Federal Initiative for Navigation Data Enhancement (FINDE) Leveraging Standardization for Collaboration FINDE is a Federal effort to provide an integrated set of complete, precise, and reliable navigation data for managing our Nation s waterways. Partners: USCG, IRS, Customs and Border Protection (CBP) and USACE Other Participants: NOAA, EPA, Energy Information Agency Purpose: To develop a federally integrated navigation data set utilizing the Automated Identification System (AIS), CBP s Vessel Management System (VMS), and other currently available data sources. FINDE Executive Committee Federal Industry Logistics Standardization (FILS) Vessel Identification and Tracking Data Integration Navigation Points of Interest

Agency Business Requirements IRS Identification of events where taxable fuel is transferred Identify carriers of taxable product USACE Validate dock locations and identify new docks Better identify vessel moves subject to HMF Better manage capital investments ad Corps projects USCG Enhance AIS data with more comprehensive external data sources Increase intelligence for safety and inspection CBP More accurate information for vessel boarding and inspection More accurate information for targeting and screening All agencies Ability to share a common picture of federally integrated data

FINDE Task Teams Data Integration ti Leverage AIS information and services to create a federally integrated common picture Information for project management, capital investment, forecasting, and modeling Identify carriers of taxable product Vessel Identification and Tracking Establish a common and central source for vessel information Managed by the Coast Guard Standard Vessel ID (Official Number) Navigation Points of Interest Leverage the Corps inventory of navigation points of interest Increase intelligence for safety and inspection FILS Coordination Ensure standard vessel, location, and commodity codes are use in data integration
