Conference Venue: Paris-Le Bourget site COP 21/CMP 11 will take place from Monday, 30 November to Friday, 11 December 2015 at Paris-Le Bourget site (Parc des expositions du Bourget). Participation, Nomination, Registration Registration / Accreditation Nominations Government authorities: National Focal Points UN: Heads of organizations Admitted IGOs/NGOs: Designated Contact Points Registration / Accreditation Online Registration (ORS) Access to the Conference Centre will require presentation of a valid Conference badge. Only those delegates duly registered with the UNFCCC secretariat will receive a badge. Registration of Party delegates for sessions of the Convention and its Kyoto Protocol is made through the Online Registration System (ORS).
Participation, Nomination, Registration Registration / Accreditation Online Registration (ORS) Diplomatic missions that wish to include their members in their country s delegation and in the corresponding list of participants at the conference should contact their country s national focal point for climate change, who is the only person authorized to access the ORS for the sessions of the Convention and its Kyoto Protocol. Diplomatic missions accredited to the Government of the French Republic may pick up the badges of those delegates from their delegations who have previously participated in the sessions of the Convention. A letter containing the full name and ID number of the person authorized to pick up the badges should be presented at the registration-help desk counter. It should also include the telephone number of the diplomatic mission. The secretariat will print and hand over these badges upon presentation of the letter/note Verbal.

Ministers and above will not need a photo.
Registration timeline TIP: To avoid delays, it is highly recommended that you register from Saturday, 21 November to Thursday, 26 November.

Contact Person in the secretariat Horacio Peluffo Protocol and External Relations Officer E-mail: Cop21Cmp11Protocol@unfccc.int Credentials In accordance with rule 19 of the Draft Rules of Procedure being applied, the credentials of representatives of Parties, as well as the names of alternate representatives and advisers, shall be submitted to the secretariat no later than 24 hours after the opening of COP 21.
Protocol Credentials The credentials must be issued by the Head of State or Government or by the Minister of Foreign Affairs or, in the case of the European Union, by a competent authority of that organization. In the case of a person acting ad interim, the title must indicate that the person is exercising such powers ad interim. In this respect, the secretariat will accept the following formulations: Acting President, Acting Prime Minister, Acting Minister of Foreign Affairs, President ad interim, Prime Minister ad interim and Minister of Foreign Affairs ad interim. Original credentials, duly signed as indicated above, written in one of the six official languages of the United Nations, should be deposited during COP 21 with the External Relations counter, located beside the Information Desk in the Conference Center at Paris-Le Bourget site, in France. No other office or authority of the secretariat or of the Host Country is designated to receive credentials.
Protocol Credentials The receipt of the document will be acknowledged by the secretariat in writing on a copy of the original. Please provide a copy of the original document for that purpose. A list of valid credentials will be posted in the official site of the secretariat <http://unfccc.int>. The secretariat strongly recommends to Parties to verify that their credentials have been listed on the official site of the secretariat. Visas Visas All foreign delegates entering France must have a passport which is valid for at least 6 months. Participants requiring a visa for France, or a transit visa, are strongly encouraged to contact the appropriate consular authorities immediately. To facilitate the issuance of a visa, a copy of the acknowledgement letter from the online registration system (ORS) should be attached to the visa request. Protocol events To access the Plenaries, these events will require tickets, allocated to each delegation, which could be collected at the information desk.

Security Security Arrangements Overview The conference venue will be considered as premises of the United Nations. Access to the conference venue will be controlled by the United Nations Security and Safety Services.
Security Security and Safety Concept Security ring concept French security forces will be in charge throughout Paris such as the airport and at hotel venues and on the routes between the airport, hotels and the outside perimeters of the conference venue. Access control and security support operations All personnel entering the conference venue will be screened under the supervision of the UN Security and Safety Services (UNDSS). A photo-barcode badge system will control access and egress. All persons will be screened, except Heads of Delegation at the level of Government Minister and above. Fire and medical support facilities on site.

- Security and Safety Concept Vehicle access A shuttle bus service will operate between the RER station in Le Bourget and the venue. Night buses will be operated between Le Bourget site and Paris, outside the operation hours of the public transport system. All participants wearing a conference badge may use this facility. Delegations headed by a Government Minister may request 1 decal to allow a vehicle (max 7 seats) carrying a Minister to drop/pick-up at the Ministers entrance. These vehicles will park in a designated area at the Parc des expositions du Bourget. Country Delegations are required to submit an official Note Verbale accompanying the present application adequately filled in with indication of license plate and type of vehicle. Both documents may be sent as of 23 November 2015 to the UNDSS Focal Point for Decals Management at security-unfccc@unfccc.int, or delivered in person to the UN Security Office adjacent to the Conference Registration Area, as of 26 November 2015.
