CRIMINAL RECORDS BUREAU Disclosure Certificates The Criminal Records Bureau (CRB) was introduced as a result of Part V of the Police Act, 1997. It is an Executive Agency of the Home Office and is designed to help employers make safer, more informed recruitment decisions. The Bureau is a one-stop-shop and replaced the old system of police checking and other vetting processes previously carried out by scrutiny of the Department of Health Protection of Children Act List System (POCALS) and the Department for Education and Skills List (List 99). From July 2004, the CRB will also scrutinise the Protection of Vulnerable Adult (POVA) list, where appropriate. The Bureau will issue three levels of Disclosure Certificates, depending on the position applied for. The three levels of checks are Enhanced (ED) Standard (SD) Basic (BD) The Basic Disclosure Certificate will not be issued until some time in the future. Every Job Description issued by the Authority will clearly indicate the level of disclosure that is required for that particular post. Where appropriate the advertisement will also indicate the required level. Prospective applicants should be aware that before any offer of appointment is confirmed the successful candidate will be required to complete an application for the appropriate level of disclosure; the Authority will provide the relevant CRB application forms. Proof of the successful candidate s identity will also be required in the form of the following: Passport, Driving Licence, Birth Certificate and Utility Bills. A. THE SCHEME 1. The two Trainee Social Work posts are full-time temporary ones until the start of the academic term at Swansea University in 2008 when the Trainees begin the 3 year BSc Degree in Social Work programme. 2. Applicants will be assessed for suitability as an employee and as a social work student on the Degree programme at interview by a panel comprising City and County of Swansea Social Services and Swansea University staff. Appointment as Trainee, therefore, will be contingent on being granted a place on the programme following the interview. 3. The appointed Trainee will be placed in one or more teams within Children s Services for their 6 months employment. As the Trainee is in a learning role and he/she will be linked with the Social Services throughout the Degree course, responsibility for management will be shared between specific Team Manager and Staff Development Section. 4. Once the Trainee starts the Degree programme, the salary will cease as will the contract. An annual training allowance of 8000 will be paid for each academic year in order to cover his/her fees, expenses and travel costs. 5. In addition to the above, throughout the course the Trainee may apply for sessional and short-term work within Social Services and would be eligible for this as long as it does not conflict with his/her Degree studies. Children s Services are committed to finding work for the Trainees in holiday periods and would pay at either the Trainee rate (scp 14-17) or at the agreed rate for a vacant post which the Trainee might be filling. 6. Whilst on the Degree programme, the Trainee will be the responsibility of Swansea Social Services in respect of their learning, so will be supported in mentoring, placement facilitation and learning support. 7. On qualifying the Trainee will be directed into a post as a social worker in Childrens Services and subject to a new contract which requires work for a three year period. If no post is found within 6 months, then the Trainee would be released from all obligations to the Authority. 8. If she/he defaults from the agreement to remain in post for three years post qualification, then repayment of the training allowance will be required. 9. If the Trainee does not achieve the social work qualification, then the Authority will not be under any obligation to offer him/her any form of employment. B. NOTES ON APPLICATION 1. Applicants must meet the essential criteria in the Person Specification to be considered for interview. This includes the number and language qualification requirements which must have been achieved by the application point. 2. Note that recent academic study within 5 years is a requirement as necessary for the University admission. Evidence of qualifications achieved and academic study will be needed. This will be assisted by the provision of one academic reference. 3. Applicants may be asked to bring certain study/academic portfolios to interview. They will also be asked to bring certain employment forms (e.g. Medical clearance) to interview in order to speed up the process as it is expected that the appointed Trainees will be in post in April.
