Philippines: Stand-by Emergency Credit for Urgent Recovery (SECURE) Loan Agreement March 2014 Amount Purpose 50,000 million JPY ODA Loan Strengthen the country s capacity on disaster risk reduction (DRR) and management by: a) assisting the Government on the implementation of the policy actions b) responding to temporary financial needs when large-scale disasters occur c) supporting immediate recovery processes. Lessons Learned Approach - Pursuit of Co-Benefit - Mainstreaming to development plan MRV - Continuous MRV at the recipient country side - JICA: ex ante, ex post - Recipient: future - Linkage between Project level MRV and National level MRV (Inventory): Future issue indc - Utilization of accumulated efforts will be the first step - Review, identify, linkage - indc is the process to declare climate change actions 12
