable asset pool, and providing reliable replacements, will decrease maintenance removals and asset repair actions thereby increasing weapon system reliability and maintenance capacity. 1.4.4. Improved logistics processes through Item Unique Identification include depot maintenance, warranty management, safety-of-flight item management, and an overall improvement of the disposal process. 1.4.5. The financial management community expects enhanced asset visibility, enabled by Item Unique Identification, to achieve Financial Improvement and Audit Readiness, as well as accurate physical inventory reporting and asset valuation. 1.4.6. Other benefits realized as a result of Item Unique Identification include parts life usage determination, parts availability, automated data capture, repair/materiel demand planning, deployed support equipment management, and timely parts location.

6 AFMCI20-104 17 NOVEMBER 2017 Chapter 2 ROLES AND RESPONSIBILITIES 2.1. Overview. This chapter defines roles and responsibilities for organizations accountable for managing and executing Item Unique Identification within Air Force Materiel Command. Additional complementary functional and organizational directions and details to execute roles and responsibilities can be found throughout this document and in Air Force Instruction 63-101/20-101. 2.2. Headquarters Air Force Materiel Command designates: 2.2.1. Air Force Materiel Command/A4 shall lead Item Unique Identification implementation and management for Air Force Materiel Command. As the Command s Item Unique Identification lead, A4 shall work with A5/A8/A9, applicable Centers and Program Managers to consolidate Program Objective Memorandum inputs to implement and resource Item Unique Identification at all levels for all Air Force assets in the various classes of supply. 2.2.2. The Air Force Materiel Command Automatic Identification Technology Program Office within Air Force Materiel Command/A4N shall oversee project implementation and the implementation of Automatic Identification Technology applications and tools to exploit and enable Serialized Item Management in support of functional owner requirements. 2.2.3. The Air Force Materiel Command Logistics Readiness Division Air Force Materiel Command /A4R shall develop and maintain Item Unique Identification operational use policy. 2.2.4. The Air Force Sustainment Center shall lead marking and registration of legacy Class VII and Class IX items with an Item Unique Identification requirement during a depot repair activity. Item owners shall ensure newly marked assets are entered into the Department of Defense Item Unique Identification Registry. 2.2.5. The Air Force Nuclear Weapons Center shall serve as the executive agent for management of Nuclear Weapons-Related Materiel with responsibility for Item Unique Identification implementation on Nuclear Weapons-Related Materiel assets. 2.2.6. The Air Force Life Cycle Management Center shall serve as the lead organization to ensure Item Unique Identification compliance during acquisition and sustainment life cycle management of systems (in accordance with Air Force Instruction 63-101/20-101). 2.2.7. All Centers and subordinate organizations shall incorporate Defense Federal Acquisition Regulation Supplement policy for item identification and valuation requirements into applicable solicitations and contracts resulting in the delivery of tangible personal property to the Air Force. 2.3. Air Force Materiel Command Systems Integration Division (A4N) is responsible for the Air Force Materiel Command Automatic Identification Technology Program Office and shall:

Act as the Air Force Materiel Command agent for planning, managing, and implementing Item Unique Identification on Air Force owned assets to provide positive identification, visibility, and capturing of supply chain events. 2.3.2. Serve as the lead organization for Item Unique Identification implementation and project execution within Air Force Materiel Command. 2.3.3. Provide subject matter expertise to Headquarters United States Air Force, Headquarters Air Force Materiel Command, and Air Force Materiel Command organizations on Automatic Identification Technology and Item Unique Identification implementation. 2.3.4. Implement enterprise solutions and applications to advance Air Force Materiel Command Automatic Identification Technology and Item Unique Identification capabilities. 2.3.5. Receive, consolidate, and submit requirements affecting enterprise-wide implementation to develop budget submissions. 2.3.6. Consolidate and report Item Unique Identification and Automatic Identification Technology implementation metrics to Headquarters United States Air Force/A4 in order to achieve total asset visibility as required. 2.3.7. Prepare and maintain, as needed, Class of Supply based Item Unique Identification implementation plans to mark legacy assets. 2.3.8. Host and lead project reviews, working groups, and other ad hoc teams governing or facilitating Item Unique Identification implementation within Air Force Materiel Command. 2.3.9. Maintain support for and implementation of Item Unique Identification marking for candidate populations based on Headquarters United States Air Force direction. 2.3.10. Coordinate with Air Force Major Commands on Item Unique Identification issues and implementation activities. 2.3.11. Interpret and disseminate Department of Defense and Air Force Item Unique Identification policy to Air Force Materiel Command staff offices and Centers. 2.3.12. Serve as the lead advocate for requirements and proposed changes for Air Force Logistics and Materiel Readiness information systems in support of Item Unique Identification system requirements. 2.3.13. Serve as the Air Force Materiel Command lead for technology integration in support of Item Unique Identification. 2.4. Air Force Materiel Command Logistics Readiness Division shall: 2.4.1. Serve as the lead for development of Item Unique Identification operational use policy within Air Force Materiel Command. 2.4.2. Provide supplemental guidance, as applicable, on Item Unique Identification implementation and inclusion into functional processes and organizations. 2.5. Air Force Materiel Command Maintenance Division shall: 2.5.1. Include Item Unique Identification requirements, as needed, in policy development. 2.5.2. Provide supplemental guidance on Item Unique Identification implementation and inclusion into depot maintenance processes and organizations.

Provide supplemental systems engineering guidance on Item Unique Identification implementation, as required. 2.7. Air Force Materiel Command Contracting shall: 2.7.1. Provide subject matter expertise and act as Office of Primary Responsibility within Air Force Materiel Command for Air Force policy and guidance on procurement activities as it applies to Item Unique Identification implementation. 2.7.2. Support the Command through the inclusion of appropriate Item Unique Identification Defense Federal Acquisition Regulation Supplement contract clauses for the acquisition of both stock listed and non-stock listed assets in all solicitations, contracts, and commercial acquisitions. 2.8. Air Force Materiel Command Financial Management shall: 2.8.1. Provide management and oversight in the use of Item Unique Identification appropriated program funds and the Working Capital Fund. 2.9. Air Force Materiel Command Strategic Plans, Programs, Requirements, & Assessments (A5/A8/A9) shall: 2.9.1. Assist Air Force Materiel Command organizations, as necessary, with Item Unique Identification Program Objective Memorandum requirements. 2.10. Air Force Materiel Command Communications (A3/6) shall: 2.10.1. Support the identification of cyberspace requirements for Item Unique Identification at Air Force Materiel Command installations. 2.10.2. Provide subject matter expertise within Air Force Materiel Command for Air Force cyberspace policy and guidance as it applies to Item Unique Identification implementation. 2.11. Air Force Sustainment Center shall: 2.11.1. Serve as the lead organization for marking legacy depot items that meet requirements for Item Unique Identification marking and registration in the Department of Defense Item Unique Identification Registry. 2.11.2. Serve as the lead organization for the sustainment of Item Unique Identification related technologies. 2.11.3. Appoint an Office of Primary Responsibility, in writing, to lead and manage overall Item Unique Identification activities within the Air Force Sustainment Center. 2.11.4. Appoint Offices of Primary Responsibility, in writing, as functional representatives for each maintenance complex. The Offices of Primary Responsibility shall act as the representatives for Item Unique Identification program implementation at each maintenance complex, coordinating activities for all organizations supporting Item Unique Identification marking of assets flowing through the depot repair process.

Submit planned Item Unique Identification implementation and sustainment budget requirements for all asset marking hardware to Air Force Materiel Command/A4N. 2.11.6. Sustain Item Unique Identification marking for all items on Air Force Sustainment Center accountable records. 2.11.7. Report marking and compliance metrics to Air Force Materiel Command/A4N concerning Item Unique Identification implementation as required. 2.11.8. Reference the Item Unique Identification indicator in the Defense Logistics Agency Federal Logistics Information System and D043A to determine the need for inclusion of an Item Unique Identification marking requirement into acquisition contracts. 2.11.9. Actively maintain the Item Unique Identification marking requirement indicator in D043A and manage updates to Federal Logistics Information System and D043A for Air Force Sustainment Center managed assets. 2.12. Air Force Life Cycle Management Center shall: 2.12.1. Serve as the lead organization to provide Item Unique Identification related supplemental guidance to Program Managers. 2.12.2. Appoint an Office of Primary Responsibility, in writing, to lead and coordinate overall Item Unique Identification activities within the Air Force Life Cycle Management Center. 2.12.3. Review, advise upon, and approve suggested Item Unique Identification related engineering changes and Technical Order changes as appropriate. 2.12.4. Serve as the lead organization for guidance to Program Managers on Item Unique Identification issues specific to Operational Safety, Suitability, and Effectiveness requirements on parts identified for marking, with the exception of Nuclear Weapons-Related Materiel. 2.12.5. Ensure Program Managers are in compliance with Item Unique Identification implementation guidance. 2.12.5.1. Ensure Program Managers begin Item Unique Identification implementation planning after the program has been formally established and include the approved Item Unique Identification Implementation Plan in the Systems Engineering Plan in accordance with Air Force Instruction 63-101/20-101. For more information and nondirective best practices (for example, recommended plan template and coordination path), refer to Air Force Pamphlet 63-128, Integrated Life Cycle Management. 2.12.6. Serve as Command s lead organization for all Air Force T-1 and T-2 modifications. 2.12.7. Validate and update Headquarters United States Air Force Item Unique Identification candidate populations against program Item Unique Identification implementation plans. 2.12.8. Reference the Item Unique Identification indicator in the Federal Logistics Information System and D043A to determine the need for inclusion of an Item Unique Identification requirement into acquisition contracts. 2.12.9. Coordinate conventional munitions (class V) Item Unique Identification guidance and issues with the Joint Ordnance Commanders Group.

Serve as the lead organization for guidance to Program Managers on Item Unique Identification issues specific to Airman and Family Services, base communications, chaplain services, civil engineering, contracting, logistics readiness, public affairs, security forces, and financial management programs. 2.13.2. Sustain Item Unique Identification marking for all equipment items on Air Force Installation and Mission Support Center accountable records. 2.13.3. Ensure applicable Defense Federal Acquisition Regulation Supplement language is included in the acquisition of assets. 2.13.4. Reference the Item Unique Identification indicator in the Federal Logistics Information System and D043A to determine the need for inclusion of an Item Unique Identification requirement into Air Force Installation and Mission Support Center acquisition contracts. 2.13.5. 12 AFMCI20-104 17 NOVEMBER 2017 Chapter 3 ITEM UNIQUE IDENTIFICATION IMPLEMENTATION 3.1. General. The population of assets subject to Item Unique Identification marking includes items with inherent item level traceability. Items deemed by the appropriate materiel manager to require Item Unique Identification are thereby given an item level traceability requirement. This instruction provides direction on implementing Item Unique Identification for all qualifying items with additional direction on items with item level traceability requirements. 3.1.1. The Air Force utilizes an Item Unique Identification candidate identification methodology based on classes of supply. Each class of supply (Class II, Class V, Class VII, Class VIII and Class IX) is analyzed for National Stock Numbers which meet Office of the Secretary of Defense marking criteria and provide value to the Air Force. 3.1.2. Materiel Managers shall implement Item Unique Identification for existing personal property in inventory and operational use, including items manufactured by organic Department of Defense depots. They must record the Item Unique Identification data in the Department of Defense Item Unique Identification Registry for those items that meet the criteria for Item Unique Identification per Department of Defense Instruction 8320.04; refer to Figure 1 on page 12 of Instruction 8320.04 for further guidance. (T-0). 3.2. Determining Items Requiring Item Unique Identification. 3.2.1. The Office of the Secretary of Defense sets forth the policy for Department of Defense Item Unique Identification implementation. 3.2.2. Department of Defense Instruction 8320.04 establishes the policy and criteria that qualify an item for Item Unique Identification implementation. 3.2.3. Defense Federal Acquisition Regulation Supplement 211.274-2 establishes the mechanism to direct vendors to implement Item Unique Identification within acquisitions. 3.2.4. The Air Force uses the Department of Defense Instruction 8320.04 decision criteria flowchart on page 12 of said Instruction to determine Item Unique Identification applicability per asset. 3.3. Managing the Federal Logistics Information System and D043A Item Unique Identification Indicator. 3.3.1. The Federal Logistics Information System catalogue contains an Item Unique Identification indicator field that specifies if a stock listed item requires Item Unique Identification marking, as well as Department of Defense Item Unique Identification Registry registration. The Federal Logistics Information System Item Unique Identification indicator is either N for no or Y yes. The Air Force D043A Master Item Identification Database has a separate Item Unique Identification indicator field per stock listed item as part of the Item Management Control System software suite. The D043A value of 0 indicates an Item Unique Identification requirement does not currently exist for that item. This will correspond to a Federal Logistics Information System Item Unique Identification indicator of N. The D043A value of 1 indicates an Item Unique Identification requirement exists for the item and the Federal Logistics Information System Item Unique Identification indicator equals

The D043A value of 2 indicates an Item Unique Identification requirement exists for the item but the Federal Logistics Information System Item Unique Identification indicator equals N and requires an update to Y. Refer to the D043A HELP Screen for the numeric Item Unique Identification values and their definitions. 3.3.1.1. For all assets with the Air Force as the Primary Inventory Control Activity, the materiel manager shall work with Air Force Sustainment Center/Logistics Operations Division to set or update the Item Unique Identification indicator in the Federal Logistics Information System and D043A to the appropriate setting using the criteria found in Department of Defense Instruction 8320.04. (T-0). 3.3.1.2. For all new and legacy stock listed items, the Item Unique Identification indicator in the Federal Logistics Information System and D043A must be referenced to identify if an item has an Item Unique Identification requirement. 3.3.1.3. When the Primary Inventory Control Activity materiel manager determines that a change of Item Unique Identification requirement is required, and: 3.3.1.3.1. If the change to a National Stock Number is from Item Unique Identification required to no Item Unique Identification required, the materiel manager shall initiate the change to the Item Unique Identification indicator value in D143C. The materiel manager must include justification in the remarks section of the D143C revision to the Item Unique Identification Indicator. 3.3.1.3.2. If the change to a National Stock Number is from no Item Unique Identification requirement to Item Unique Identification required, the materiel manager must send a change request to the Air Force Sustainment Center/Logistics Operations Division mailbox: IMCSCustomerSer@us.af.mil for approval. The change request must include justification for the change to the Item Unique Identification indicator. 3.3.1.4. If the change request is accepted and the Item Unique Identification Indicator has changed in both Federal Logistics Information System and the D043A, the PICA Materiel Manager must update the applicable Item Unique Identification implementation plan accordingly. 3.3.1.5. Program Managers shall ensure that the Item Unique Identification Indicator is updated for all items included in their implementation plans. Program Managers shall include setting the Item Unique Identification indicator as part of the standard cataloging checklist. 3.3.1.6. If the change request is rejected, the Item Unique Identification indicator will remain as-is in Federal Logistics Information System and D043A. 3.3.1.7. The requesting activity must ensure all contracts include the appropriate Defense Federal Acquisition Regulation Supplement Item Unique Identification requirement language when there is an Item Unique Identification requirement. 3.4. Determining Item Unique Identification Requirements for Legacy Assets. 3.4.1. Class II assets requiring Item Unique Identification will be developed with direction from Class II functional item managers to identify Item Unique Identification requirements.

Class V assets requiring Item Unique Identification will be developed with direction from Class V functional item managers and in accordance with Air Force Instruction 21-201, section 3.24, to identify Item Unique Identification requirements. 3.4.3. Class VII Item Unique Identification legacy asset marking will adhere to requirements as outlined in Air Force Instruction 23-101. 3.4.4. Class VIII assets requiring Item Unique Identification will be developed with direction from Class VIII functional item managers to identify Item Unique Identification requirements. 3.4.5. Legacy Class IX Item Unique Identification asset population will be based on Air Force reparable assets that meet all of the following criteria: 3.4.5.1. Depot Level Reparable assets with a positive Federal Logistics Information System and D043A Item Unique Identification indicator. 3.4.5.2. Depot Level Reparable assets with an active buy or repair requirement for the previous two years, or with a buy or repair requirement that is projected for the next three years. 3.4.5.3. Depot Level Reparable assets with a Source of Supply/Source of Repair of an Air Force depot. 3.4.6. Nuclear Weapons-Related Materiel identified by the materiel manager as having an Item Unique Identification requirement shall follow standard Item Unique Identification marking and registration processes in accordance with Department of Defense Instruction 8320.04 and this policy. (T-0). 3.4.6.1. In addition, Materiel Managers shall identify assets on the Nuclear Certified Equipment List or Nuclear Certified Item List that are not considered common support equipment and are managed by the Intercontinental Ballistic Missile Program Office, Cruise Missile Program Office, or Weapons Storage and Security System Program Office. (T-0). 3.5. Item Marking and Registration Requirements. 3.5.1. Materiel Managers shall adhere to the following are general business rules applicable to the assignment of Unique Item Identifiers to items, the physical marking of Unique Item Identifiers on items (reference Military Standard-130), and registration of Unique Item Identifiers along with the associated pedigree data. (T-0). 3.5.1.1. Only one Unique Item Identifier will be assigned to each asset and registered in the Department of Defense Item Unique Identification Registry. The assigned Unique Item Identifier must remain with the asset for its entire life cycle. 3.5.1.2. Unique Item Identifiers will be assigned and physically marked on items qualifying for Item Unique Identification implementation in the possession of the Air Force for items owned by the Air Force or leased through a capital lease. Reference Department of Defense Instruction 5000.64 for criteria to determine if a lease is a capital lease.

For new acquisition items that require Item Unique Identification, Materiel Managers shall ensure items are marked with Unique Item Identifiers and registered in the Department of Defense Item Unique Identification Registry before they are issued to field-level units. (T-0). 3.5.1.4. Ensure use of Unique Item Identifiers in all unique item tracking, serial number tracking, and serialized item management processes. 3.5.1.5. Incorporate Item Unique Identification for critical materiel identified as susceptible to counterfeiting to enable authoritative life cycle traceability and authentication in accordance with Department of Defense Instruction 4140.67, Department of Defense Counterfeit Prevention Policy. 3.5.1.6. A supply discrepancy report will be generated by recipients of materiel in the event of an Item Unique Identification discrepancy in accordance with Military Standard- 130 and as directed by Defense Logistics Manual 4000.25, Volume 2, paragraph C11.20.3.1. 3.5.1.7. When an item is marked in accordance with Military Standard-130, the marking activity must also ensure the registration of the Unique Item Identifier data set to the Department of Defense Item Unique Identification Registry in accordance with Department of Defense Instruction 8320.04. 3.5.1.7.1. If an information system is not used to register the Unique Item Identifier data set in the Department of Defense Item Unique Identification Registry, registration must occur manually through the Department of Defense Item Unique Identification Registry user portal on the Wide Area Work Flow. However, manual registration of Unique Item Identifier data is not advised. 3.5.1.8. When a physical mark is not feasible, a virtual Unique Item Identifier must be assigned (see paragraph 3.7 for virtual marking guidelines). 3.5.1.8.1. Before assigning a Unique Item Identifier to a qualifying item without a visible Unique Item Identifier label or marking on it, the entity must verify that a Unique Item Identifier has not already been assigned using the Item Unique Identification Registry (https://wawf.eb.mil/xhtml/unauth/home/login.xhtml). 3.5.1.8.2. The owning organization of an asset registered with a virtual Unique Item Identifier and in the possession of another organization, shall verify and physically mark the Unique Item Identifier upon its return. 3.5.1.9. Marking schemas may include imprinting or other distinguishable marks that do not affect form, fit, or function and should be reflected in applicable technical documentation as outlined in paragraph 3.6.4. of this document. 3.5.1.10. If an item is found to have been previously assigned a Unique Item Identifier upon checking the registry, and is in need of being marked, the item in question shall be re-marked with the previously assigned Unique Item Identifier in accordance with Military Standard-130. (T-0). 3.5.1.11. For all items meeting Item Unique Identification criteria, but without an assigned serial number, a serial number will be assigned by logistic organizations using the procedures found in section 5.4.3.3.1 of Air Force Instruction 23-101.

In accordance with guidance outlined in Air Force Instruction 63-101/20-101, the Program Manager, with support from the Product Support Manager and in collaboration with the Air Force Materiel Command Automatic Identification Technology Program Office, will plan for and implement Item Unique Identification. For more information and non-directive best practices, refer to Air Force Pamphlet 63-128. 3.5.1.12.1. Program Managers may coordinate updated implementation plans through the Air Force Materiel Command Automatic Identification Technology Program Office but must include a summary of changes for the review by the Air Force Materiel Command Automatic Identification Technology Program Office. 3.5.1.13. Separate Item Unique Identification implementation plans are not required for sustainment activities marking legacy assets. Sustainment activities Work Center/Cost Center supervisors for legacy assets shall incorporate planning, programming, budgeting, and execution of Item Unique Identification implementation requirements for legacy assets into day-to-day workload planning and scheduling. This includes registration in the Department of Defense Item Unique Identification Registry. 3.5.1.14. Critical Safety Item serialization and marking requirements shall be defined on the drawing or elsewhere in the Technical Data Package as outlined in paragraph 3.6.4. of this document. 3.6. Engineering Requirements. 3.6.1. Chief Engineers shall: 3.6.1.1. Consider all appropriate elements of the Operational Safety, Suitability, and Effectiveness of a part when making decisions on Item Unique Identification markings (reference Air Force Instruction 63-101/20-101) such as fatigue, life, and operating environment. 3.6.1.2. Serve as the final decision authority concerning whether applying an Item Unique Identification constitutes a Class I engineering change for the weapon system (reference Military-Handbook-61A, Configuration Management Guidance). 3.6.1.3. Serve as the decision authority concerning whether the method of adding a Unique Item Identifier to a current in-use legacy item/part requires additional technical documentation and engineering involvement. 3.6.1.4. Define criteria for weapons systems to identify whether the Item Unique Identification Engineering Order is considered a Class I or Class II. This definition shall be included in the Systems Engineering Plan or equivalent document. 3.6.1.5. Consider methods to ensure readability of the mark during normal operational use (reference Military Standard-130). Placement of the mark strongly influences its durability and usefulness. 3.6.1.6. Ensure that any resulting Technical Order or engineering documentation does not direct the change of a Unique Item Identifier, particularly when part numbers change.

Ensure that when replacing an existing Unique Item Identifier label or marking (due to either label damage, asset damage, etc.), the replacement Unique Item Identifier label or marking contains the same Unique Item Identifier in accordance with Military Standard-130. The replacement mark must be in 25S format. 3.6.1.8. Manage items on the Critical Safety Item list that meet Item Unique Identification marking criteria for a Class I engineering change and do not have an existing data plate/label, ensuring all required technical documentation is updated as required. 3.6.2. Item Unique Identification markings shall: 3.6.2.1. Remain readable throughout the items normal life cycle. For depot reparable parts, this normal life cycle can be further defined to mean remain readable through a normal operational usage cycle. 3.6.2.2. Withstand all environmental conditions of item exposure under normal operating conditions. 3.6.2.3. Provide no detrimental effects on the functional performance, reliability, or durability of the item. 3.6.3. Requirements for Engineering Orders. 3.6.3.1. Engineering Order Item Unique Identification drawings, for which the United States Air Force is the Current Design Activity, shall be issued in accordance with United States Air Force configuration control requirements of the Program Office. These changes shall be considered a formal component of the drawing package as soon as they are approved and either the Joint Engineering Data Management and Information and Control System organization or the contracted data repository is notified. Please note, the United States Air Force will not ordinarily revise a drawing simply to include Item Unique Identification. 3.6.3.2. Engineering Orders shall be incorporated into the drawing with the next drawing revision. 3.6.3.3. The marking location and characteristics for Item Unique Identification marking shall be included in an Engineering Order and/or drawing revision (unless the drawing already includes Item Unique Identification) for drawings when the United States Air Force is the Current Design Activity and the drawing describes parts which meet the requirements for Item Unique Identification marking. 3.6.3.4. If the United States Air Force is not the Current Design Activity, then the Engineering Order shall be issued as an Advance Engineering Supplemental Order. The Engineering Order will not be incorporated directly into the drawing but will accompany that drawing until the Current Design Activity decides to formally incorporate that change into the drawing. Item Unique Identification Engineering Orders do not apply to Department of Energy designed materiel drawings. 3.6.4. Requirements for Technical Documentation.

18 AFMCI20-104 17 NOVEMBER 2017 3.6.4.1. Technical Orders shall define the mark application method, the processes required to correctly apply the mark, the marking location, and mark verification/readability. This information shall be consistent with United States Air Force Technical Orders policies. Note: Technical Orders shall reflect, not replace, the intent of engineering data. 3.6.4.2. Technical Orders or drawings must incorporate Item Unique Identification marking requirements, both for legacy parts/items and any future procurement when the marking method differs. This requirement applies even if new procurement is made using a legacy design. 3.6.4.3. If a marking process exists in multiple Technical Orders (for example, one for cleaning procedures, one for application procedures, and one for mark location), the Process Order may be used to consolidate this information into one format for depot mechanics. 3.6.4.4. Process Orders shall describe the use of site-specific marking equipment (for example, the dial settings on a laser marking cart required to achieve Technical Orderspecified power and exposure levels for a particular part). 3.6.4.5. For all reparable assets (Class IX) that require Item Unique Identification marking and where the Air Force is the Current Design Activity, engineering data and Technical Orders shall be revised. 3.6.4.6. If the United States Air Force is not the Current Design Activity and engineering data and technical orders are required for marking, then the development of a drawing revision (and/or other engineering source data) incorporating the Item Unique Identification Advance Engineering Supplemental Order shall only be performed by the vendor (typically Original Equipment Manufacturer) who is the Current Design Activity. 3.6.4.6.1. Note that these agreements are typically specific to each Program Office; therefore, each Program Office is responsible for managing this effort, securing the appropriate funding, negotiating technical differences in the selection of marking techniques and locations, and setting schedules which meet the Program Office s needs. 3.6.4.7. If items cannot be physically marked or tagged due to a lack of marking space or because marking or tagging would have a deleterious effect on the item, then the marking method shall be in accordance with Military Standard-130. 3.6.5. Technical Order Changes. 3.6.5.1. If an engineering data change is processed to include Item Unique Identification on a component, subcomponent, assembly, or sub-assembly, and if a Technical Order exists which specifies the overhaul, remanufacture, repair (or assembly) of that part, then the it shall be updated to specify the processes and location for marking the item by Item Unique Identification.

In reference to the preceding paragraph, the Item Unique Identification marking method shall include all inspection procedures, part surface preparation procedures, all marking application procedures, and (unless marked with direct part marking) the data label, data plate, or Item Unique Identification label part number (for example, 200945085-XXX). 3.6.5.3. The marking location specified in the Technical Order shall be specific to the part and shall include sufficient detail to reflect the location and tolerances specified in the Engineering Order. In the case of multiple parts with the same configuration (for example, multiple avionics boxes with the same top level assembly), a common figure with multiple references may be used. 3.6.5.4. Program Offices may delay Item Unique Identification updates to Technical Orders that are not intended for Air Force Materiel Command depot use. This planned delay requires the Program Office to provide a detailed timeline for updates to all impacted Technical Orders, correlation of the updates with planned marking processes by non-air Force Materiel Command personnel (for example, by Time Compliance Technical Orders or by intermediate repair facilities), and an update no later than the end of FY20. Independent of the details of that phased plan, the Technical Order shall be updated after repeated (no more than three) requests are received from maintenance for technical assistance to mark the part(s) for which non-depot repair procedures exist. 3.6.5.5. If the Illustrated Parts Breakdown is contained in a separate -4, it is not to be used to specify the location or the method for marking a part with Item Unique Identification. If applying Item Unique Identification to a part changes a part number in the Illustrated Parts Breakdown (for example, if a new data plate is specified which differs from the existing data plate called out in the Illustrated Parts Breakdown), it shall be updated to show Item Unique Identification. Otherwise, the Illustrated Parts Breakdown does not require an update to show Item Unique Identification label location or part number. The nuclear enterprise shall adhere to Air Force Nuclear Weapons Center Illustrated Parts Breakdown requirements. 3.6.5.6. Technical Order updates that are required because of Item Unique Identification shall be implemented in accordance with standard Technical Order 00-5-1 and 00-5-3 procedures, except as noted below: 3.6.5.6.1. Time Compliance Technical Orders may be used to specify marking procedures on legacy parts when determined appropriate by the Program Office and Chief Engineer. If the Time Compliance Technical Order is routine, it should give full instructions for marking and should include appropriate figures. Item Unique Identification marking should be considered for inclusion in a Time Compliance Technical Order when inclusion of Item Unique Identification will assist with Time Compliance Technical Order tracking or when it is required for the next higher assembly. 3.6.5.6.2. Item Unique Identification Engineering Requirements for Engineering Orders and Drawing Changes for legacy equipment/end items. Note: This does not include Class IX items.

Engineering change requests and drawing revisions shall not be required when affixing labels with Item Unique Identification markings to legacy equipment/principle items if the label does not impact characteristics necessary to ensure operational safety, suitability, and effectiveness. 3.6.5.7. An Item Unique Identification label or 2D matrix may be applied to the Original Equipment Manufacturer or Air Force data plate in accordance with methods outlined in Military Standard-130 if it does not obstruct existing information on the data plate. 3.6.5.8. Equipment Specialists should elevate any decision to Materiel Managers for Item Unique Identification placement when the item has no surface area that meets the requirements of Military Standard-130. 3.6.5.9. Retrofitted Item Unique Identification 2D matrices on a legacy item must be able to withstand normal operating conditions of the item when in use and for the expected duration of time between scheduled maintenance activities. 3.6.5.10. Air Force Nuclear Weapons Center Nuclear Weapons Technical Support Branch shall determine the need for changes and take necessary action for Technical Orders for Department of Energy designed materiel within the Joint Nuclear Weapons Publication System. 3.7. Use of Virtual Unique Item Identifiers. 3.7.1. Virtual Unique Item Identifiers are not approved as a substitute for physical marking when physical marking is feasible unless authorized by Department of Defense Instruction 8320.04 and Military Standard-130. 3.7.2. Virtual Unique Item Identifiers may be used to register Government Furnished Property if authorized in Department of Defense policy. 3.7.3. Virtual Unique Item Identifier s may be used to register Department of Defenseowned assets that have not already been registered if authorized in Department of Defense policy. 3.7.4. The use of virtual Unique Item Identifiers requires documented traceability between the specific part and the assigned virtual Unique Item Identifier. 3.8. New Procurement Items. 3.8.1. For acquisition contracts procuring a new weapon system or incremental modification to current weapon systems, the Materiel Manager shall implement Item Unique Identification requirements in support of Serialized Item Management in accordance with direction contained in Air Force Instruction 63-101/20-101. (T-0). 3.8.2. Program Managers shall work with logisticians and the Contracting Officer to ensure that acquisition contracts include Item Unique Identification when required by the program Item Unique Identification implementation plans and/or the Item Unique Identification indicator in Federal Logistics Information System and D043A. 3.8.3. For acquisition of spares, the procuring activity shall implement Item Unique Identification requirements in support of Serialized Item Management.
