About Network Rail Background Network Rail owns and operates most of Britain s railway infrastructure, including tracks, signals, tunnels, bridges, viaducts and level crossings. That s 20,000 miles of track, 40,000 bridges and viaducts and thousands of tunnels, signals, level crossings and points. It also manages rail timetabling and 18 of the largest stations in England, Scotland and Wales. It runs, maintains and develops the core physical infrastructure of the network and ensures efficient management of the assets over the short, medium and long-term. While managing the existing fabric of the network, and ensuring its safe use, its role is also to support and implement new initiatives and upgrades, overseeing investment committed to the development of the railways. In 2014, Network Rail was reclassified as an arm s length central government body, retaining responsibility for the ownership and stewardship of its network. It is accountable to its customers and funded through a mixture of access revenue, paid to it by the train operating companies, and received money from the government grants. It has an annual turnover of circa 6bn per annum and over the five years of this control period it expects to invest 34bn in the railway network. Network Rail operates on a not-for-dividend basis, which means that it does not pay dividends to shareholders. Instead, it reinvests any profits it makes into improving the railway. As a public sector arm s length body, Network Rail retains the commercial and operational freedom to manage Britain s railway infrastructure within regulatory and control frameworks. Under its Framework Agreement with the Department for Transport, its board of directors is responsible to the Secretary of State for Transport, and the chair aims to ensure its policies and actions support the wider strategic policies of the Secretary of State and the Scottish Ministers. Network Rail is subject to independent regulation by the Office of Rail and Road (ORR). Network Rail Routes The rail network is divided into eight areas, or routes, across the country. This enables operational control at a local level and close alignment with the companies that run passenger and freight services on our infrastructure. The eight Routes are the operational heart of Network Rail and are empowered to deliver performance that is tailored to the needs of local customers, and also make faster decisions on behalf of their customers, funders and stakeholders. Each of these routes is run locally so that they can work more closely with the relevant train and freight operating companies to better meet the needs of passengers and businesses. The eight Routes are: Anglia London North Eastern and East Midlands (LNE&EM) London North Western (LNW) Scotland South East Wales Wessex Western Railway Upgrade Plan The railway in Britain is the safest, and one of the most reliable, railways in Europe. It s also the fastest growing and needs substantial improvements to continue its great success story. Passenger numbers have doubled in the last 20 years this is more than the current infrastructure was ever designed for. That number s set to double again in the next 25 years. In many parts of the country demand continues to outstrip supply, with too many trains trying to use the same piece of track. That s where Network Rail s plan comes in: the most ambitious 2

modernisation programme since the Victorian era. Beginning in 2014 and continuing through to 2019, the Railway Upgrade Plan is Network Rail s response to the tremendous growth of Britain s railway. It s a comprehensive programme of improvements to provide more capacity on the rail network and relieve crowding and congestion. The key benefits include longer, faster, more frequent trains; a better, more reliable infrastructure; and better facilities for passengers, especially at stations. Some of the projects include major national schemes of work, such as electrification or station improvements, as well as targeted local improvements for communities across Britain. Network Rail is also looking at solutions beyond building new infrastructure. As part of the cross-industry Digital Railway programme it is bringing in smart systems to unlock more capacity on the network. Whatever the size and scale of what it does, Network Rail delivers it with safety at its core and as part of its vision for a railway that s accessible, convenient and welcoming to as many people as possible, providing a seamless journey that accounts for everyone s needs. The Digital Railway Quality infrastructure underpins national prosperity. That s why economic growth has gone hand in hand with a doubling of rail use. But without reform, a lack of capacity in rail will hold growth back. Passenger journeys have nearly doubled since the early 1990s, and parts of the network are so full they run at nearly 200% of planned capacity at peak and performance has stopped improving. As capacity is so limited, trains are crowded, reliability has stopped improving, and there are fewer choices about where trains go including less space for freight. But there will be 1 billion more passenger journeys by 2030, so there is a need to act now. Industry has already agreed a plan to address this through digital modernisation, but it extends into the 2060s and hasn t been designed to prioritise capacity. The Digital Railway programme is building the case to bring forward its delivery in a faster and more focused way. Together with others in the rail industry, and the Department for Transport, Network Rail is looking at innovative ways of using our existing rail network to address this. The Digital Railway programme is a proposal for the UK to adopt modern digital signalling and train control within the next 25 years and create credible options to upgrade the railway to next generation technology as it becomes available. Conventional upgrades to the network are vital. But they can t deliver the major increase in capacity the UK needs without costing too much, disrupting too much, and taking too long. This capacity can only come from making the infrastructure we already have more productive, which is what proven digital technology does. By using in-train signalling (called the European Train Control System) and traffic management systems which optimise the speed and movements of trains on the network, they can be run closer together without supervision. Job Description Job Title: Director of Railway Safety and Asset Management, London North Eastern and East Midlands (LNE&EM) Salary: Up to 125,000 Location: York or Derby Reporting to: Route Manging Director About the London North Eastern and East Midlands (LNE&EM) Route The London North Eastern and East Midlands route (LNE&EM) runs from the Scottish Borders to London Kings Cross and St Pancras, connecting major towns and cities in the North, North East and East Midlands. Its central location makes it important for cross-country and long-distance north-south and east-west travel. Train operators include Virgin Trains East Coast, Northern, East Midlands Trains, Transpennine Express, Grand Central Rail, First Hull Trains, Cross Country and Govia Thameslink Railway. Passenger numbers continue to grow rapidly across the route, and are expected to increase by 30 per cent at Leicester, Derby and Nottingham by 2023. Ongoing work in the route to boost network capacity includes junction improvements, additional track, and train lengthening schemes, all as part of the national Railway Upgrade Plan. Job Purpose To direct the activities to improve safety, and performance in the route, as a member of the route executive team, demonstrate leadership on all Asset Management matters including Safety. To lead the provision of a multi-discipline asset management organisation that delivers sustainable levels of safety critical asset condition and performance to meet customer requirements and deliver route and network targets. To act as technical client for all route project delivery in the provision of asset management support to maintenance, renewal and enhancement aspects of the business upon the achievement of funding and output certainty. The LNE&EM Route has an ambition to radically change the industry approach to asset management and transform our capability for the 21 st century by embracing technology advances made in all sectors. Key Accountabilities Transform the industry approach for Asset Management. Direct the Route Asset Manager s work to develop the route specific asset management plans including all maintenance, renewal and investment activity. Be accountable for developing the combined route asset management plan and making informed decisions based upon asset condition, performance information and efficiency. Provide professional asset management and technical leadership to senior route management team, route asset managers, engineers and others involved in managing route assets. Establish appropriate mechanisms to monitor route assets in terms of performance, reliability and safety and lead the arrangements to rectify any deteriorating trends in asset safety and performance. 4

Lead and direct the provision of management assurance on the extent to which the route is managing and reducing its SHE risks. Manage the interface with Network Strategy and Planning during the development phase of Network Rail s Control Period commitments and undertake the role of client for all route project delivery (maintenance, renewal and enhancements) upon the achievement of funding and output certainty. Lead and direct the development of the asset management strategy for the route, aligning it to national asset policy and standards and route performance strategy. Lead the integration and co-ordination of national programmes with Route Asset Management Plans. Lead the creation of a multi-discipline route asset management plan (RAMP) that integrates renewal, enhancement and maintenance intervention volumes to deliver asset related targets in line with national asset policies. Using the RAMP as a basis develop and manage the associated prioritised investment work bank, incorporating all items into efficient and effective programmes. Lead the provision of asset management & engineering input to the route planning process including agreement of the most effective delivery agent and production of project requirement specifications. Lead and develop the specification of acceptance criteria for asset works including design approval, acceptance of equipment and hand back to maintenance as appropriate. Verify the audit acceptance processes are being discharged appropriately. Direct the provision of consistent advice and guidance to the delivery unit engineers in the production of output focussed renewals proposals. Manage the arrangements for technical briefing of staff engaged in route asset management. Manage the collation, review and progression of potential improvement to asset policies and standards from route based delivery, maintenance and asset management engineers; provide feedback to the originators. Provide assurance of route asset-related data and information; develop, implement and manage improvements to the quality, accuracy and assurance of route asset-related data and information consistent with business requirements. Manage the provision of a comprehensive asset reporting capability designed to meet route and national policy requirements. Lead and direct benchmarking and analysis of route assets including reliability to identify and share best practice and promulgate across the route and share nationally. 5

Person Specification It is essential in your application that you provide evidence and proven examples in each of the following selection criteria below in so far as you are able to. Skills, Knowledge and Experience Essential Educated to degree level or equivalent experience; Broad and extensive senior level experience of managing a large complex and diverse asset base, particularly related to renewals and enhancements. Proven ability to manage asset management engineering activities in a business environment; A demonstrable understanding of safety management systems and risk assessment techniques, and sound knowledge of technical, safety and performance standards; Experience in the integration of complex engineering systems; Experience of managing a large, multi-disciplinary customer focused team; Excellent communication with demonstrable delivery of leadership and behavioural change within a large organisation; Experience in the development of output focussed interventions. Desirable Chartered Engineer status with relevant institution or able to become chartered within 2 years; Relevant management qualification; Member Institute of Asset Management. 6

Terms and Conditions Terms of appointment This is a permanent role. The post is within Network Rail s 1C Pay Band, with a salary range of 105,000 to 125,000 per annum. Annual salary increases will depend upon individual performance and contribution to the organisation s success. Location The role is based in York or Derby, with regular travel around the UK. Benefits Car Allowance 8,000 per annum. Annual Bonus Scheme with a maximum potential of 40%, with an additional payment equal to half the outturn payment deferred for two years. 28 days annual leave increasing to 30 days after 10 years. Ability to purchase an additional 2 days annual leave for employees on 28 days annual leave, sell up to 5 days or bank up to 5 days. Private medical insurance for themselves and their family. Bi Annual Health Screen for themselves. Life Insurance 4x salary subject to joining pension scheme. Option to join one of two pension schemes: o Network Rail Defined Benefit (CARE) arrangement is based on career average regulated earnings (Pensionable Pay). For the CARE scheme Network Rail pay 8.88% (employee pays 5.92%) o Network Rail Defined Contribution (NRDC) pension scheme. Network Rail pay between 3-7% depending on the employee s contribution of between 0% - 4%. Annual 75% subsidy on season tickets costing up to 3000; for season tickets valued over this amount, Network Rail will subsidise a maximum amount of 2,500 towards the cost.
