1.0 INTRODUCTION MTE Consultants Inc. (MTE) was authorized by the Hamilton Wentworth Catholic District School Board (HWCDSB to provide consulting services related to the reassessment of asbestos-containing building materials within St Luke Catholic Elementary School located at 345 Albright Road in Hamilton, Ontario (the Site). Asbestos-containing materials (ACMs) within the Site building were initially assessed during a comprehensive building survey conducted on July 24, 2013. This re-assessment was conducted in order to assist the HWCDSB in demonstrating compliance with regulatory requirements for the ongoing management of ACMs within their facilities, and was conducted in accordance with Ontario Regulation 278/05 - Designated Substance Asbestos on Construction Projects and in Buildings and Repair Operations. This assignment was conducted by Ms. Jessica Rastelli of MTE on August 9, 2017. Authorization to proceed was provided to MTE by the HWCDSB through issuance of a purchase order. The following sections of this report provide a summary of the regulatory framework surrounding asbestos, MTE s approved scope of work, assessment methodologies, findings, conclusions and recommendations for regulatory compliance (where applicable). 2.0 REGULATORY FRAMEWORK Under current health and safety legislation in Ontario, eleven (11) chemical agents are listed as Designated Substances due to their adverse effects on workers and the environment. Designated Substances in the workplace are typically regulated by several key pieces of legislation, which prescribe agent-specific practices for their safe use, disturbance, identification, management and disposal. These key pieces of legislation, made under the Occupational Health and Safety Act (OHSA), are commonly referred to as the Designated Substances Regulations. Asbestos, a fibrous and naturally-occurring silicate mineral which has been historically incorporated into various building materials due to its desirable physical properties, is one of the chemical agents listed as a Designated Substance. In Ontario, asbestos is regulated by the following Designated Substance Regulations: Ontario Regulation 490/09 entitled Designated Substances ; and Ontario Regulation 278/05 entitled Designated Substance Asbestos on Construction Projects and in Buildings and Repair Operations. 2017 ACM Re-Assessment Report MTE File No: 38313-104 St. Luke Catholic Elementary School - 1 - September 8, 2017

Specifically, Ontario Regulation 490/09 regulates all Designated Substances; however, with respect to asbestos, it primarily regulates worker exposure during the manufacturing of asbestos-containing products. It includes requirements related to appropriate respiratory equipment, measurement of airborne fibres and medical surveillance of workers. On the other hand, Ontario Regulation 278/05 regulates the identification, management and disturbance of ACMs within a building during construction, building and repair operations. As defined by Ontario Regulation 278/05, an ACM is any material which contains 0.5% or more asbestos by dry weight. With regards to the identification and management of ACMs within a building, Ontario Regulation 278/05 prescribes that: A building owner shall prepare, and keep on premises, a record of all ACMs within the building (Section 8(3)(a)). At a minimum, for each ACM, the record shall contain information regarding the location, friability and type of asbestos present (Section 8(4)). A building owner shall inspect all ACMs at reasonable intervals to determine their condition (Section 8(3)(f)). A building owner shall update the record at least annually, or whenever they become aware of new information relating to the ACMs (Section 8(5)). In addition to the Designated Substances Regulations, the disposal of asbestos waste in Ontario is regulated by Ontario Regulation 347, made under Ontario s Environmental Protection Act and entitled General - Waste Management. As defined by Ontario Regulation 347, asbestos waste is any solid or liquid waste which results from the removal of asbestos-containing construction or insulation materials or the manufacture of asbestos-containing products and contains asbestos in more than a trivial amount or proportion. In accordance with Ontario Regulation 347, all asbestos waste must be placed in an adequate waste container and disposed of at a licensed disposal facility. Adequate waste containers must be dust tight, suitable for the type of waste to be contained, impervious to asbestos, properly labeled as asbestos waste and have the exterior thoroughly cleaned of all asbestos waste. Licensed disposal facilities must receive prior notification regarding the delivery of asbestos waste. 3.0 SCOPE OF WORK Tasks associated with this re-assessment, as performed by MTE, included: Review of existing documents and/or reports pertaining to ACMs within the Site building; Visual inspection, within all accessible areas of the Site building, to assess the condition of known, or assumed, ACMs; Visual inspection, within all accessible areas of the Site building, to assess the condition, type and friability of any newly discovered ACMs which were not identified and/or discussed in previous reports; 2017 ACM Re-Assessment Report MTE File No: 38313-104 St. Luke Catholic Elementary School - 2 - September 8, 2017

Preparation of a photographic log of ACMs within the Site building which were damaged at the time of assessment; An update of the existing ACM Inventory and Figures of the Site building; and Preparation of this report. 4.0 METHODOLOGY 4.1 Existing Document Review Prior to commencing with this re-assessment, MTE requested copies of all existing reports and/or documents pertaining to the location and condition of ACMs within the Site building. The existing ACM Re-Assessment Report entitled St. Luke Catholic Elementary School 2016 ACM Re-Assessment Report 345 Albright Road, Hamilton, Ontario which was prepared by MTE and dated September 16, 2016 was reviewed prior to conducting this re-assessment. 4.2 Visual Inspection On August 9, 2017, following a review of the existing documentation, MTE attended the Site to conduct a room-by-room visual inspection of all known, or assumed, ACMs within the Site building. It should be noted that this visual inspection was non-intrusive in nature, and therefore no demolition or equipment dismantling work was performed. Only those ACMs which were readily accessible were visually inspected. The purpose of MTE s visual inspection was to document the current condition of ACMs within the Site building. 4.2.1 Friability As defined by Section 1 of Ontario Regulation 278/05, a friable material is an ACM which: a) When dry, can be crumbled, pulverized or powdered by hand pressure; or b) Is crumbled, pulverized or powdered. Friable materials have a high propensity to liberate asbestos fibres when disturbed. Examples of friable materials include, but are not limited to; spray fireproofing, pipe insulation, soft texture coats, damaged materials and debris. Conversely, ACMs which do not meet the definition of friable (as stated in Ontario Regulation 278/05 and summarized above) are classified as non-friable. Non-friable ACMs typically represent a lower exposure hazard than friable ACMs. Examples of non-friable ACMs include, but are not limited to; floor tiles, rolled flooring, mastics, asbestos cement products, and tar impregnated fabrics such as roofing felts. 2017 ACM Re-Assessment Report MTE File No: 38313-104 St. Luke Catholic Elementary School - 3 - September 8, 2017

It is important to note that non-friable ACMs can become friable if they are sufficiently deteriorated or damaged by water, chemical agents, or physical wear. Furthermore the breaking, cutting, drilling, abrading, grinding, sanding or vibrating of non-friable ACMs, particularly with power-tools and power equipment can cause the material to become friable and increase exposure to workers, building occupants and the public. 4.2.2 Condition ACMs which were accessible for inspection were categorized as good, fair or poor, based on the following criteria: Good: ACMs which are intact and in a non-deteriorated condition or ACMs which are completely encapsulated within an outer non-asbestos material or covering. ACMs in this state are assumed to represent a negligible risk as a source of airborne asbestos fibres. Therefore, no remedial actions are currently required for ACMs in this state; however, annual re-inspection shall still be maintained. Fair: ACMs which are slightly deteriorated with no visible dust or debris present, or ACMs which are enclosed within an outer non-asbestos material or covering, where the outer material exhibits minor signs of physical damage to the integrity of the covering material (i.e. small nicks, tears, or shrinkage cracks). ACMs in this state are assumed to represent a low risk as a source of airborne asbestos fibres. Therefore, remedial actions are not immediately required for ACMs in this state; however, repair and/or removal of the damaged material is recommended prior to further deterioration. Annual re-inspection of ACMs which are repaired, but not removed, shall be maintained. Poor: ACMs which are significantly damaged and/or deteriorated, or the observed presence of ACM dust and/or debris. ACMs in this state are assumed to represent a high risk for the fugitive release of airborne asbestos fibres. Therefore, removal and/or repair of ACMs in this state should be conducted as soon as possible by a qualified asbestos abatement contractor. 5.0 RESULTS 5.1 Existing Document Review Based on a review of the existing documentation previously prepared by MTE, Table 1 provides a summary of ACMs that are confirmed and/or suspected present within the Site building. 2017 ACM Re-Assessment Report MTE File No: 38313-104 St. Luke Catholic Elementary School - 4 - September 8, 2017

For a complete list of known, or assumed, ACMs within the Site building, including information pertaining to location, friability, condition and type of asbestos present, refer to the ACM database provided in Appendix A. 6.0 RECOMMENDATIONS Based on the results of this re-assessment, the following recommendations are provided: 1) ACMs have been identified, and are assumed present, at various locations within the Site building. All ACMs which are assumed present, but could not be sampled due to inaccessibility and/or the non-destructive nature of this reassessment, must be managed in accordance with Ontario Regulation 278/05 as though they are ACMs. 2) It is possible that additional ACMs are present in concealed areas and may not become apparent until substantial construction, renovation, alteration or maintenance activities are conducted. If any construction, renovation, alteration or maintenance activities are required or planned, invasive inspections of concealed areas for potential ACMs is required prior to such activities. Should any suspect ACMs be discovered during the course of construction, renovation, alteration or maintenance activities, work should cease immediately and the materials should not be disturbed. Suspect ACMs may be treated as asbestos-containing, or sampled and proven non-asbestos through laboratory analysis. In instances where sprayed-on friable materials are treated as asbestos-containing but not sampled, they must be assumed to contain a type of asbestos other than Chrysotile and be managed accordingly. 3) Under current legislation, there are no requirements to remove ACMs from a building simply because they are present; however, Ontario Regulation 278/05 prescribes that an Asbestos Management Program (AMP) be implemented and maintained where ACMs have been identified, or are suspected present. Typically, an AMP consists of: The identification of ACMs within the facility; Providing notification to workers, contractors and tenants regarding the presence of ACMs within the facility; The control of employee exposure to asbestos fibres through: 1. Engineering controls; 2. Policies; 3. Procedures; 4. Training; 5. Personal protective equipment; and 6. Hygiene. 4) All asbestos waste generated within the Site building must be handled, transported and disposed of in accordance with Ontario Regulation 278/05 and Ontario Regulation 347/90. 5) In accordance with Ontario Regulation 278/05, the condition of all ACMs within the Site building should be re-assessed at reasonable intervals. 7.0 LIMITATIONS Services performed by MTE CONSULTANTS INC. (MTE) were conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the Environmental Engineering & Consulting profession. No other representation expressed or implied as to the accuracy of the information, conclusions or recommendations is included or intended in this report. This report was completed for the sole use of MTE and HWCDSB. It was completed in accordance with the approved Scope of Work referred to in Section 3.0. As such, this report may not deal with all issues potentially applicable to the Site and may omit issues that are or may be of interest to the reader. MTE makes no representation that the present report has dealt with all-important environmental features, except as provided in the Scope of Work. All findings and conclusions presented in this report are based on Site conditions, as they existed during the time period of the investigation. This report is not intended to be exhaustive in scope or to imply a risk-free facility. Any use which a third party makes of this report, or any reliance on, or decisions to be made based upon it, are the responsibility of such third parties. MTE accepts no responsibility for liabilities incurred by or damages, if any, suffered by any third party as a result of decisions made or actions taken, based upon this report. Others with interest in the Site should undertake their own investigations and studies to determine how or if the condition affects them or their plans. It should be recognized that the passage of time might affect the views, conclusions and recommendations (if any) provided in this report because environmental conditions of a property can change.
