DECKS BUILDING PERMIT REQUIREMENTS May 216 Building Permits are required in the City of Waterloo for all decks that are 24 from grade or higher (measured to the top of the walking surface), a deck of any size or height with a roof, structural alterations made to an existing deck if that existing deck would have required a permit or replacement of an existing deck high enough to require a permit. Requirements for submitting a permit application are as follows: Designer Qualifications: Who may design a residential deck? An Architect, Professional Engineer OR qualified designer with Building Code Identification Number (BCIN) is permitted to take responsibility for the design. The homeowner is permitted to prepare and take legal responsibility for the design of a deck for their home, provided they understand and are willing to take responsibility for the applicable requirements of the Ontario Building Code. Any person is permitted to prepare and take responsibility for the design of an unroofed deck 55sq.m (592sq.ft) in area or under, provided they understand and are willing to take responsibility for the applicable requirements of the Ontario Building Code Drawings and Documentation (one copy): Drawings are required to be submitted and are to include: Property survey of the lot showing the location of the existing structures for reference, the proposed deck and dimensions to all property lines (from the proposed structure) Manufacturer s information and approved engineered details for any aluminum, vinyl or glass guard system and/or composite decking material. This includes guards that are a combination of wood and aluminum. Drawings and Documentation (continued): Size and connection of ledger board Detail of the connection of post to beam Connection of pier to post Stair dimensions rise, tread and handrail height (if applicable) Fully detailed guard rail including dimensions and connection of guard post to deck Type of lumber being used for structural components Size and type of material for deck boards Typical Information Required on Every Page of the Drawings: Date and Scale of the drawings. Qualified designers must also include their name, signature, BCIN number, and the statement I have reviewed and taken responsibility for the design activities or in the case of Architects and Engineers their stamp, date and signature. Forms (required to be completed): Permit Application - Deck, Shed, Detached Garage form must be completed and signed (First 2 pages required). Schedule 1: Designer Information form must be completed by the individual taking responsibility for the design. In addition, the Owner/Designer Declaration form must be completed by the homeowner or the person taking responsibility for the design (not applicable to BCIN designers). Fees and Timing: The current building permit fee to construct or renovate any portion of a deck is $75. Fees must be paid at time of application (Only cash, cheque and debit accepted). Please allow 1 business days for a decision on your application. Application Process: Applications can be submitted to the Integrated Planning and Public Works (Building Standards) counter located at 1 Regina Street South on the second floor. Office hours are Monday to Friday 8:3am - 4:3pm. A complete application must be submitted with all the required forms, documents, and drawings completed accurately and in accordance with our Building By-law. Design Tips: The maximum cantilever (overhang of joists) is 16 for 2x8 joists and 24 for joists 2x1 or larger Piers must be a minimum of 4 - deep. If piers are within 4 - of the home, they must be as deep as the existing house footings to reach undisturbed soil Ledger boards must be at least the same size as the floor joists For decks 5-11 or less above grade, the guard is required to be 35 high. For decks greater than 5-11 above grade, the guard is required to be 42 high. Beams that bear off the house must be designed by a Professional Engineer. Cedar is not a permitted lumber type for structural components of a deck (posts, beams, joists) If wood boards are used as part of the guard system in place of pickets, they must have a minimum thickness of 5/4 The fasteners used for joist hangers must be in accordance with the manufacturers specifications Are you installing a guard system or decking material other than pressure treated lumber? If so, additional information such as a CCMC approval or a design from a Professional Engineer will be required. This includes guards that are a combination of wood and aluminum. Required Building Inspections (519-747-851): Commencement of Construction Once your permit has been issued, your inspector will contact you any questions you may have regarding the building process can be addressed at this time Footing Inspection Once the holes have been dug, but prior to being filled with concrete (If Helical Piers are used - installation report, signed by installer required at footing inspection. If Helical Piers are carrying roof load an Engineer s inspection report is required).
