Job Details Job Title Director of Commissioning Directorate Commissioning Job Description Number Reporting Arrangements Responsible to Accountable to Chief Executive PCT Board Base King Square House Band VSM Salary Range Working Hours Nominal 37.5 Job Summary Ensuring a comprehensive and equitable range of high quality, responsive to need and efficient services are commissioned within allocated resources across services and sectors within this portfolio. Empower, support and engage practice based commissioners in commissioning activities. Where appropriate, ensure services are commissioned jointly with local authorities, and that specialised services are commissioned collaboratively through the South West Specialised Commissioning Group (or nationally).

SPECIFIC DUTIES AND RESPONSIBILITIES Professional/Job Role In collaboration with colleagues, assess the needs and preferences of local communities, patients, the public and professionals to gain an understanding of service expectations and wishes; mapping those against current service provision, including an assessment of the structure of supply and the ability of patients to choose. Using needs and preferences assessment analysis, work with local stakeholders and partner organisations to determine local priorities for developing and transforming services, ensuring effective provision and real patient choice. Ensure genuine clinical engagement through practice based commissioning by creating the right environment, incentives and governance framework to enable practice based commissioning to flourish. Design services in partnership with practice based commissioners, specifying the range, nature and quality of services to be provided along different patient pathways, in line with the White Paper Our Health, Our Care, Our Say, drawing on evidence of cost-effectiveness and best practice. Agree contracts with providers within the new national contracting framework. Manage demand for services and live within the cash-limited allocation of resources, particularly through a partnership with practice based commissioners and within the requirements of the Operational Plan. By building commissioning capability at all levels in the local health system, ensure that best practice is identified and spread to maximise potential and create world class provision as described through the 10 World Class Commissioning competencies. Support the realisation of the significant productivity improvements that exist within the health community through effective commissioning.

Support the delivery of and focus upon key targets and indicators, with specific emphasis on those that contribute to the Annual Health Check rating Provide professional leadership to the Directorate, encourage continuing professional development and support delivery of the Succession Planning Policy at directorate level. General Terms and Responsibilities To undertake any other duties that may be reasonably requested of the post holder to help the department run smoothly. To ensure that you and others take notice of and operate within relevant Health and Safety guidelines. Work collaboratively with other PCTs in the local health community on issues of common interest. Contribute to partnership working with Bristol City Council, other statutory organisations and the non-statutory sector as required. Ensure that the services the postholder manages are delivered to a high standard and work with the clinical governance team to ensure that appropriate systems and processes are in place and that the PCTs develop an open, learning culture. Take personal responsibility for ensuring and equalities approach in managing staff, delivery and commissioning services, including promoting good practice in implementing relevant statutory requirements. Promote effective public, user and carer involvement in all elements of work. Contribute to the work of specific project groups within the PCTs and across the local health community as required. The post holder will take responsibility for their ongoing personal and professional development through the individual Performance Review and Development Process in dialogue with their line manager.
