It is an exciting time to be part of CARE International as a whole and CARE International UK in particular as we have done a lot of work on defining how we can play a distinct role in fighting poverty and injustice in the world s most vulnerable places. CARE is an organisation that works to save lives in disasters and conflicts and which stands with women, girls and their communities to achieve lasting change for a better future and the ways in which we plan to deliver on our mission are clearly articulated in CARE International s new Global Programme Strategy for 2015-2020. The role of Key Donor Manager is a very exciting and important position within CARE International UK as our partnerships with key partners like EU, ECHO and others are crucial for us to get right if we are going to reach our ambitious plans to increase our impact and achieve more for people living in poverty. This is a new role in a new team within CARE International UK and is borne out of the strategic intention of moving CARE into a consistent active position with our key public donors and programme partners so that our opportunities for funding and influence grow significantly over the next ten years. We have built some great profile and credibility recently and would like to use this as the basis for further strengthening and establishing of some solid partnerships. The UK is home to a range of important donors. Primary amongst these is the Department for International Development (DFID) from which we draw 50% of our funding. The Key Donor Manager is a key role to expand our current portfolio of partners outside of DFID to enhance the number of opportunities and strategically strengthen CARE. Key donors on the development front Comic Relief, the Big Lottery fund and of course the European Union, CIUK wishes to achieve a balanced portfolio of resourcing from across its donor base. Given On the humanitarian side we wish to enhance relations with ECHO as well as the important value addition that is provided through the START Network. Growth and innovation are key elements to this role so we are looking for someone who is motivated by the prospect of ambitious targets and with the creativity and drive to bring this to fruition. Coordination is a key skill in this role and the ability to work well with multiple touch points across the organisation and to establish effective working relationships with key contacts across CARE will be crucial to deliver our vision and ensure we are all pulling in the same direction. About the CARE Confederation CARE International operates in 84 countries, but is held together by 13 national members. These national agencies are separate legal entities but operate through one presence in each country and work together under the CARE International Board and Secretariat, based in Geneva. They are bound together by the CARE code. Globally CARE employs 8,000 staff, with over 95% of them nationally sourced and has an annual income of $800m. CARE has just agreed a new global Program Strategy which will govern all of our work and which will mean that by 2020, CARE and our partners will support 150 million people from the most vulnerable and excluded communities to overcome poverty and social injustice. About CARE International UK CARE International UK is an important part of the global CARE International confederation and one of the largest and most influential members. We employ 115 staff and generate around 45 million a year for CARE s poverty-fighting work. As well as raising money for CARE s humanitarian and development work around the world, we provide programme expertise in four key areas: Humanitarian response With a long-term presence in many of the world s most vulnerable places, we take a comprehensive approach to emergency response including preparedness, immediate assistance and long-term recovery. We have a particular focus on women and girls; shelter in emergencies, and building resilience through our climate change adaptation and food security work. Women s Economic Empowerment We are working with poor women to give them access to economic resources through programmes on financial inclusion, supply chains and workers rights. The private sector has a critical role to play in reducing poverty and supporting women s economic empowerment. We take an innovative approach to engage with the private sector at global, national and local levels to improve the impact of their activities so that real opportunities are created for poor people. CIUK has also launched Lendwithcare a new solution for financial inclusion which offers the chance for people in the UK to make small loans to poor entrepreneurs.
Preventing and responding to sexual violence in conflict In an increasingly turbulent world, we provide expertise and support to our field operations in countries experiencing conflict, by supporting programmes spanning peace-building, reconciliation and rehabilitation. Protecting women from violence and increasing their participation in peace-building is a major advocacy priority. Governance The capacity of poor people to influence the institutions that govern their lives is fundamental to addressing the underlying causes of poverty. We work at a local level to help the most vulnerable and marginalised hold public authorities and other power holders to account for how they take decisions and allocate public funds. Within the CARE confederation, we have five strategic roles. We: 1. Design and deliver quality programmes that address the underlying causes of poverty and specifically examine and address the disproportionate impact of poverty on women and girls. 2. Advocate for policies to help the poorest, and change government and business practices to bring about lasting social change among communities living in poverty and affected by crises. 3. Raise strategic and transformational funding for CARE s poverty-fighting programmes in the world s poorest and most vulnerable communities. 4. Support CARE International s global transformation to achieve broader and deeper impact in our fight against poverty by providing strategic direction, resource and expertise. 5. Value our staff and strengthen our organisational effectiveness and accountability.
Background to the job/the team Team Mission The team works at a strategic and up stream level to ensure that CARE is well placed to position itself as a partner of choice and grow its market share from key public funders (DfID, EU, ECHO, DEC, Big Lottery Fund and Comic Relief etc). The team has a core focus on public funding growth and delivering the key ingredients to deliver that growth in line with our strategy. The team will also support the wider multiplying impact agenda for our development and humanitarian programmes. The team provides the leadership, knowledge, skills and connections to position CARE as an expert and innovative programme partner and implementer across our Programme Strategy priorities. The team feeds the Programme Management team with opportunities and tools necessary to win more of the right bids. The team acts as a strategic knowledge and learning hub but will work closely with other key teams within CIUK and the wider CARE to support their multiplying impact objectives through strategic cultivation and donor engagement strategies. The team is helping move both CIUK and CARE into a priming role for major contracts and will design the practices, systems and processes necessary for success. The team supports major bidding efforts where necessary and helps to negotiate resources and solutions. Above all, the team is moving CARE into a consistent active position with the key public donors and programme partners so that our opportunities for funding and influence grow significantly over the next ten years. Key Team Responsibilities Lead the strategic development of key UK donor strategy and engagement across CIUK and CARE. Grow our public income and provide the necessary internal approach and landscape that will allow CIUK to win more bids and deliver programmes that will bring long term impact and good rates of overhead recovery. Position CARE with key donors and partners as a go to partner for our Programme Strategy priorities ensure we are showcasing the right content with the right people so that we are positioned favourably for winning the business we want to win. Institutional and Foundation funders are of key strategic importance to our work. Alongside the Head of Institutional Partnerships and DfID Manager, this role will deliver a growth strategy for our key Institutional and Foundation donors. The role will focus on the EU, Echo, Comic Relief, Big Lottery Fund, and DEC and will also look for opportunities with new funders. A key strategic priority for CIUK is to increase its market share with key European donors and diversify its funding base. With our new Global Programme Strategy in place, there are clear opportunities to strengthen our key funder relationships and help CARE
reach its ambitious multiplying impact objectives. In addition to close working with the funding teams and ensuring that they are going for the right opportunities with the best possible bid submissions, the postholder will also work closely with the Advocacy and Technical teams and will support their work. This role will involve intelligence gathering; data analysis; strategic planning; designing engagement and positioning opportunities; briefing and representation. The postholder will be the central contact for the key listed donors and will bring strategy; coordination and better understanding which will ultimately see us significantly grow our income and influence with key funders. The postholder will work closely with the DfID Manager role to develop unified approaches and make the most of restricted funding opportunities. Job Description Planning, Intelligence and Data Pull together on-going intelligence on key funders and ensure that all the key internal contacts are kept up to date with all key trends. Liaise closely with the Brussels office and other EU CARE members on European funders, trends and performance data. Look for new funder opportunities and create and lead on effective cultivation plans. Share opportunities and bring informed insights for the Programme Management team so that we are making good bidding decisions. Keep an up to date record of key contacts and develop an engagement programme (sometimes carried out by the postholder and sometimes supporting other CI contacts.) Design an ambitious, but realistic and achievable three year key donor engagement plan which details how we will deliver on our income and influence growth objectives. Support the Programme Management team with long term resource mobilisation planning efforts. Relationship Management and Coordination Design a simple system which means that important interactions with key funders are being recorded. Support the CEO and other key staff to hold strong ongoing relationships with the senior contacts at key funders. Design and execute cultivation plans with key funder contacts in order to grow CIUK s reputation in our three key Programme Areas. Work with other key Programme Outcome Area leads across CI in order to support them to raise relevant European and other British donor funds and to access key multiplying impact opportunities. Implementing Strategy Bring a creative and strategic approach to CIUK s content development and work alongside the key teams to produce and share attractive content/opportunities for donor engagement and programme innovation and multiplying impact products. Facilitate partnership and influencing opportunities and support the Programming teams both in the UK and overseas to deliver. Monitor and report on progress and amend plans, where necessary.
Supporting Bids Support the Programme Management team to producing winning bids by informing and advising teams on strengthening opportunities. This may involve writing and editing bids and joining Bid Teams. Inform other key staff members of key donor requirements and share best practice. Team membership Contribute towards the development of the team and department annual operating plan and develop an annual individual operating plan. Person Specification Essential Education / Degree or equivalent Qualifications Skills / Abilities Strong communication, negotiation and influencing skills with a proven ability to facilitate and support progress with key partners when there are multiple contacts involved. Good levels of interpersonal and relationship building skills. Evidence of strong delivery against ambitious targets and objectives. Creativity designing approaches to partnership, showcasing programme and policy innovations. Good at collating, producing and analysing data to inform insightful approaches. The ability to spot strategic funding and partnership opportunities and design effective engagement plans for funding success. Expert at adding value to programming design and development in order to produce competitive bids which meet funders needs. Ability to contribute strongly to a wider Experience / Understanding organisational leadership team. Significant experience and understanding of EU development and/or humanitarian funders and major foundations. A strong understanding and experience of leading major and complex successful bids. Strong understanding of international development programming (with some understanding of preference for gender; economic development; governance and humanitarian). Good understanding of monitoring and evaluation; theory of change and the links between programming and advocacy. Relationship management and cultivation strategies across a complicated and multistakeholder organisation. Other Ability to travel necessary (estimated 15% of time).
