City of Hailey Community Development Efforts Planning and Economic Development Overview Community Development efforts in the City of Hailey are comprised of the work of two existing departments; Building and Planning. The Planning Department began to more actively incorporate economic development work in 2009 which resulted in the Downtown Strategy and the Mayor s economic development team comprised of the City Administrator, Planning Director, Hailey Chamber Executive Director, and the City Council representative on the Sustain Blaine Economic Development Corporation Board. The Building Department oversees issuance of building permits, building inspections and change of use. City of Hailey Community Development Assistant Job Announcement December 15, 2010 $32,900 42,187 (15.81-20.28/hr) This position involves responsibilities related to administrative support and community outreach, public relations and customer service for the City of Hailey's invigorated community development efforts. Administrative Support The administrative responsibilties include accounts receivable, maintenance of offical records and databases and issuing permits. The workload may fluctuate from periods of high activity that demand a fast work pace and constant shifting between tasks to meet deadlines, to periods when attention can be focused on long term projects and exploring ways to improve department performance. Periods of high activity require a high level of responsiveness while maintaining quality, organization and a positive and cooperative attitude. Other periods will require self motivation and willingness to think about and discuss approaches to projects and selection of a methodology that allows the project be easily resumed after periods of inactivity. These types of projects are those that will be targeted at improving procedures and organization. Community Outreach The City of Hailey has a renewed focus on improving services to streamline the development process while upholding the integrity of city standards that function to maintain community quality and character. This portion of the position includes serving as a liaison between the business and development community and city departments, coordinating Business License and Special Events permitting, assisting customers in understanding city permitting requirements and assisting customers through the permitting process. The nature of this position involves skills related to public relations and marketing including the composition of content for publication in ads, brochures, newsletters and the city website. The Ideal Candidate A person who is articulate, dependable, personable and easy to work with is needed to assist in implementing new operational procedures and providing customer service related to the city s community development efforts. The successful candidate will be highly motivated, give attention to detail, be interested in public service and community development, be extremely personable and have personal integrity, with a high sense of ethics and honesty. The unique combination of responsibliites demands a person who is flexible and versatile, who can thoughtfully consider and communicate how to increase efficiency and improve personal and organizational performance and be open to suggestions and feedback from others. The ideal candidate will be a person who is able to work well individually and collaboratively and also be responsive to direction. The ideal candidate will demonstrate use of good judgement and be able to recognize opportunities for improvement and be able to identify appropriate means to discuss improvement strategies. Previous experience must demonstrate excellent customer service, creative approaches to problem solving and involvement or leadership in compiling or developing marketing or public relations materials to support a product, program or initiative. Familiarity and comfort working with city regualtions and government organizations is preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES Planning& Economic Development Attends the Commission and Hearing Examiner meetings, prepares minutes as needed Assembles information packets for the Planning and Zoning Commission and Hearing Examiner Distributes staff reports and approved Findings of Fact/Conclusions of Law to applicants. Serves as a liaison to the business community by meeting with businesses and organizations to increase understanding of city requirements related to operating a business and coordinates the city review of business license permits Reviews special event permits Building Prepares issuance of building plans, permits and calculates building permit fees Runs month end reports for Building Official Generates and tracks a variety of violation letters sent out by the Building Department. Prepares Certificates of Occupancy and refund letters. General Provides customer service and general assistance to the public and applicants by phone or at the counter; directs code questions to the appropriate department staff. Maintains working knowledge of applicable city regulations and department procedures. Prepares and disseminates legal public notice for Planning and Zoning Commission, Hearing Examiner and City Council meetings and Historic Demolition applications (newspaper, mailing, posting of property). Attends meetings, conferences, workshops and training sessions and reviews publications to remain current on the principles, practices and new developments in assigned work areas Performs emergency management support to ensure continuity of government operations as required REQUIRED KNOWLEDGE, SKILLS AND ABILITIES High school diploma required. Additional training in business, marketing, public relations and/or communication and/or a college degree, with strong customer service and government work experience is highly desirable. Proficiency in standard office computer software is a must; knowledge of Microsoft Access a plus.
