Information and awareness and education SMILE More Follow-up of the SMILE project (see www.smile-europe.org) with a special focus on NMS & CC (training, education, awareness raising, study tours) with possibly ADEME, Climate Alliance, cities like Graz and Modena as partners NB: Partnership open Other areas concerned: Transfer of traffic to less energy intensive modes AND «Reducing demand for transport» VKA10 Strengthening the knowledge of local management agencies in the transport field Training and education of local agencies in alternative fuels and energy use in transport e-atomium follow-up Main objective: increase the knowledge and competencies of energy agencies, energy advice centres and local authority energy professionals in the important field of sustainable energy use in transport by organising tailor made training activities in different European countries. Possible partnership: SenterNovem (NL), Mobiel21 (BE), DTV Consultants (NL), Energie-Cités, Associations of National Energy Agencies and Energy Agencies, etc. NB: Partnership open Helping local actors to collaborate in the programme and participate in projects HORIZONTAL KEY ACTIONS HKA1 Sustainable Energy Communities Promoting energy citizenship and mobilising local energy actors IMAGINE A European Campaign to invent the energy futures of our communities NB: Partnership open - looking for pilot cities (except for the cities involved in BELIEF or TCA2 projects) Main objectives: - A Campaign inviting all communities (regions, local authorities, districts, parishes, schools, etc.) to IMAGINE their area in some years/decades having decreased its energy consumption and CO2 emissions, i.e. having implemented all measures already decided in existing European directives Green Papers or whatever (it is our desired future) -> objectives to start with a pilot group of cities and then spread the concept wider? - Preparing and providing these communities with a methodology to do this, for instance in using the Backcasting the future method, that is a process whereby a plan of action is developed by assessing the present situation, visioning a desired future, and then

developing a set of strategies to move from the present position to the desired future. - Collecting and disseminating information / examples, and results and exchanging information - Associating major UE stakeholders, public and private and a few local pilot authorities with this way of thinking. Contact: Energie-Cités / Ian TURNER +33 3 81 65 36 80 / iturner@energie-cites.org Local Climate Plans (working title) Project co-ordinator: Chambéry Agglomeration (FR) Project objectives: - prepare and/or to carry out by the local authorities and their partners in each country an Action Plan containing measures for reducing global greenhouse gas emissions, promoting energy efficiency and renewable energy resources, - promote eco-friendly changes in the lifestyles of citizens through awareness campaigns and information on climate change and energy saving as well as mobilizing all local players from the public and the private area to adopt measures reducing greenhouse gas emissions and energy consumption. Local community planning for the efficient use of RES and conventional energy, demand side management and associated mobility Establishing favourable conditions for local energy markets and services to reach a critical mass HKA2 Think globally, act locally ManagEnergy: Actions aimed at inducing a change in present behaviours and in encouraging the use of efficient and renewable technologies and the adoption of energyintelligent social patterns by local end-users, including the operation of thematic networks of local actors MODEL Management Of Domestic Energy in Local authorities / Management Of Domains related to Energy in Local authorities A project at a BISE scale (Eastern Part of Europe) involving national energy-cities networks (this project will be re-submitted after a failure in the last call) NB: partnership quite completed Main objectives: To make municipalities models for citizens and local stakeholders, promoting the three following actions: o o o Hiring a municipal energy manager in all cities, Implementing a multi-annual action plan and an energy information system to improve energy performance of municipal properties, incl. through Display, Getting financial means / schemes for concrete investments. A strong dimension should be given to activities towards citizens and local stakeholders. Partnership: o Existing energy-cities network (PNEC-Poland, OER-Romania, EcoEnergy-Bulgaria, Hungary,

To support the further development and harmonisation of these methodologies, including the expansion of local monitoring tools to scenario models which allow for an analysis of further developments of energy efficiency, the use of renewable energy sources as well as overall greenhouse gas emissions in the respective cities. To support participating cities in verifying and updating their local strategies and priorities for increasing energy efficiency and the use of renewable energy sources, and reducing greenhouse gas emissions.
