WHAT AnNa WANTS A bottom-up work approach, whereby: an overarching European dimension on what has to be done to implement the 2010/65/EU requirements will be developed all participating countries present and compare their national implementation schemes, pilot projects A Post 2015 Master Plan, also to strengthen the European MSW position in the global supply chain.

MINIMUM REQUIREMENTS FOR MARITIME SINGLE WINDOWS Project AnNa Activity 1 - Task 1.1 Data Mapping and Data Harmonisation for National Maritime Single Windows Consortium Members: The Netherlands, Sweden, Italy, Belgium, Cyprus, Bulgaria, Latvia, Spain, Slovenia, France, Greece, United Kingdom, Romania, Portugal Observers: Germany, Norway, Finland, Iceland, Ireland, Croatia, Montenegro, Israel

Objective of the Task Define the minimum requirements as building blocks to ensure the harmonised implementation of the Maritime Single Windows according to the Directive 2010/65/EU

Data Harmonisation Process Capture all Data Elements according to Directive 2010/65 Identify the minimum set data elements for NSW Standardise name and definition of data elements in the minimum set Standardise the message format of the data elements Define classes of the data elements in minimum set Create message structure according to the defined classes Create Common Data Model Define and apply business rules to the common data model Common Data Model & Message Reference Guide

Standards for implementing the Maritime Single Window Every Data Model has to be proved applicable for the implementation of National Maritime Single Windows in Europe Compatibility and Flexibility with other established standards Study on different standards and models - ISO 28005 Electronic Port Clearance - Safe Sea Net - WCO Data Model 3.X - PortNet model

Standards for implementing the Maritime Single Window WCO Data Model is proved to be the most practical and applicable. Flexibility for current and possible future needs on modification of the Data Model Ability to apply in the intermodal logistics and transport (cross-border interconnectivity) Extensibility for most other domains than Customs Adaptable for UN/EDIFACT and (eb)xml

Main Results: 1. Set of Data Elements Quick Facts + Local Requirements (Port Regulations) + National Requirements (National Legislations) + Potential Minimum Requirements (not exchanged) Minimum Requirements (EU Harmonised Data Elements, to be exchanged) 224 Data Elements captured for the analysis reduced to 126 Data Elements to be harmonised Classification of data elements: Primary Directly reported by reporting parties Secondary Derived from reported data elements or their combination Reference Obtained from existing reference databases

Main Results: 2. Data Classes 15 Classes are defined (see below) Basis for development of Data Model and Message Structure List of Classes: 1. Vessel Call 2. Voyage 3. Port of Call 4. Person 5. Ship Identification 6. Security 7. Health 8. Waste 9. Crew s Effects 10. Ship s Store 11. Document 12. Consignment 13. Reporting Party 14. Declaration 15. Transport Equipment Example Consignment

Main Results: 3. Conceptual Data Model Relationship definition among data classes Extensibility of additional data classes for future development on further domains in the National Maritime Single Windows Security Waste Ship s Store Reporting Party Declaration Document Vessel Call Health Ship Identification Port of Call Consignment Person Voyage Transport Equipment Goods item Crew s Effect

Main Results: 4. Introduction of Visit ID Visit ID = Unique reference for all declarations of the visit of a ship in a port Visit ID is an additional data element for the implementation of a National Maritime Single Windows on the European Level to enable exchanges of data across European countries and to avoid duplication of reporting. By applying this data elements, all reporting parties have to use this as reference identifier. The introduction of this Visit ID could have a great impact to the current business practice in many Member States as the state of the art is not equal. In the Master Plan of AnNa, the idea of introduction of this data element is briefly described. However, the impact analysis has to be additionally conducted by each Member State to identify the areas of actions.

Main Results: 5. Proposal on Message Structure Draft version is finished Messages are defined per type of declaration in each phase of ship visit (arrival, staying in port, departure)

Main Results: 5. Proposal on Message Structure Example on WASTE

Main Results: 6. Recommendation on Business Rule Repository Objectives of Business Rule Repository: To harmonise the implementation of the National Maritime Single Windows To make a large numbers of applied business rules manageable by classifying these rules To translate them as a basis for developing technical specification Structure of Business Rule Repository developed BR-ID (Business Rule ID); Name; Short Description; Rule Description; Type of Rule (System Logic, Process Logic); Involved Stakeholder; Argumentation for the Rule (why we do include this rule); Applied for (which data element(s)); Remarks

Next steps Analysing national requirements and study national legislation Mapping with minimun requirements EU Identify bottlenecks Study legislation on exemptions Proposal to adaptation of legislation Re-use of information in the logistic and supply chain
