IRE SpA Regional Agency of Liguria IRE SpA was founded in 2014 by the merger of the three following companies, according to the Regional Law n 6/2011: IRE SpA is the Regional Agency for the refurbishment, management and development of the Regional infrastructures and it represents the operative tool within energy and public housing sectors. The Energy Department of the new company is carrying on the activities originally assigned to ARE Liguria, the Energy Agency of Liguria Region, dealing with: Regional and local energy planning Energy efficiency RES and distributed generation Energy management Training and communication Support to Liguria Region European projects

European Local Energy Assistance (ELENA) The European Local Energy Assistance (ELENA) facility provides financial and technical assistance to help local and regional authorities attract funding for sustainable energy projects. Run by the European Investment Bank (EIB), it is funded through the European Commission s Intelligent Energy-Europe programme. ELENA covers up to 90% of the technical support cost needed to prepare, implement and finance the investment programme. This could include feasibility and market studies, energy audits and tendering procedure preparation. With solid business and technical plans in place, this will also help attract funding from private banks and other sources, including the EIB.

The Province of Savona and the ELENA project IRE SpA, has supported the Province of Savona in submitting a request for a technical assistance funding in the framework of ELENA programme. The Province of Savona is one of the 4 provinces in which Liguria Region is divided into, with 286.000 inhabitants and an area of 1,500 sq kilometres of valleys and mountains facing the Mediterranean Sea.

The Province of Savona and the ELENA project In 2011 the Province became Covenant of Mayors Territorial Coordinator and started promoting the take up of the CoM initiative among its 69 municipalities. The Province coordinated the municipalities participation to the investment programme through the set up of a Steering Committee and the signature of an agreement in order to cofinance the SEAP elaboration and provide data also in the view of submitting the ELENA request for funding.

The Province of Savona and the ELENA project So far 30 municipalities have signed the CoM agreement and have submitted their SEAPs supported by IRE and the University of Genoa. All the activities that IRE carried on with the Municipalities of the Province for their SEAPs formed the basis of the data collection process also for the ELENA application.

Specific forms and questionnaires were provided to the municipalities to collect the data for the Baseline and to identify interventions to include in ELENA.

The Province of Savona and the ELENA project The role of IRE SpA, as Local Energy Agency supporting the Province of Savona, was crucial for all the technical and coordination activities with particular reference to the following aspects: Contacts with municipalities in order to collect further energy data; Surveys on the territory in order to better analyze the target municipal buildings; Estimates of the energy savings related to the interventions proposed on the buildings; Assessment of the RES projects provided by the municipalities.

Province of Savona Pact for Energy Efficiency and Renewables - PROSPER The ELENA investment programme will directly involve the following 33 municipalities (equal to 235.000 inhabitants representing 83% of the total inhabitants of the Province): -Located inland: Altare Arnasco, Bardineto, Bormida, Cairo Montenotte, Calizzano, Carcare, Cengio, Cosseria, Dego, Millesimo, Mioglia, Murialdo, Plodio, Quiliano, Roccavignale, Sassello, Stella; -Located on the coast: Andora, Alassio, Albenga, Albisola Superiore, Borghetto Santo Spirito, Borgio Verezzi, Celle Ligure, Finale Ligure, Loano, Noli, Pietra Ligure, Savona, Spotorno, Vado Ligure, Varazze.

PART B 10.6 MEUR PART A 31.4 MEUR PROSPER Energy efficiency on PUBLIC LIGHTING: 20.918 lamps in 19 municipalities + Province s street lighting (total 21.886); ENERGY EFFICIENCY in 151 buildings (municipal offices, housing for the aged, sport facilities and 73 schools): facades insulation, cover insulation, heating 14 BIOMASS BOILERS to serve 24 public buildings in 9 different municipalities; SOLAR THERMAL PLANTS in 18 buildings (sport facilities or residence for the aged) for a total of 250 square meters of panels; 14 biomass boilers are also foreseen in the GREENHOUSES, to replace the current obsolete diesel heaters. 3 MINI-HYDRO PLANTS to be installed on the aqueduct pipelines globally reaching 690 kw. The part B of investments programme includes interventions with a long payback time, that will be implemented by the municipalities themselves through European Structural Funds: ENERGY EFFICIENCY (windows substitution, insulation, cover) in 44 buildings; PHOTOVOLTAIC and SOLAR THERMAL plants.

PROSPER The Work team involved ELENA financed the Setup of a Project Development Unit (PDU) staffed with a lawyer, an engineer, an accountant and finance manager and an assistant. External expertise will be needed for technical expertise (audits, tender preparation), financial expertise (cost base line, budget preparation) and legal expertise (tender documents, EPC contracts). The PDU activities - Communication; - Coordination with Municipalities; - Technical coordination (advisors); - Connection with BEI.

PROSPER The expected results ENERGY EFFICIENCY RENEWABLE ENERGY CO2 REDUCTIONS saved 19,6 GWh per year. in total 15,1 GWh of which 8,5 Thermal Renewable Energy and 6,6 GWh Renewable Energy electricity generation per year. 12.040 CO2 eq t per year.

PROSPER The synergies with the European Regional Development Funds (ERDF) The ELENA investment programme includes interventions (PART B of the programme), with a longer payback time, which will be implemented by municipalities themselves, though Structural Funds of Liguria Region. The PDU will therefore support municipalities in finding the right calls for funding for the intervention and in delivering the proposals to be submitted according to regional calls deadlines. Subsequently the interventions will be tendered directly from the municipalities.

The Structural Funds and the Operative Programme of Liguria 2014-2020 Approved by the European Commission on 12th February 2015 and officially launched on 23rd March 2015 POR represents the main tool for the regional economical development POR respects the rules established by the European Commission with reference to the allocation of resources, at least 20% on ENERGY (Thematic Objective 4) POR includes 6 priority axes of intervention that deal with the following TO: TO1 Research, tecnological development and innovation 80.000.000 Eur 20,38% TO2 Digital Agenda 41.000.000 Eur 10,44% TO3 Competitiveness of small and medium-sized enterprises 135.000.000 Eur 34,39% TO4 Sustainable energy and life quality TO5 Adaptation to climate change and prevention and risk management 79.000.000 Eur 20,13% 42.000.000 Eur 10,70%

TO4 Sustainable energy and life quality - The AXIS 4 - ENERGY In sinergy with the Regional Energy and Environmental Plan 2014-2020 (PEARL), the AXIS 4 aims to reach an energy production system using innovative technologies at low environmental impact, increasing energy efficiency and reducing the polluting emissions. Also sustainable urban transport represents a key point. In particular the main interventions involved are: 1. Reduction of energy consumptions and GHG emissions of the productive areas and companies; 2. Reduction of energy consumptions and integration of RES in buildings and in public structures; 3. Actions to support the sustainable mobility in urban areas.
