JOB DESCRIPTION POSITION: President & Chief Executive Officer (CEO) Overview: The Clay Florida Economic Development Corporation ( EDB) is responsible for the coordination and execution of the County s economic development initiatives and programs. The EDB is a collaborative effort between the Board of County Commissioners and the business community, and the Clay County Development Authority, and the Clay County Chamber of Commerce. The President of Economic Development Board is responsible for establishing and executing the strategic plan and the day-to-day functions of the EDB. Nature of Job: Develop and implement strategies to assist with business growth and expansion. Facilitate, coordinate, and stimulate progressive economic development in the community by attracting new businesses to Clay County, and strengthening and expanding existing business enterprises. Highly professional and technical full time work directing and coordinating the County s efforts toward improving the local economy, creating jobs and diversifying the tax base. Minimum Qualification Requirements: 1. A bachelor s degree preferably with coursework in economic development, planning, business or public administration or related field, and five years of increasingly responsible experience in economic development, planning and/or policy development or an equivalent combination of education and relevant experience. 2. Five years of professional-level experience supervising or managing a complex organization is preferred. 3. Must possess excellent interpersonal and communication skills to deal with public. 4. Must be able to comprehend, speak, and write English language. Specific Duties, Responsibilities and Essential Job Functions: 1. Develops, plans, organizes and implements strategies to promote Clay County as an ideal business and industry location with site consultants, investors, business owners, organizations (public and private) and all economic development clients or prospects interested in the County.
2. Promotes business and industrial development through personal contacts with community leaders, management officials of existing business and industry, the industrial real estate community, area and state agencies, etc. 3. Coordinates a unified economic development effort with and among the Clay County Development Authority, local municipalities, the Board of County Commissioners, County Staff, Clay County Chamber of Commerce and other government or community service organizations. 4. Provides a high level of customer service using a proactive approach towards solving problems and expediting development, as well as assisting developers, business and property owners to resolve issues with the County. 5. Performance assessment will include results oriented benchmarks and an annual success reporting system. 6. Participates in County s comprehensive planning process by recommending strategies for improvements to County services, facilities, utilities and related resources involving transportation, water and sewer, and parks and recreation as well as work force training and apprenticeships to improve infrastructure to support economic development. 7. Acts as the business recruitment, retention and commercial development facilitator within the County. 8. Maintains an updated comprehensive file of business and development opportunities. 9. Collects and provides relevant data to business and individuals in making investment decisions. 10. Advises County staff regarding capital improvements and funding mechanisms for projects that serve as a catalyst for economic development and redevelopment programs. 11. Attends public meetings to provide information regarding County activities associated with economic development. Prepares and presents action requests to the County Manager and County Commission. 12. Prepares an annual budget for the economic development board. 13. Prepares monthly financial reports and analyses. 14. Represents the County on local, regional, state and national levels in matters pertaining to promoting and achieving economic development objectives. 15. Develops and implements grant requests as appropriate. 16. Raise funds from the private sector grants and governments. 17. Assist cities with housing opportunities through new subdivisions, senior housing, low income housing. 18. Assist cities in development of new inventive programs for business, housing, or other infrastructure needs related to economic development. 19. Works with the Corporation s Board to retain and recruit businesses and jobs in Clay County. 20. Establishes harmonious working relations and communicates with community, economic and industrial development allies, and stimulates regional cooperation. 21. Coordinates the identification, assessment and development of competitive industrial sites. 22. Coordinates strategic planning initiatives for the Board of County Commissioners. 23. Oversees data collection, research and analysis to include a database of existing buildings and available sites. Non-Essential Functions and Responsibilities: 1. Attends conferences, seminars, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in the filed of economic development; attends
professional, civic, and social gatherings, as appropriate, to represent and promote interests of County and to collect information pertinent to advancement of interests of the County. Knowledge Skills and Abilities: 1. Have thorough knowledge of the principles, practices and procedures of economic development; industrial and commercial business attraction and retention; private sector business and development practices; and the relationships among federal, state, regional and local agencies in matters of economic development planning and policy. 2. Has considerable knowledge of the methods and techniques used in business solicitation or industrial promotion. 3. Has considerable knowledge of laws and ordinances affecting the economic and industrial development process. 4. Has considerable knowledge of land and building values, urban design, municipal finances, tax credit incentives and funding sources of economic development or redevelopment. 5. Has considerable knowledge of the available resources of the County. 6. Has working knowledge of general management and business organization principles and practices. 7. Has general knowledge of current and projected economic trends. 8. Is skilled in the collection, analysis and presentation of technical data. 9. Is able to organize work flow and coordinate activities for short-term and long-term projects. 10. Is able to exercise considerable independent judgment and discretion establishing, applying and interpreting policies and procedures. 11. Is able to gather, analyze and interpret industrial and economic data and to make sound recommendations from the information. 12. Is able to supervise subordinate personnel. 13. Is able to effectively express ideas orally and in writing. 14. Is able to establish and maintain effective working relationships with governmental officials, business and industrial representatives, and otherwise necessitated by work assignments. Working Conditions: Work is primarily performed indoors, but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust. Physical Requirements: Must be physically able to operate a variety of automated office machinery and equipment including a computer, copier, calculator, etc. Must be able to exert up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
